Regulations on the Protection of Traditional Arts and Crafts

Article 1 In order to protect traditional arts and crafts and promote the prosperity and development of traditional arts and crafts, these regulations are formulated. Article 2 The traditional arts and crafts referred to in these regulations, refers to more than a century, a long history, excellent skills, handed down from generation to generation, with a complete process, using natural raw materials, with a distinctive national style and local characteristics, at home and abroad to enjoy the reputation of the handicrafts species and skills. Local people's governments at all levels shall strengthen the leadership of the protection of traditional arts and crafts and take effective measures to support and promote the prosperity and development of traditional arts and crafts in their respective regions. Article 7 Enterprises and individuals making traditional arts and crafts products may apply to the departments of the people's governments at the local county level responsible for the protection of traditional arts and crafts for the varieties and techniques to be protected, and the departments of the people's governments of the provinces, autonomous regions and municipalities directly under the central government responsible for the protection of traditional arts and crafts shall, after examination and approval, recommend them to the departments of the State Council responsible for the protection of traditional arts and crafts. Article 8 Enterprises and individuals applying for the recognition of traditional arts and crafts varieties and skills shall submit complete and detailed information in accordance with the regulations of the department responsible for the protection of traditional arts and crafts under the State Council. Article 9 The State shall take the following protective measures for the recognized traditional arts and crafts:

(1) collecting, organizing and establishing archives;

(2) collecting and collecting outstanding representative works;

(3) determining the classified level of the secrets of their crafts and technologies, and enforcing confidentiality in accordance with the law;

(4) subsidizing researches and cultivating talents. Article 10 The outstanding works of traditional arts and crafts varieties shall be named Chinese arts and crafts treasures (hereinafter referred to as treasures) by the department of the State Council responsible for the protection of traditional arts and crafts after the department hires experts to form an evaluation committee to evaluate them. Article 11 The State shall take the following measures to protect the treasures:

Article 17 The people's governments at all levels shall take the necessary measures to support and assist enterprises producing arts and crafts varieties that have low economic benefits but high artistic value and are facing the risk of being lost. Article 18 The production of traditional arts and crafts products of enterprises shall establish and improve the protection of traditional arts and crafts or confidentiality system, and effectively strengthen the management of traditional arts and crafts.

Personnel engaged in the production of traditional arts and crafts products, shall comply with the relevant state laws and regulations, shall not disclose in the production of traditional arts and crafts products in the process of knowing the technical secrets and other commercial secrets. The production and sale of traditional arts and crafts works under the signature of a fake Chinese master of arts and crafts shall bear civil liability in accordance with the law; the relevant departments may impose administrative penalties in accordance with the provisions of the relevant laws and administrative regulations.
