1. Xichang Town: Located in the southwest of Binhai District, Xichang Town is one of the largest and most populous towns in Binhai District. However, in terms of economic development, Xichang Town is relatively backward. The income of most farmers in this area mainly comes from low-income agricultural labor. In addition, the local infrastructure such as transportation, medical care and education is backward, and the level of social security is low.

2. Pingdong Town: Pingdong Town is located in the southeast of Binhai District, near the sea. Although the agricultural and fishery resources in this area are relatively rich, due to the limited scale of resources, relatively weak infrastructure and lack of marketing, the economic development in this area is limited and the living standards of local residents are relatively low.

3. Baozhen: Located in the northwest of Binhai District, it is a part of the mining area in Binhai District. This area is rich in resources and concentrated in industry. However, due to the over-dependence of mining economy and the limitation of resources, the local economy failed to achieve sustainable development, and the quality of life of urban residents was relatively low.
