Briefly describe the evolution of China's enterprise performance evaluation system.

Answer: China has successively formulated and implemented three enterprise performance evaluation index systems: first, a set of financial performance evaluation index system designed by the General Principles of Enterprise Finance issued by the Ministry of Finance in 1993; second, the enterprise economic efficiency evaluation index system formulated by the Ministry of Finance in 1995; and third, the state-owned capital fund performance evaluation index system jointly promulgated by the Ministry of Finance and other four ministries in 1999.

In February 2002, the Ministry of Finance, the State Economic and Trade Commission (SETC), the Central Enterprise Work Committee (CEWC), the Ministry of Labor and Social Security (MLSS), and the State Planning Commission (SPC) revised the performance evaluation index system of the enterprises in accordance with the "Rules for Evaluation of Performance of State-owned Capital Funds" by replacing the original 32 indexes with 28 indexes.
