The "Planning" pointed out that during the "Thirteenth Five-Year Plan" period, the construction of comprehensive transportation system in our province has made historic achievements. In five years, the comprehensive transportation investment was about 550 billion yuan, and the people's sense of gain and satisfaction were significantly improved, which strongly supported the decisive battle to get rid of poverty and build a well-off society in an all-round way.

The development objectives of the Tenth Five-Year Plan are as follows:

By 2025, the whole province will basically form a new pattern of transportation development with smooth internal communication, urban-rural integration, advanced governance, synergy, high efficiency and green safety, and Hunan's position in the national comprehensive transportation hub will be further enhanced.

By 2035, a modern comprehensive transportation system that is convenient, smooth, economical, efficient, green, intensive, intelligent, safe and reliable will be built in general, and a comprehensive transportation hub in Changsha, Zhuzhou and Xiangtan will be built in an all-round way, and a comprehensive transportation network with global resource allocation capacity will be formed, with smooth access to major international cities, three-dimensional and convenient access to domestic economic sectors, efficient communication with cities and counties in the province, comprehensive coverage of rural nodes, and a high degree of matching between transportation supply and demand, thus achieving "everyone enjoys"

Chapter III Construction of Modern Integrated Three-dimensional Traffic Network

Focus on improving the comprehensive transportation network layout of "three verticals, five horizontals, four networks and multiple points", promote the construction of large passages, large networks, large hubs and micro-circulation, and build a modern comprehensive three-dimensional transportation network with comprehensive transportation passages as the backbone, comprehensive transportation hubs as the fulcrum and multi-level networks as the support.

The first section? Building a comprehensive transportation corridor

Coordinate the development and utilization of trunk railways, expressway, high-grade waterways and other resources, and build a "three vertical and five horizontal" comprehensive transportation corridor according to the province's economic flow and infrastructure background, forming the main axis of transportation and space development and protection in the province.

Construction of three vertical passages: Beijing-Hong Kong-Macao, Hunan and Liujiao: relying on Beijing-Guangzhou high-speed railway, Beijing-Guangzhou railway, Haoji railway, Beijing-Hong Kong-Macao expressway and Xiangjiang waterway to further expand the Beijing-Hong Kong-Macao passage; Relying on Hunan High-speed Railway, Luozhan Railway and Erguang Expressway. To speed up the upgrading of Hunan South Road; Relying on Jill Zhang-Huai high-speed railway, Liu Jiao railway, Baomao high-speed railway and Hubei high-speed railway, we will speed up the improvement of Liu Jiao passage.

Construction of Shanghai-Kunming, Chongqing-Changsha, Hangrui, Gui Xiang and Xiamen-Chengdu five horizontal passages: relying on Shanghai-Kunming high-speed railway, Shanghai-Kunming railway and Shanghai-Kunming expressway, steadily expand the Shanghai-Kunming passage; Relying on Yuchangxia high-speed railway and Zhang Chang high-speed, speed up the opening of Yuchangxia; Relying on Hangrui Expressway, Shui Yuan Waterway and Lishui Waterway, Hangrui Waterway is formed. Relying on Liu Heng Railway, Gui Xiang Railway, Jiheng Railway and Quannan expressway, etc. , and gradually expand the Gui Xiang channel; Rely on Xiamen-Chengdu Expressway and Guixin Expressway to speed up the construction of Xiamen-Chengdu passage.

Part two? Establish a railway network for passenger and freight planning

Build a railway transportation network supported by "five vertical and five horizontal" trunk railways, fully realize the inter-city high-speed rail, basically connect the backbone channels, expand the high-speed rail into a network, make freight more efficient, and smoothly connect the hubs.

Build a high-speed railway network. Accelerate the construction of provincial backbone channels and promote integration into the national regional development strategy. According to the location characteristics and economic trend of our province, we will focus on building railway projects that enter Guangdong, Hong Kong and Macao "southward", connect the Yangtze River Delta and Shandong Peninsula "eastward", connect Beijing-Tianjin-Hebei "northward" and connect the new land and sea channel in the west ".

Focusing on trans-regional long trunk lines, we will comprehensively connect major high-speed rail passages such as Chongqing-Changxia and Hunan, speed up the construction of new high-speed rail passages connecting the Yangtze River Delta, plan to promote the formation of north-south system capacity of Zhangjihuai high-speed rail, and comprehensively form a two-hour high-speed rail traffic circle in the province. According to the factor guarantee conditions, a number of high-speed rail projects with passenger flow support, road network demand and mature conditions will be implemented.

Improve the general-speed railway network. Focusing on improving the capacity of existing lines, we will promote the upgrading and efficiency improvement of ordinary-speed railways and revitalize road resources. Strive for the expansion of Hunan section of Yizhan Line planned and constructed by the state, and improve the freight channel capacity of direct docking between Zhanjiang Port and Hainan Free Trade Port. Planning and construction of Xing Yong-Chenxi-Jiangxi Railway will promote the consolidation of poverty alleviation achievements along the line and promote the development of national space. Promote the outer ring project of Yueyang and Hengyang urban sections, optimize the layout of urban functions, and improve the efficiency of railway transportation. Vigorously promote the construction of special railway lines, promote railways to enter ports, parks and factories, develop modern railway logistics, and constantly promote the transfer of bulk cargo transportation to railways.

Strengthen the function of railway hub. Improve the spatial layout of the hub and integrate the construction of station facilities. Focusing on the construction of Changsha-Zhuzhou-Xiangtan international railway hub, we will speed up the construction of the connecting line between Yuchangxia high-speed railway and Changsha South Station, and promote the convenient connection of major passenger stations such as Changsha West, Changsha South, Changsha Station, Xiangtan North and Zhuzhou West. Build Changsha West Railway Station with high standards, reserve the connection conditions between Hunan high-speed railway and Changsha-Zhuzhou-Xiangtan railway hub, and study and build the connecting line from Changsha West to Zhuzhou West via Xiangtan North. Promote the transformation of Changsha station and realize the first function of high-speed rail as soon as possible. Accelerate the improvement of railway hubs in other cities and prefectures, optimize the introduction of new lines, the relocation of old lines and the functional layout of stations and yards in hubs, and promote the organic integration of stations and yards with urban functions. Simultaneously improve the supporting infrastructure of railway stations and support the construction of motor vehicle parking lots in important hub stations and yards.

Part three? Building a expressway Network with Global Coverage

Give full play to the advantages of flexible layout and wide coverage of highway lines, further expand and improve the highway traffic network with "seven verticals and seven horizontals" and three expressway as the skeleton, enhance the service capacity of ordinary national and provincial highways, further improve the rural traffic and travel environment, promote highway networking, and effectively connect important nodes such as railways, airports, ports, parks and scenic spots.

Promote expressway's network expansion. Accelerate the construction of 24 continuous expressway, complete the "seven vertical and seven horizontal" expressway skeleton network, and complete all existing expressway network planning projects and 3 1 inter-provincial passages. Vigorously promote the expansion of congested road sections in expressway, promote the construction of the prospect line from Lingling to Daoxian expressway, timely start the preliminary work of the national high-speed new network and road network optimization project, promote the capacity expansion, networking, encryption and smoothness of expressway in the province, fully form a four-hour expressway traffic circle in the province, and give play to expressway's key role in building an integrated transportation system. Start a new round of highway network planning revision and scientifically plan the medium and long-term development of highways in our province.

Improve the grade and service level of provincial highways in ordinary countries. Give full play to the distribution function of ordinary national and provincial trunk lines, focus on improving the technical level, and focus on upgrading bottleneck sections, backbone sections, key urban sections and tourist passages. It is planned to implement a mileage of more than 8,000 kilometers, of which about 6,400 kilometers will be upgraded. Straighten out the skeleton network of ordinary national highways and provincial highways, and give priority to the important lines in the skeleton network of ordinary national highways and provincial highways according to the highway standards above Grade III. Strengthen the construction of inter-provincial channels and improve the level of inter-provincial channels. Improve the quality of congested road sections and road sections around cities and towns, and promote the efficient connection of traffic inside and outside the city. Promote high-grade highways to connect key nodes such as airports, high-speed railway station, important ports and toll stations of expressways, and strengthen the effective connection of various modes of transportation. Promote secondary and above highways to connect industrial parks above the provincial level and national strategic layout points, and enhance the support and guarantee role for key towns and important economic nodes.

Promote the smooth deepening of the "four good rural roads". Newly rebuilt rural roads are about 27,000 kilometers, creating a convenient, efficient and satisfactory rural road network, consolidating and expanding poverty alleviation achievements, and effectively serving rural revitalization. Comprehensively promote the construction of tertiary roads connecting towns and villages, and improve the traffic distribution capacity of towns and villages. Focus on the construction of tourist roads, resource roads and industrial roads, and basically realize the full coverage of two-lane highways at existing tourist resource points above the provincial level and characteristic industrial points of agriculture, forestry, animal husbandry and fishery. Efforts will be made to solve the problem of inconvenient connection between new and old villages brought about by the withdrawal and merger of villages, and promote the construction of roads connecting new villages and villages. Strengthen the construction of rural highway security engineering, further improve the security level of rural roads, and realize the installation rate of security facilities in hidden danger sections of rural roads such as water cliffs, sharp bends and steep slopes to 100%.

The fourth quarter? Building an efficient and convenient civil aviation network

Accelerate the construction of civil transport airports, improve the function and layout of general airports, build a "one hub, one trunk line, nine branch lines and multiple points" civil aviation transport network, and restore and expand international and regional route networks in a timely manner. Complete the pilot task of low-altitude airspace management reform. Actively develop the airport economy and navigation industry.

Building a modern Changsha international hub airport. Complete the reconstruction and expansion project of Changsha Airport, improve the level of intelligence, enhance the function of comprehensive transportation hub, and seamlessly build a gateway hub integrating civil aviation, high-speed rail, rail transit, highway and urban transportation. Promote the expansion and optimization of airport airspace resources, further enhance the peak hour capacity of Changsha Airport, and improve throughput and transportation efficiency. Expand the four-hour aviation economic circle in Changsha, add flights to major domestic cities, resume and add flights to international and regional routes in a timely manner, constantly improve the international freight route network, study and open international routes with the fifth freedom right, and build an aviation network of "domestic key city express+international and regional routes in the circle+intercontinental routes". Make local airlines and base airlines bigger and stronger, and strengthen cross-route transit services. Accelerate the construction of Changsha National Airport Economic Demonstration Zone and build an international airport business portal.

Promote the construction of trunk and branch airports. Construction and operation of Chenzhou and Xiangxi airports, construction of Loudi airport, research and promotion of Yongzhou airport relocation project, and overall promotion of trunk and branch airports. Encrypt flights from Zhangjiajie Airport to key cities such as Beijing and Shanghai and international flights. Other airports will increase encrypted flights between provincial capital cities and popular tourist cities, promote the complementary and differentiated development of multi-level route networks in the province, and promote the domestic regional aircraft cooperation model to be put into operation. Give full play to the role of airport hub and develop characteristic airport industry.

Vigorously develop general aviation. Deepen the reform of low-altitude airspace management, realize the classification and designation of low-altitude airspace in Hunan Province, build low-altitude visual channels, build low-altitude airspace command, dispatch, supervision, support and other operating systems, improve the military-civilian cooperative operation management mechanism, and fully complete the pilot expansion task of low-altitude airspace management reform in Hunan Province. Construction of the province's "1+ 13+N" general airport network, support for transportation airports to add navigation facilities, promote the construction of a number of general airports and temporary landing points, and basically realize the "county-to-county" navigation flight. Take the lead in building a national comprehensive demonstration zone for general aviation development in Changsha, Zhuzhou and Xiangtan, and promote the establishment of a national comprehensive general aviation industrial park in our province.

Section 5? Construction of river-sea direct water transport network

Focusing on national high-grade waterways and major inland ports, we will speed up the construction of a waterway network with "one river, one lake and four waters" as the backbone and a provincial port system with "one hub, multiple key points and wide extension", strengthen the effective connection between water transport and other modes of transport, and further give play to the comparative advantages of water transport.

Construct a waterway network of "one river, one lake and four waters". Actively docking and promoting the Yangtze River golden waterway construction project. Taking Dongting Lake as the center, we will speed up the smooth flow of the tail section of the "Four Waters", build backbone waterways in the lake area such as Songhu and Lizi, and realize the networking of high-grade waterways in the lake area, connecting rivers and reaching the sea. Implement the "Four Waters" backbone waterway smooth and extension project, promote the management of important segments, smooth the bottleneck nodes such as cascade hubs, and build a waterway network connecting trunk lines and feeder lines and communicating with the hinterland. Relying on natural tourism landscape, urban riverside landscape and humanistic tourism landscape, we will build a number of high-quality and high-quality characteristic tourist passages according to local conditions. Further promote the planning and research of the Hunan-Guangxi Canal and do a good job in the preliminary demonstration.

Create a port system with "one hub, multiple key points and wide extension". Build a port pattern with Yueyang as the hub and coordinated development of ports such as Changsha, Changde, Xiangtan, Zhuzhou, Hengyang and Yiyang. Highlight the status of Yueyang Port China (Hunan) Free Trade Demonstration Zone and Tongjiang Sea Hub Port, and build a comprehensive shipping logistics center in the middle reaches of the Yangtze River and an inland port-facing economic demonstration zone. Actively promote the large-scale and standardized development of key port areas in other ports, and form an important node of regional cargo transportation based on ports. Extend the development of other port areas and enhance the radiation scope and service capacity of ports to the industry. Improve the collection and distribution system of major inland ports and important regional ports, and promote the development of port multimodal transport.

Section 6? Building a multi-level comprehensive transportation hub

Strengthen the functions of comprehensive transportation hubs at different levels, optimize the division of labor and cooperation of hub cities, promote the coordination of transportation infrastructure with passenger and cargo flows, cities, parks, scenic spots and protected areas, enhance the convergence, transformation and radiation capabilities of various hubs, and combine backbone channels and basic networks to build a hub cluster with Changsha, Zhuzhou and Xiangtan as the core and the hubs of various cities and States operating in coordination, so as to give play to Hunan's role as a national space hub.

Create a national comprehensive transportation hub in Changsha, Zhuzhou and Xiangtan. According to the idea of shaft belt leading, circle interaction, hub support and efficient connection, we will build a multi-level comprehensive transportation hub pattern of Changsha, Zhuzhou and Xiangtan with efficient external connection and organic internal connection. Accelerate the construction of the "M-shaped" radial external traffic corridor in Changsha-Zhuzhou-Xiangtan, promote the implementation of regional trunk railways, expressway, Xiangjiang waterway and other projects, and gradually build a comprehensive corridor of high-speed railway ring, rail transit ring, expressway outer ring and Xiangjiang River, so as to realize all-round and efficient communication between Changsha-Zhuzhou-Xiangtan and major economic sectors in China. Build a passenger hub system with "one portal, five main points and multiple points", and build Changsha-Zhuzhou-Xiangtan National Logistics Hub by relying on the host city of Changsha National Logistics Hub to form a passenger and freight hub cluster with reasonable layout, complete functions and organic coordination.

Improve the regional comprehensive transportation hub. Yueyang relies on the Golden Waterway and the Beijing-Hong Kong-Macao Passage to build a port-type national logistics hub and an open gateway for the Yangtze River Economic Belt, Beijing-Tianjin-Hebei, Central Plains and other urban agglomerations in our province. Relying on the Beijing-Hong Kong-Macao Gui Xiang Corridor, Hengyang will speed up the transformation of railways and other hubs, smooth the high-speed loop, build a national logistics hub of dry ports, and build an important fulcrum connecting the Yangtze River Economic Belt and the Guangdong-Hong Kong-Macao Greater Bay Area International Investment and Trade Corridor. Huaihua will rely on the Shanghai-Kunming and Liu Jiao corridors, give full play to the advantages of railways, build a national logistics hub for business services, and build a main node integrated into the new land and sea corridor in the west. Relying on the Hunan-Guangdong Passage and the Gui Xiang Passage, Yongzhou has built a bridgehead connecting the new land-sea passage in the west, the Beibu Gulf, ASEAN, Guangdong-Hong Kong-Macao Greater Bay Area and Hainan Free Trade Ports. Relying on the Beijing-Hong Kong-Macao and Xiamen-Chengdu Corridor, Chenzhou will build a national production and service logistics hub and an important hub connecting Guangdong-Hong Kong-Macao Greater Bay Area and the economic zone on the west side of the Taiwan Strait. Changde City and Yiyang City, relying on the channels such as Yuchangxia, Hunan and Hangrui, and the waterway resources such as Shui Yuan, Lishui and Songhu, will build a comprehensive transportation hub that closely connects the Changsha-Zhuzhou-Xiangtan metropolitan area and the northwest region. Loudi City and Shaoyang City rely on the Shanghai-Kunming-Hunan Middle Passage to build a comprehensive transportation hub connecting Guangdong, Hong Kong and Macao and the Yangtze River Delta in central Hunan. Zhangjiajie and Xiangxi rely on Yuchangxia, Liu Jiao and other passages and civil aviation airports to build a key node connecting Chengdu-Chongqing Shuangcheng Economic Circle and a tourist transportation hub in Wuling Mountain area.

Build a comprehensive passenger transport hub. Strengthen the construction of comprehensive passenger transport hub station. At least 1 comprehensive passenger transport hub will be built in the central city of the province 14, and the half-hour access rate from the central city to the comprehensive passenger transport hub will reach over 70%. Optimize the layout of airports, railway passenger stations, highway passenger stations and urban transportation hubs, encourage the layout of the same station, promote the construction of special car rental centers for comprehensive passenger transport hubs, strengthen the effective connection with urban transportation systems, and build comprehensive passenger transport hubs. For passenger hubs with important network connection functions and great transportation demand potential, do a good job in connecting channels and space reservation. Promote the three-dimensional layout of new hub transfer facilities, encourage transfer on the same platform, and urge the transfer distance between major modes of transportation to be controlled within 300 meters and the transfer time to be controlled within 5 minutes. Actively promote the information integration of different modes of transportation in the hub and strengthen the connection of data, time and capacity.

Building an efficient comprehensive freight hub. Give priority to the use of existing logistics parks, ports, road freight stations, railway freight stations and other facilities to plan and build freight logistics hubs. Strengthen the construction of multimodal transport facilities in freight hubs, improve transshipment facilities, expand the functions of cold chain logistics and postal express service, and build a number of multimodal transport and trunk and feeder freight hubs. Accelerate the construction of railway logistics bases, and promote the implementation of Changsha North (Xianning), Zhuzhou Tian Xin, Huaihua West and other 15 railway logistics bases. Improve the service capacity of the comprehensive freight hub to the industrial park, and form a comprehensive freight hub system that adapts to the economy and society, industrial development and residents' needs.

Chapter IV Overall Planning of Modern Regional Traffic Construction

Strengthen the supporting service ability of transportation to the coordinated development of metropolitan area, urban agglomeration and regional urban and rural areas, and promote the construction of regional transportation infrastructure as a whole.

The first section? Construction of Commuting Traffic Network in Changsha-Zhuzhou-Xiangtan Metropolitan Area

Unified planning and construction of Changsha-Zhuzhou-Xiangtan metropolitan area transportation infrastructure, strengthen the convergence of rail transit, road traffic and bus lines in the metropolitan area, and accelerate the construction of Changsha-Zhuzhou-Xiangtan metropolitan area 1 hour commuter transportation network.

Building Changsha-Zhuzhou-Xiangtan on the track. Make overall use of trunk railway channel resources, take the existing Changsha-Zhuzhou-Xiangtan intercity railway as the skeleton and Changsha rail transit as the foundation, plan and construct rail transit projects in Changsha-Zhuzhou-Xiangtan metropolitan area in a unified way, reasonably determine the construction timing, optimize the layout of rail transit stations, reserve long-term rail transit line access conditions, and gradually realize the interconnection and networking of rail transit in the central area of Changsha-Zhuzhou-Xiangtan metropolitan area. Straighten out the management relationship of the existing Changsha-Zhuzhou-Xiangtan intercity railway, further increase our group's vehicles, improve the operation mode, optimize the ticketing system, improve the supporting facilities, and speed up the operation of the "subway". Promote the construction, management and transportation of Changsha-Zhuzhou-Xiangtan rail transit, promote the construction of a new round of urban rail transit in Changsha in an orderly manner, and steadily develop small and medium-sized rail transit.

Expand and improve intercity expressway. Further encrypt and expand the intercity trunk roads connecting the three cities, promote the construction of intercity trunk roads such as Changsha Huangxing Avenue to Zhuzhou Tianxin Avenue, Changsha Huangqiao Avenue to Xiangtan Fulin Avenue, and realize multi-channel rapid interconnection of road traffic. Coordinate and improve the unified naming of connecting main roads in Changsha-Zhuzhou-Xiangtan metropolitan area. Accelerate the connection between Chongqing-Changsha-Xiamen high-speed railway and Hunan high-speed railway, encrypt the running density of high-speed intercity trains, study and use existing ordinary-speed railways such as Beijing-Guangzhou, Shanghai-Kunming and Shichang to operate intercity trains, and plan to build intercity railways such as Changsha-Zhuzhou-Xiangtan to Yueyang and Changsha-Zhuzhou-Xiangtan to Hengyang. Accelerate the expansion and reconstruction of busy sections in expressway, such as Beijing, Hong Kong, Macao, Shanghai, Kunming, Guangxu and Yichang, build necessary expressway connecting lines, promote the reconstruction and expansion of key national highways such as G 107, G3 19, G320 and G240, and key provincial highways such as S324 and S326, so as to realize the intercommunication between the Changsha-Zhuzhou-Xiangtan metropolitan area and surrounding cities such as Hengyang, Yueyang, Changde and Yiyang.
