Chapter I General Provisions Article 1 In order to promote the development of high-tech industries, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this province. Article 2 These Regulations shall apply to engaging in high-tech industries and activities related to high-tech industries within the administrative region of this province. Article 3 The term "high-tech industry" as mentioned in these Regulations refers to the industries listed in the national and provincial guidelines for high-tech industrialization, which are knowledge-intensive, technology-intensive, high-growth and high-economic benefits, and can have an important impact on the sustainable development of regional economy and society through large-scale production. Article 4 The provincial people's government shall incorporate the development of high-tech industries into the national economic and social development plan, formulate policies to support the development of high-tech industries, coordinate and solve major problems in the development of high-tech industries, and make high-tech industries gradually become an important growth point for the economic development of this province.

The municipal people's governments with districts, regional administrative offices and county (city, district) people's governments shall take effective measures to promote the development of high-tech industries within their respective administrative areas. Article 5 The scientific and technological input of the provincial people's government, the municipal people's government divided into districts and the regional administrative offices shall be mainly used to support the development of high-tech industries. The relevant administrative departments of provincial economy, trade, science and technology are responsible for the development of high-tech industries within their respective functions and duties. Article 7 Administrative organs shall administer according to law and provide high-quality and efficient services for the development of high-tech industries; Without the basis of laws, regulations and rules, administrative organs shall not exercise their functions and powers. Article 8 Enterprises, institutions and individuals may engage in various activities that are conducive to the development of high-tech industries, but they shall not violate the provisions of laws, regulations and rules, harm public interests or violate social morality. Chapter II High-tech Industrialization Projects and High-tech Enterprises Article 9 The people's government of the province shall regularly issue a guide to the field of high-tech industrialization in this province. Article 10 This province shall, in accordance with the principles of openness, fairness and impartiality, establish and implement a system for identifying high-tech industrialization projects and high-tech enterprises.

High-tech industrialization projects and high-tech enterprises are recognized by the provincial development plan and the administrative department of science and technology.

Before identifying high-tech industrialization projects and high-tech enterprises, an expert review committee meeting shall be held for review; Projects and enterprises that have not passed the expert review shall not be recognized as high-tech industrialization projects and high-tech enterprises.

The recognized high-tech industrialization projects and high-tech enterprises shall implement a regular review system.

The conditions, standards and specific procedures for the identification of high-tech industrialization projects and high-tech enterprises shall be formulated by the provincial people's government. Eleventh enterprises, institutions and individuals believe that the identification process or results of high-tech industrialization projects and high-tech enterprises do not conform to the principles of openness, fairness and impartiality, and may appeal to the provincial people's government; The provincial people's government shall, within 30 days from the date of receiving the complaint, inform the complainant in writing of the handling situation. Twelfth recognized high-tech industrialization projects and high-tech enterprises enjoy the preferential policies stipulated in these regulations. Thirteenth local income from enterprise income tax, business tax and value-added tax paid within five years from the date of project identification shall be supported by special funds arranged by the local people's government; For projects with independent intellectual property rights, in addition to enjoying the above preferential treatment, 50% of the local income from enterprise income tax, business tax and value-added tax paid in the sixth to eighth years will be supported by special funds arranged by the local people's government.

90% of the special funds specified in the preceding paragraph are used for the technological innovation of the project implementation unit, and 10% is included in the high-tech industry support funds for centralized use. Fourteenth the implementation of recognized high-tech industrialization projects, free of the purchase of production and business premises transaction fees and property registration fees, free of the relevant costs in the process of project construction; Within three years from the date of identification, the financial department at the same level shall return the land transfer fee for the project land and the local retained part of the paid use fee for new construction land, but if the land use is changed, all the returned funds must be returned to the financial department at the same level. In addition to the actual expenses incurred in the current year, the taxable income of the current year will be directly deducted by 50% of the actual amount after being audited by the tax administration department at the end of the year.

The key equipment and testing instruments that must be purchased by high-tech enterprises for research and development of new technologies and new products, as well as the expenses incurred in purchasing high-tech, inventions and patents, can be charged to the cost after being approved by the tax administration department. Article 16 High-tech enterprises are encouraged to establish a system in which stock options, profit sharing, annual salary system and intellectual elements such as technology and management participate in income distribution. Seventeenth the establishment and implementation of high-tech industry survey and statistics system in this province. The investigation and statistics work shall be carried out by administrative departments such as statistics. Chapter III Development and Utilization of High-tech Resources Article 18 Enterprises are encouraged to establish or jointly establish enterprise technology centers with scientific research institutions and institutions of higher learning to research and develop new technologies, new products and new processes.

National and provincial enterprise technology centers enjoy relevant preferential policies of the state and can apply for financial support for technological innovation of provincial enterprises.
