Investigation report on environmental protection work
In order to effectively protect and improve the rural environment, in late August, the CPPCC Population, Resources and Environment Committee went to the Economic Development Zone, Chiping County, guanxian and relevant departments directly under the municipal government to conduct a special investigation on the rural environmental protection work in the city. The research team inspected the biogas project construction, livestock and poultry waste utilization and straw gasification projects on the spot, and listened to the reports of * * * and the environmental protection department. Through investigation, the Committee members basically grasped the basic situation of rural environmental protection work in our city, analyzed the existing problems and reasons, and put forward opinions and suggestions on how to promote rural environmental protection work in our city. The investigation is hereby notified as follows:
First, the basic situation of rural environmental protection work in the city
In recent years, under the correct leadership of the Municipal Party Committee and the Municipal Government, guided by Scientific Outlook on Development, focusing on the construction of new countryside and focusing on the demonstration project of rural contiguous remediation, our city has paid close attention to the prevention and control of rural industrial pollution and agricultural non-point source pollution, actively organized and carried out the pilot project of centralized treatment of rural domestic garbage and domestic sewage, and constantly promoted the creation of ecological villages and towns, which has achieved certain results and improved the rural environment significantly.
(1) Steady progress was made in ecological construction. The Municipal Party Committee and the Municipal Party Committee issued the "Implementation Opinions on Implementing the Ecological Shandong Strategy to Build an Ecological Liaocheng" to comprehensively promote the construction of an ecological city. In the construction of the target responsibility system, the requirements related to rural environmental protection are always included in the assessment, and the indicators such as straw burning ban and comprehensive utilization, large-scale livestock and poultry breeding, and the construction of fecal sewage treatment facilities in breeding communities are given heavier scores, so as to organically combine the construction of eco-city with rural environmental protection and do a good job in rural environmental protection. The Municipal Environmental Protection Department and the Agriculture Committee jointly issued the "Liaocheng Straw Burning Ban Work Plan" to urge counties (urban areas) to do a good job in straw burning ban. According to the requirements of "Regulations on the Administration of National Ecological Villages and Towns Declaration (Trial)" and "Regulations on the Administration of Provincial Ecological Villages and Towns Declaration (Trial)", our city has actively carried out the work of creating ecological villages and towns. Up to now, 4 1 towns in our city have been named as provincial-level ecological towns, and 35 towns have been declared as national-level ecological towns.
(2) The project of "Promoting Governance with Awards" has achieved remarkable results. The central special fund for rural environmental protection "promoting governance with awards" is an important policy measure to promote the comprehensive improvement of rural environment. Our city actively urges the relevant counties (urban areas) to do a good job in the construction and operation of the project of "promoting governance with awards", and conduct on-site inspections on the project in time to ensure that the special funds can bring into play their benefits. Since 2008, 10 projects in our city have been included in the central rural environmental protection special fund plan of "promoting governance with awards". In 2009, the city set up special funds for municipal rural environmental protection, such as the smoke control project of straw burning in Tianmayuan Village, Dongcheng Town, guanxian, which played a positive role in improving the local rural environmental quality.
(3) The contiguous improvement of rural environment plays an exemplary role. Last year, Shandong Province listed Linqing as one of the demonstration cities for rural environmental improvement. At present, the central and provincial governments have allocated Linqing funds100000 yuan, and Liaocheng and Linqing have raised local matching funds of 3.488 million yuan according to the proportion of subsidy funds of not less than 30%. 2011-2012 demonstration project has been completed and put into trial operation, which has effectively played a demonstration role.
(4) Do a good job in pollution control of livestock and poultry breeding. Strictly implement the Measures for the Prevention and Control of Pollution in Livestock and Poultry Breeding and other relevant laws and regulations, strengthen the construction and management of large-scale livestock and poultry farms, prohibit the construction of livestock and poultry farms near drinking water places and water conveyance rivers, and strictly implement the environmental impact assessment and the "three simultaneities" system for new construction, reconstruction and expansion of large-scale livestock and poultry farms. Earnestly carry out special law enforcement inspection activities for large-scale livestock and poultry farms, and urge enterprises that have not been implemented to rectify within a time limit, and deal with them severely according to law after the deadline.
Two, the problems and reasons of rural environmental protection work in our city
In recent years, although the rural environment in our city has obviously improved, the situation is still very grim because of the extensive rural environmental protection work and weak basic conditions, which lag behind the rural economic and social development.
(A) the problems in rural environmental protection in our city
One is the pollution caused by industrial development. With the continuous growth of various industrial parks and the vigorous development of township enterprises in our city, some parks and enterprises have failed to implement the "environmental assessment" and "three simultaneities" systems well, and the pollution control facilities are not perfect, which has a great impact on the surrounding rural environment. In recent years, with the improvement of environmental protection threshold standards for park projects at or above the county level, some pollution projects have been transferred to towns and villages, forming new industrial pollution sources.
The second is the pollution caused by rural life. In recent years, great changes have taken place in the way of life and consumption in rural areas, resulting in an increasing number of domestic sewage and domestic garbage. * * * The agricultural population is about 4928 1 000, and the annual domestic waste is about 889,400 tons. Because there are basically no garbage collection, transfer and treatment facilities in rural areas, these garbage are piled up in fields, ditches and potholes. It is estimated that the annual output of rural domestic sewage in the city is about 46.7677 million tons. Most towns and villages have not built domestic sewage collection and treatment facilities, and domestic sewage is directly discharged without treatment.
The third is the pollution caused by planting production. Our city is a traditional agricultural city, with cultivated land area of 530,900 hectares, and the consumption of chemical fertilizer, agricultural film and pesticide reached 4 1.96 million tons, 25,800 tons and 654,380+0.08 million tons respectively. The extensive use of these agricultural means of production has brought great pressure to the rural ecological environment. In addition, some wastes from agricultural production, such as straws, vines, seedlings, etc., cannot be comprehensively utilized, and are piled up in fields, occupying a lot of land resources. Some farmers lack environmental awareness and burn straw, which pollutes the atmospheric environment.
The fourth is the pollution caused by aquaculture production. With the rapid development of large-scale livestock and poultry breeding in our city, livestock manure sewage has increased greatly, and related storage and disposal facilities are not perfect. In some areas where livestock and poultry farming is concentrated, the phenomenon that livestock manure and sewage are randomly piled up and discharged is more prominent, which not only pollutes the water body and atmospheric environment, but also poses a certain threat to human health.
(B) the causes of rural environmental problems in our city
At present, the above problems in rural environmental protection in our city are not only due to objective historical reasons such as weak rural infrastructure, imperfect laws and regulations, but also to subjective realistic reasons such as inadequate ideological understanding and insufficient capital investment. Mainly manifested in:
First, rural environmental awareness is weak. In some places, there is a simple economic concept, and most of the work focuses on economic development and attracting investment, while environmental protection mainly focuses on industrial pollution prevention and urban pollution prevention. The importance, urgency and necessity of rural environmental protection are not paid enough attention, and rural environmental protection is not regarded as a major event to improve rural production and living conditions. Some farmers have weak awareness of environmental protection.
In order to pursue greater output and benefit, we often blindly increase the use of pesticides, fertilizers and agricultural films, blindly develop small workshop-style processing enterprises, but turn a deaf ear to the environmental harm caused by this.
Second, the laws, regulations and institutional mechanisms of rural environmental protection are not perfect. The existing laws, regulations and institutional mechanisms of environmental protection in China mainly focus on the prevention and control of urban and important point source pollution, and pay insufficient attention to rural pollution and its characteristics, resulting in imperfect rural environmental laws and regulations, uncoordinated institutional mechanisms and imperfect management institutions. Many departments have the function of rural environmental protection, but due to the lack of comprehensive coordination, there is a phenomenon of "more appeals and less implementation".
Third, the supervision of rural environmental protection is weak. Affected by institutions, staffing, human and financial resources and other factors, the city's environmental protection system has not yet established a work team to adapt to the rural environmental protection work situation; The existing environmental monitoring level and equipment are difficult to meet the needs of rural environmental protection; Villages and towns generally lack environmental protection management institutions and full-time personnel, so it is difficult to give full play to their supervisory role.
Fourth, the construction of rural environmental protection infrastructure lags behind. With the acceleration of rural modernization, the scale of small towns and rural settlements has expanded rapidly, and the construction of supporting rural environmental infrastructure has lagged behind. Except for some counties (cities, districts) and townships (offices) that have implemented the project of "promoting governance with awards", most of them have not yet built domestic sewage treatment and domestic garbage collection and transfer facilities, which leads to the low centralized treatment rate of rural domestic sewage and the harmless treatment rate of domestic garbage in our city, and it is difficult to improve the rural environment.
Fifth, rural environmental protection lacks capital investment and policy support. As our city belongs to an underdeveloped area, financial investment in rural environmental protection at all levels is limited. Rural environmental protection is a field with strong public welfare, high operating cost and low return on investment, which is unattractive to social capital investment. Domestic waste treatment and pollution prevention of livestock and poultry breeding lack incentive mechanism and preferential investment policy.
Three, to promote the rural environmental protection work in our city's countermeasures and suggestions
In view of the existing problems, the Committee members suggested that Scientific Outlook on Development should be thoroughly implemented, capital investment should be effectively increased, rural environmental infrastructure construction should be paid close attention to, rural environment should be comprehensively improved, and rural environmental quality should be effectively improved.
(1) Improve rural environmental protection.
Rural environmental protection is related to the overall situation of agriculture, countryside and farmers, and is the key and difficult point in building a new socialist countryside. All departments at all levels should fully understand the importance and urgency of doing a good job in rural environmental protection, adhere to the Scientific Outlook on Development, take rural environmental protection as an important focus to accelerate the transformation of rural economic development mode, and incorporate rural environmental protection into the important agenda and environmental protection work system at all levels in accordance with the requirements of the Opinions of the Municipal Party Committee on Consolidating the Achievements of Creating a National Environmental Protection Model City. It is necessary to implement the responsibility system for environmental quality in administrative regions, decompose rural environmental protection tasks into three levels: city, county and township, and continuously increase the assessment according to the requirements of the assessment methods for environmental protection tasks in our city. It is necessary to actively promote the construction of ecological Liaocheng, intensify ecological creation and governance, and encourage qualified towns to be established as national and provincial ecological towns. Unswervingly carry out comprehensive improvement of urban and rural environment, effectively improve the "dirty", "chaotic" and "poor" phenomena in rural areas, and improve the living environment. The environmental protection situation in rural areas is different, so counties (cities, districts) and economic development zones should actively explore pollution prevention and control roads suitable for local conditions.
First, we will further promote the prevention and control of rural domestic pollution. Accelerate the construction of rural domestic pollution control facilities, popularize the experience of joint collection and centralized treatment of domestic garbage and domestic sewage, and vigorously improve the transfer rate of rural domestic garbage and domestic sewage treatment rate. Mature counties (cities, districts) can explore and promote the methods of "village collection, township (town) transshipment and county treatment" to properly dispose of rural domestic garbage generated within the county. Towns (offices) with better economic conditions can build special domestic sewage collection and treatment systems and domestic garbage collection and transfer systems to solve the problem of rural domestic pollution. Towns (offices) with industrial parks or industrial clusters should plan and build sewage treatment plants or solid waste treatment facilities in the park to concentrate on solving industrial pollution while digesting domestic pollution. Strengthen the supervision of medical waste and gradually bring rural clinics into the scope of centralized disposal of medical waste.
The second is to pay close attention to the protection of rural drinking water. It is necessary to strengthen the protection of drinking water sources and ensure the safety of drinking water for all. We should vigorously implement the "tap water for every village" project and strive to improve the penetration rate of tap water in rural areas. It is necessary to scientifically delimit rural protected areas and continuously increase the supervision and management of drinking water source protected areas. Strictly implement the relevant provisions of the Regulations on the Prevention and Control of Pollution in Drinking Water Source Protection Areas and the Law on the Prevention and Control of Water Pollution in People's Republic of China (PRC), severely investigate and punish illegal construction projects located in drinking water source protection areas according to law, resolutely clean up and ban them, and earnestly safeguard the environmental safety of rural drinking water source protection areas.
The third is to do a good job in preventing and controlling agricultural non-point source pollution. It is necessary to adjust the industrial structure and vigorously develop ecological agriculture, green agriculture and organic agriculture. Continue to carry out the action of "two reductions and three guarantees", vigorously promote soil testing and formula fertilization, strive to reduce the use intensity of pesticides and fertilizers, and strengthen the recycling and comprehensive utilization of agricultural plastic films. It is necessary to vigorously promote advanced and applicable agricultural technologies, develop clean energy through the resource utilization of agricultural wastes, livestock manure and crop straws, and realize the simultaneous improvement of rural environmental quality and energy structure. For example, Xiaoyangtun Village in Chiping County uses livestock manure to produce biogas and organic fertilizer, which is a good model. It is necessary to continue to do a good job in banning straw burning and transform it by returning straw to the field, silage and power generation. For example, chiping Xinfa Group uses straw to make oil to realize the resource utilization of crop straw and put an end to straw burning. It is necessary to speed up the promotion of large-scale and intensive farming methods, promote standardized ecological farming with centralized feeding, centralized pollution control and unified management, speed up the construction of demonstration projects for the prevention and control of livestock and poultry pollution, and realize the harmless and resource utilization of livestock and poultry manure as soon as possible.
Fourth, resolutely control industrial pollution in rural areas. We should conscientiously implement the responsibility system for rural environmental quality in administrative areas and take the prevention and control of industrial pollution as the top priority of comprehensive improvement of rural environment. It is necessary to comprehensively plan and rationally distribute township enterprises, develop enterprises with less pollution and no pollution according to local conditions, actively promote cleaner production technologies, and effectively reduce pollutant emissions. For example, Guanxing Group introduced the solar power generation project of Datang Group, which reduced the pollution of enterprises and increased the benefits of enterprises. Township enterprises should speed up the concentration in industrial parks and implement centralized pollution control, centralized governance and centralized supervision. Don't lower the threshold of attracting investment in rural areas, strictly control the three highs and one capital, and strictly control the transfer of pollution sources to rural areas. Strengthen rural environmental supervision, treat or ban enterprises with backward technology and equipment and serious pollution within a time limit according to law, and promote the improvement of rural ecological environment.
(C) improve the rural environmental protection investment mechanism
Environmental protection is a public welfare undertaking. Governments at all levels should increase investment in rural environmental protection funds and establish and improve multi-channel investment and financing mechanisms for rural environmental infrastructure construction. First, establish and improve the environmental protection investment guarantee mechanism. * * * To increase policy support, set up special funds for rural environmental protection, and vigorously support environmental protection agricultural projects; Environmental protection departments should increase investment in comprehensive management of rural environmental pollution.
The financial department should appropriately tilt the funds to rural environmental infrastructure construction and agricultural pollution prevention and control. At the same time, city and county finance should do a good job in matching funds to ensure that our city strives for more special governance funds.

Rural environmental protection is a popular project involving thousands of families, and all levels should attach great importance to publicizing rural environmental protection through various media and training courses.
Carry out environmental education for rural grassroots cadres, farmers and primary and secondary school students.
Let environmental awareness be deeply rooted in people's hearts. First, set up training courses on rural environmental protection in party schools at all levels, and use the existing distance education system to train grassroots cadres, especially township cadres, so as to comprehensively improve the environmental awareness, ecological awareness and legal awareness of grassroots party member cadres, enhance their law enforcement and emergency response capabilities, set strict demands on themselves in their lives and work, set an example and play an exemplary role. Second, adhere to the reality of rural areas and farmers, adopt flexible, easy-to-understand and popular forms, carry out various forms of publicity and education, help farmers understand the problems, development trends and hazards of rural environment, and actively guide them to consciously develop healthy and civilized production, life and consumption patterns. The third is to strengthen environmental warning education, adhere to eco-environmental protection into the classroom, strengthen infiltration and guidance, so that the majority of young students can establish environmental protection concepts and cultivate good living habits from an early age. Fourth, make full use of the opportunities such as World Environment Day in the Sixth Five-Year Plan, the century of environmental protection, the establishment of green schools and ecological towns (villages).
Extensively carry out multi-level and multi-form environmental publicity and education activities, guide and mobilize more people to participate in, support and supervise rural environmental protection work. Fifth, give full play to the role of newspapers, television and other news media in guiding and supervising public opinion.
Vigorously publicize the principles, policies and regulations of rural environmental protection, and timely announce the environmental law enforcement inspection and environmental quality.
Create a good atmosphere for the whole society to pay attention to rural environmental protection.
According to the requirements of the Implementation Plan of Special Inquiry on Ecological Environmental Protection of the Standing Committee of County People's Congress, from late August to early September, the Standing Committee of County People's Congress formed four research groups, led by the leaders of the Standing Committee respectively, and went to the county 15 townships for investigation. The research team inspected the development of eco-environmental protection work in villages and towns on the spot, held a forum, and had an in-depth discussion with leaders in charge of villages and towns, deputies to people's congresses in villages and towns, and heads of relevant departments. At the same time, 200 questionnaires (actually recovered 163) were distributed to solicit opinions and suggestions from deputies to people's congresses at all levels and people from all walks of life. The investigation is hereby notified as follows:
I. Basic information and achievements
Ecological environment is the basic condition for human survival and development. Our county has an excellent natural ecological foundation, with a land area of 326 1 km2, including 2 105 km2 for forestry land and 0/0.825 km2 for woodland, with a forest coverage rate of 57.2%. The area is rich in water resources. The Yangtze River flows through our county, with a total length of 85 kilometers. There are seven independent rivers such as Duyao River, Huanggan River and Longquan River, and two lake systems such as Jinsheng Lake and Taibai Lake. Among them, Jinsheng Lake was included in the national lake protection plan in 20 14 and became the first internationally important wetland nature reserve in Anhui Province. According to the statistical results of 163 questionnaires, all walks of life pay close attention to the protection of ecological environment, and the degree of attention reaches 98.8%.
In recent years, our county adheres to the concept of green development, implements the strategy of establishing a county by ecology, and strives to achieve simultaneous improvement of economic, social and ecological benefits. First, the ecological environment construction continued to advance. Up to now, 7 townships such as Zhangxi and 76 villages such as Yanghu Gaoshan have successfully established provincial forest towns and provincial forest village, and 3 townships such as Shengli have been promoted to national ecological towns; In August, 20 16, our county successfully passed the acceptance of the national ecological county. Second, the environmental improvement in the Economic Development Zone continued to exert its strength. Correctly facing media supervision and vigorously carrying out comprehensive environmental improvement. We will comprehensively launch third-party law enforcement supervision and enterprise risk investigation, implement river and ditch improvement in the park, and transform the rain and sewage diversion of 32 enterprises. The rectification of environmental protection problems in the park passed the acceptance of the provincial environmental protection department and was delisted. Third, the intensive use of resources has been continuously strengthened. Energy conservation in the industrial field has been carried out in a solid manner, and air pollution reduction projects and water pollution reduction projects have been steadily advanced. 2065438+June 2006, the demonstration county of land and resources conservation and intensification was successfully established.
