Regulations on Promoting National Unity and Progress in Guizhou Province

Article 1 In order to promote national unity, consolidate and develop socialist ethnic relations of equality, unity, mutual assistance and harmony, and to promote the progress and prosperity of all ethnic groups *** with each other, these regulations are formulated in accordance with the provisions of the Law of the People's Republic of China on Regional Ethnic Autonomy and other laws and regulations, and in the light of the actual situation in this province. Article 2 Organizations and individuals within the administrative area of this province shall abide by these Regulations. Article 3 The people's governments at or above the county level shall strengthen the leadership of the work of national unity and progress, establish and improve the working mechanism for the promotion of national unity and progress, and incorporate the cause of national unity and progress into the planning of national economic and social development, with the funds being included in the budget of the local level. Article 4 The provincial people's government establishes a joint meeting system for ethnic work, regularly listens to opinions and suggestions on ethnic work and the promotion of national unity and progress in development, formulates policies and measures, and coordinates research to solve major problems of economic and social development in ethnic areas. Article 5 The nationalities and religious affairs departments of the people's governments at or above the county level are responsible for the specific work of national unity and progress in their administrative areas.

The relevant departments of the people's governments at or above the county level are responsible for the work relating to the progress of national unity in accordance with their respective duties.

The people's governments of townships and townships and street offices (communities) are responsible for the work of national unity and progress within their respective areas. Article 10 encourages all nationalities to strengthen cultural exchanges, respect and support the inheritance, development and innovation of outstanding national cultures, and promote outstanding traditional national cultures. Article 11 All nationalities treat each other equally, respect each other's religious beliefs and customs, and consciously safeguard national unity.

No organization or individual may engage in ethnic discrimination, ethnic insults, ethnic division, or words or deeds that endanger national unity.

Any organization or individual has the right to stop and report illegal acts that undermine national unity; nationalities and religious affairs and other departments shall deal with such reports in accordance with the law. Article 12 Provincial finance through general financial transfers, special transfers and other means determined by the state, to increase financial transfers to ethnic areas. Fiscal transfer funds and general fiscal transfers in the balanced transfer increments to ethnic areas tilt, special transfers in accordance with the provisions of the direct allocation to ethnic areas. Article 13 The relevant departments of the provincial people's government shall arrange funds for infrastructure, poverty alleviation and development, industrial and information technology construction, rural housing reconstruction, transportation, farmland water conservancy, cultural construction, sports, medical care and health care, as well as industrial support, educational development, social security, tourism development, public welfare and other projects in a manner that is skewed in favor of ethnic areas. Article 14 The provincial people's government and relevant departments shall establish and improve the mechanism for poverty alleviation and development of ethnic minorities in concentrated contiguous areas of special difficulty, and prioritize the implementation of counterpart funds and projects.

Guiding and encouraging financial institutions to increase support for ethnic areas. Article 15 The people's government of the autonomous prefectures shall, in accordance with law, exercise the powers and functions of urban and rural planning, urban management, land management, real estate management and finance.

The people's governments at the county level in autonomous prefectures organizing the preparation of urban and rural, land and other aspects of planning shall be examined and approved by the people's governments of the autonomous prefectures, and then submitted for approval to the authorities having the power of examination and approval in accordance with the law. Article 16 The ethnic townships shall not be abolished or merged in general, and if they do need to be abolished or merged, they shall be scientifically demonstrated and evaluated, and the opinions of the departments of nationalities and religious affairs and the people of the ethnic townships shall be listened to and reported to the people's government of the province for approval at each level in strict accordance with the stipulated procedures.

After the ethnic townships are abolished or merged with other townships, they shall continue to enjoy the relevant policies of the ethnic townships. Article 17 the people's governments at or above the county level development and reform, nationalities and religious affairs departments shall, in conjunction with the relevant departments, prepare a special plan for the development of ethnic areas, reported to the people's government at this level for approval and implementation. When formulating annual implementation plans, the relevant departments shall consult the ethnic and religious affairs departments at the same level. Article 18 The people's governments at or above the county level shall formulate policies and measures to promote the development of special economic and advantageous industries in ethnic areas, and accelerate the development of special industries, special agriculture, cultural tourism and modern service industries in ethnic areas.
