How to treat Confucian "people-oriented" thought?

Confucius, Mencius and Xunzi's people-oriented thoughts come down in one continuous line and have their own characteristics. Confucius put forward the idea of "benevolence" and emphasized "governing the people with morality"; Mencius put forward the view that "the people are more expensive than the monarch"; Xunzi put forward the view that "you can sail a boat and water the people". ?
