In the eyes of many people, C-NCAP is experiencing a "crisis of trust", but it is progressing and developing in an orderly way, doing something, and at the same time doing something wrong. It did not choose not to test Passat because it would attract a lot of criticism; There is also no blind increase of 25% offset collision test when the rules are modified because of network pressure; During the epidemic, overcome many difficulties and complete all the first four tests in 2020 ... What is C-NCAP going through? Where will the future go? Recently, we had an exclusive interview with Fang Maodong, the head of China Automobile Evaluation Management Center, who took office for two months.

In order to integrate the existing evaluation resources, make the contents of various evaluation procedures of China Automobile Center more coordinated and the evaluation work more efficient, China Automobile Technology Research Center Co., Ltd. set up an automobile evaluation management center in early March 2020 to integrate relevant evaluation work and coordinate vehicle selection, vehicle procurement, test evaluation, result release, program coordination and update research. At present, the evaluation procedures involved are C-NCAP, C-ECAP, CCRT and EV-TEST. Among them, C-NCAP, which has been developed for more than ten years, has been focusing on automobile safety; C-ECAP listed on 20 15 focuses on "e" (eco-car), paying attention to occupant health and environmental protection. EV-TEST and CCRT correspond to new energy vehicles and traditional energy vehicles respectively, and comprehensively evaluate the performance that consumers pay attention to, including safety, health, driving experience and other indicators related to consumer satisfaction.
Fang Maodong introduced that in the past, each evaluation system did its own thing, and vehicle selection and evaluation projects overlapped. The detection methods of individual items are still inconsistent, and there are also cases of repeated detection of the same vehicle. "After the establishment of the evaluation center, the" four unified "evaluation operation mode of unified car selection, unified procurement, unified testing and unified release was initially established, a one-stop communication and service platform with the industry was established, the internal management process was optimized, and the burden of docking between automobile enterprises and evaluation management centers was effectively reduced. At the same time, we have also established a series of institutional systems with optimized internal resources and unified external image. In addition, we have also completed the revision of these regulations, streamlined the contents of the regulations around the differentiated positioning, and completely solved the problem of uncoordinated and repeated measurement of test items such as fuel consumption, indoor air quality and noise. After the revision was completed at the end of April, it was implemented. "
For this integration, Fang Maodong frankly encountered many challenges, mainly from the smooth docking with the original evaluation rhythm after the evaluation integration. "This epidemic has disrupted the previous test plan, and many evaluation tests have been postponed, but it has also given us time to think and integrate. We race against time to complete the optimization of car selection and car purchase mode, standardization of testing process, integration and coordination of technical content of evaluation procedure and publicity of operation mode in the shortest time, which enabled us to switch to normal state quickly after the epidemic situation stabilized. With the joint efforts of everyone, we completed the test at the end of April and successfully released the C-NCAP results of the first four models. "
Modify the current C-NCAP rules, and no longer accept voluntary application for evaluation by enterprises.
Since its establishment in 2006, C-NCAP has basically followed the principle of "one change every three years", and now the 20 18 version will last until 20021year. After the establishment of the evaluation center, the version of the rules has been revised recently. The main contents include: optimizing and updating the description of the rules in vehicle selection, vehicle random purchase, social supervision and other parts; Cancel the voluntary application evaluation of enterprises; Cancel the additional fuel consumption test. The biggest change is that in car selection, the company no longer accepts voluntary application for evaluation, and the evaluation models are mainly selected according to the market performance of the models.
Regarding this adjustment, Fang Maodong said: "The revision of C-NCAP 20 18 is transitional, in order to further optimize the operation and management process and further strengthen the independence and transparency of C-NCAP; We optimize and adjust the index system around the' big safety' positioning and delete the fuel consumption test items that do not meet the positioning; Continue to lead and promote the upgrade of security technology and achieve a smooth connection with the 202 1 version. "
Like all automobile safety evaluation procedures at home and abroad, during the development of C-NCAP in 14, there have been enterprises voluntarily applying for evaluation, which is the so-called "investigation" of online hype. In fact, it is clearly pointed out in the regulations that the voluntary application for evaluation by enterprises means that the production enterprises voluntarily apply for evaluation of vehicle models that have not been tested by us, and the production enterprises bear the testing costs. All kinds of automobile safety evaluation at home and abroad are stipulated in this way. However, whether it is the model we choose or the model that the enterprise independently applies for evaluation, the C-NCAP management center independently buys the test vehicle from the dealer of this model without informing the enterprise in advance, so as to ensure that the test vehicle is exactly the same as the model purchased by ordinary consumers. Fang Maodong said, "The previous procedure had a voluntary application for evaluation, and the original intention was good, mainly to meet the needs of enterprises to pursue high safety standards, and also to ensure the fairness and justice of testing from the process. However, after some people's hype and smearing, it still gave everyone some misleading. Therefore, we decided not to accept the evaluation of enterprise resource application after research to ensure the independence of our evaluation work. In addition, in order to increase public participation and openness, we will innovatively add' hot cars' to each batch of vehicles, and set up public voting links on some media websites and C-NCAP official website. The model with the highest number of votes will be regarded as a' hot car' and join the batch of evaluation models. "
How to treat the query about C-NCAP?
Over the past ten years, C-NCAP has experienced the growth process from scratch, from small to large, from weak to strong, and has also greatly promoted the improvement of domestic automobile safety level. In recent years, with the appearance of 25% small area offset crash test, C-NCAP has been in the forefront, and the collision incidents of some popular models have attracted widespread attention, and some people have begun to attack C-NCAP. Fang Maodong said: "A brand is often questioned to varying degrees during its growth. Questioning is a spur to us, and we attach great importance to it. Questioning usually comes from two situations, one is really wrong, and the other is right but not clear. " In his view, C-NCAP has been silently guarding everyone's safe travel. Nowadays, many common safety configurations such as airbags, ISOFIX for children's seats, and seat belt reminders for co-pilots have become standard with the continuous efforts of C-NCAP. Our mission is to make the vehicles developed by the automobile factory reach the C-NCAP five-star standard through strict technical requirements, and then constantly improve the connotation of the five-star standard around the actual characteristics of traffic accidents in China almost every three years, and constantly promote the progress of the industry. "
So what is the C-NCAP five-star standard? In his view, it is based on the common actual road traffic accidents in China, which can effectively guarantee the safety of life after the collision. "Not only to protect the occupants in your car, but also to protect the safety of other occupants and vulnerable groups outside the car. If you only protect the safety of the occupants in the car, then your car should be as hard as possible, but what if one day you become a vulnerable group? Safety is a big safety concept and a harmonious and safe automobile civilized society. "
Fang Maodong also responded to some small probability and harsh collision scenarios that everyone cares about: "This kind of test is good for automobile safety, but we have always insisted that the test and evaluation scenarios must conform to China's reality, and the harsher the better. C-NCAP can do all the rigorous tests, but we also have our own insistence. At present, the overall level of automotive passive safety has reached a high level, and we will do more work in the promotion of automotive active safety technology in combination with the global development trend of automotive intelligence. Of course, we will also strengthen the transparency of public participation and evaluation, actively accept the supervision of the media, the public and the government, and eliminate public doubts. "
About the new version of the rules
The draft of C-NCAP (202 1 Edition) management rules will be released soon. Regarding the changes that everyone is concerned about, Fang Maodong said, "Version 202 1 is a major revision of C-NCAP, but the principle of its revision is still to select test scenarios based on the actual situation of traffic accidents in China. For example, in passive safety, we plan to use "vehicle-vehicle collision" instead of "vehicle-pile collision", and evaluate the occupant protection performance in combination with the characteristics of moderate overlap in traffic accidents in China. New energy vehicles are becoming more and more popular in China, and everyone is concerned about the safety of battery collision. We plan to use the side column collision of electric vehicles to evaluate the occupant protection and battery protection after the collision. In addition, the C-NCAP 202 1 version plans to introduce lighting safety testing to reduce the accident rate under poor lighting, which is not available in the current European E-NCAP test. "
The safety of pure electric/hybrid (EV/HEV) vehicles has always been a concern of consumers. Up to now, version 20 18 has tested 13 EV/HEV models, of which 8 models have received 5-star rating, 2 models have received 4-star rating, and the other 3 models have received 2-star rating. Although the evaluation results are quite different, the tested models are up to standard in electrical safety, and there is no fire and leakage after the test. In Fang Maodong's view, the safety of electric vehicles includes not only the traditional occupant protection after the collision, but also the electrical safety after the collision. The evaluation results of C-NCAP show that the mainstream car companies in China can reach a high level in both occupant protection and electrical safety.
Fang Maodong further stated that the regulations are not static. When the technical level of the industry generally reaches the high requirements of C-NCAP, it is also the time for a new round of regulation revision. "Through a new round of procedures, we have determined the new requirements of being moderately advanced, making consumers feel more secure. For example, this 202 1 version of C-NCAP has increased the side column collision, which will examine the safety of the battery pack in side collision and large deformation scenes, which will further improve the overall safety of electric vehicles. "
