The Energy Conservation Law of People's Republic of China (PRC) stipulates that the state will implement the elimination system.

Article 7 The State implements industrial policies conducive to energy conservation and environmental protection, restricts the development of industries with high energy consumption and high pollution, and develops energy conservation and environmental protection industries.

The State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government should strengthen energy conservation, rationally adjust industrial structure, enterprise structure, product structure and energy consumption structure, promote enterprises to reduce unit output value and energy consumption of products, eliminate backward production capacity, improve energy development, processing, transformation, transportation, storage and supply, and improve energy utilization efficiency.

The state encourages and supports the development and utilization of new and renewable energy sources.

Article 8 The State encourages and supports the research, development, demonstration and popularization of energy-saving science and technology, and promotes the innovation and progress of energy-saving technology.

The state carries out publicity and education on energy conservation, integrates energy conservation knowledge into the national education and training system, popularizes scientific knowledge on energy conservation, enhances the awareness of the whole people on energy conservation, and advocates conservation-oriented consumption patterns.
