Commercial and residential areas along Cuiheng Avenue outside the planning area (mainly the two pieces of Zhutouyuan and Shimen) should be strengthened with urban design guidelines to maintain the coordination of the landscape. The style of the buildings should be considered to be consistent with the traditional Lingnan residential style, and the building colors should be white, grey and green.
3. The lot at the southwest corner of Golden Penang Hill, where the real estate development project is now suspended, should be supported for activation, but should not increase the intensity of construction. Also limit the addition of new construction projects.
4. Along the upper reaches of Lanxi to Yixian Reservoir, the planning suggests the development of decentralized eco-residential communities centered on the original villages, controlling the scale of land use and construction intensity.
5. Zhongshan Martyrs' Mausoleum located in Changsha Po Village, Nanlang Town, should preserve the surrounding mountain environment and avoid adjacent site development.
Historical and Cultural Protection System 1. The plan sets important sections of the site where the historical and cultural heritage is richly preserved and intact as protection zones through protection zoning. Protected area is is the basic connotation of Cuiheng Historical and Cultural Village.
2. The plan sets two protection zones, Cuiheng Ancient Village Protection Zone (area of 29.8 hectares) and Sun Yat-sen Memorial High School Protection Zone (area of 3.8 hectares), and carries out the delineation of the purple line. The purple line is the boundary of the construction control zone of the protection object; and the boundary of the wind and landscape coordination zone of the protection object is the boundary of this plan. The planning and management of the protection object is realized through the plot planning control requirements (see the sub-diagram for details) and planning control guidelines.
3. The core area of Tsui Hang Village is the most complete historical landscape of the ancient village, the most concentrated historical buildings and the best preserved area, which is the key area for protection. The land area of the core area is 35643 square meters; the existing historical traditional building area of 14400 square meters; all the building area in the core area of 17000 square meters. The existing historical buildings in the core area cover an area of 33,743 square meters (including the historical building base area of 10,200 square meters and the historical environment land area of 23,543 square meters). 1. The planning control principle of the purple line: the engineering and construction activities in the purple line (i.e., in the protected area) must be managed in accordance with the "Urban Purple Line Management Measures" for construction.
2. Principles of planning control within the core area: within the core area, no new engineering construction shall be carried out except for the protection and construction activities determined by this plan. Planning according to the "historic and cultural city protection planning norms", with reference to the Ministry of Construction on the selection of China's famous historical and cultural towns (villages), the Cuiheng planning area (mainly the core area) of the building classification and assessment. The plan delineates five major categories, namely, cultural relic buildings, protected buildings (excellent historical buildings), historical buildings, traditional buildings (general buildings, no conflict with historical features) and general buildings (conflict with historical features)***, which are subdivided into eight categories.
(1) Cultural relics protection units: (national, provincial and municipal) cultural relics buildings and monuments that are rated as national cultural relics protection units, provincial cultural relics protection units and municipal cultural relics protection units.
(2) Cultural relics buildings: listed as immovable cultural relics by the city of Zhongshan, as a preparation for the approval of national, provincial and municipal cultural relics protection units of cultural relics buildings, monuments.
(3) Protected Buildings (Outstanding Historical Buildings): Historical buildings with high architectural quality, rich architectural details, well-preserved, and capable of reflecting the architectural art and period characteristics of Cuiheng Village.
(4) Historical buildings (general historical buildings): historical buildings with good architectural quality, well-preserved, and able to reflect the characteristics of Tsui Hang Village's villages and the characteristics of the times.
(5) Historic Buildings (Incomplete Historic Buildings): Buildings constructed at an earlier date, where one or more of the fa?ades have been remodeled with modern materials, but the rest of the building is still capable of reflecting the historical characteristics of the village.
(6) Historic Building Site: a building of advanced age for which only the footprint or a portion of the building survives and is documented, but the remainder of the building no longer exists.
(7) Traditional Building (General Building with Harmonized Style): a building whose volume and materials are harmonized with the traditional style of the village, but constructed at a relatively late date.
(8) General building (general building with uncoordinated appearance): modern buildings with large differences in the form of volume or fa?ade materials and the traditional appearance of the village (such as large factories, fa?ades with colorful mosaics, etc.).
The above 1-4 types of buildings should be strictly protected and prohibited from demolition or remodeling. 1. The historical streets and alleys in Cuiheng Village were all formed in the late Qing Dynasty and early Republic of China, and their street patterns should be protected. The road sections (including their sections) between the starting and ending positions of the continuous landscape of each street and alley should be protected as a matter of priority (Table 5).
2. The main historical streets and alleys with relatively complete preservation and continuous landscapes: Hexing Street, Zhongheng Street and Zhongxing Street should be strictly protected.
