Can Baoding, Hebei Province loose coal this year?

You can't. According to Query People's Daily, Beijing, Tianjin and Hebei jointly released the Beijing-Tianjin-Hebei Energy Collaborative Development Action Plan (20 17-2020), and the three places will work together to reduce coal burning. The Action Plan defines the respective goals and tasks of Hebei Province and Tianjin City. Before the end of 2020, the loose coal for heating in plain rural areas of Hebei Province will be basically "cleared" within three years. The government promotes the clean substitution and utilization of loose coal in rural areas by promoting clean briquette supporting environmental protection stoves and changing electricity to gas. By 2023, the government will take various monitoring measures to prevent the resurgence of loose coal and severely crack down on loose coal, so loose coal is not allowed this year.
