In order to reshape the new urban-rural relationship, take the road of urban-rural integration development, and promote rural revitalization and agricultural and rural modernization, recently, the Central Office and the State Council issued the Opinions on Establishing and Perfecting the System, Mechanism and Policy System of Urban-rural Integration Development (hereinafter referred to as the Opinions).

The Opinions propose that by 2022, an institutional mechanism for the integrated development of urban and rural areas will be initially established. The institutional channels for the free flow of urban and rural factors have been basically opened, the restrictions on urban settlement have been gradually lifted, the unified urban and rural construction land market has been basically completed, the ability of financial services to revitalize rural areas has been significantly improved, the institutional framework for rural property rights protection transactions has been basically formed, the level of equalization of basic public services has been steadily improved, the rural governance system has been continuously improved, and economically developed areas, metropolitan areas and urban suburbs have taken the lead in making breakthroughs in institutional mechanism reform.

By 2035, the system and mechanism of urban-rural integration development will be more perfect. Urbanization has entered a mature stage, and the gap between urban and rural development and the gap between residents' living standards has narrowed significantly. The migration system of orderly flow between urban and rural areas has been basically established, the unified urban and rural construction land market has been fully formed, the urban and rural inclusive finance service system has been fully completed, the equalization of basic public services has been basically realized, the rural governance system has been improved, and the modernization of agriculture and rural areas has been basically realized.

By the middle of this century, the system and mechanism of urban-rural integration development have matured. Comprehensive integration of urban and rural areas, comprehensive revitalization of rural areas, and basically realize the prosperity of all people.

Take multiple measures to promote the integration of urban and rural development

Improve the mechanism of urbanization of agricultural transfer population. We will deepen the reform of the household registration system in an orderly and effective manner, and relax the restrictions on urban settlement except for a few megacities. Accelerate the full coverage of the permanent population of urban basic public services. Improve the inclusiveness of the city and promote the integration of migrant workers, especially the new generation of migrant workers.

Establish an incentive mechanism for urban talents to enter the countryside. Formulate fiscal, financial, social security and other incentive policies to attract all kinds of talents to return home to start businesses. Encourage graduates from ordinary universities and vocational colleges, migrant workers and business people to return home to start businesses. Rural collective economic organizations are allowed to explore the talent joining mechanism to attract and retain talents.

Reform and improve the rural contracted land system. Contract relationship, the rural land, has remained stable for a long time, and implemented the policy of extending the second round of land contracting for another 30 years. Accelerate the completion of the registration and certification of rural contracted land.

Steadily promote the reform of rural homestead system. Accelerate the registration and certification of the right to use the homestead. Explore the separation of ownership, qualification and use right of homestead, implement collective ownership of homestead, guarantee farmers' homestead qualification and property right, and moderately liberalize homestead and farmers' housing use right.

Establish a system of collective operating construction land entering the market. Accelerate the registration and certification of rural collective construction land use rights. Improve the rural land expropriation system, narrow the scope of land expropriation, standardize land expropriation procedures, and safeguard the collective rights and interests of landless farmers and farmers.

Improve the financial input guarantee mechanism. Encourage governments at all levels to support the development of urban-rural integration and the construction of related platforms and carriers, give full play to the role of financial funds, and incite more social capital investment.

Improve the rural financial service system. Strengthen the construction of rural credit environment, promote rural credit cooperatives and rural commercial banks to return to their original sources, reform the cultivation and development model of rural banks, innovate the financial product provision mechanism of small and medium-sized banks and local banks, and increase development and policy financial support.

Establish a promotion mechanism for industrial and commercial capital to enter the countryside. Deepen the reform of "simplifying administration and decentralizing power, strengthening supervision and improving services". Support social forces to enter the rural life service industry through the way of government purchasing services.

Establish a mechanism for transforming scientific and technological achievements into rural areas. Establish a system of part-time and off-duty for scientific researchers in rural areas, and explore the mechanism of technology shareholding and part-time remuneration for agricultural enterprises.

Establish a balanced allocation mechanism of urban and rural educational resources. The implementation of compulsory education school teachers "county management school employment", the implementation of county principals and teachers exchange rotation and urban and rural education consortium model. Promote the sharing of quality education resources between urban and rural areas.

Improve the rural medical and health service system. We will comprehensively establish a graded diagnosis and treatment system and implement differentiated medical insurance payment policies. Establish and improve the national fitness service system according to local conditions.

Improve the urban and rural public cultural service system. Delineate the historical and cultural protection line for rural construction, protect agricultural relics, cultural relics, ethnic villages, traditional villages, traditional buildings and water conservancy projects, and promote the intangible cultural heritage of live transmission.

Improve the unified social insurance system in urban and rural areas. Improve the unified basic medical insurance, serious illness insurance and basic old-age insurance system for urban and rural residents. Consolidate the national direct settlement of medical insurance in different places.
