Does anyone know how to process tobacco leaves into cut tobacco?

It doesn't matter if it doesn't have to be shredded. If you need to shred, you can pour half a plate of water into it (the kind that can be heated by microwave oven), then cover it with fine gauze to fix it, so that the gauze can't touch the water in the plate, then put the tobacco leaves on the gauze, and finally cover the tobacco leaves with a layer of plastic wrap (plastic wrap needs to be punched with a needle). Finally, put it in a microwave oven and heat it for five minutes, then take it out and chop it up with a sharp weapon.
