B concentrate on the advantages of geographical resources such as traffic conditions, industrial base and market space, and give priority to the development of coastal ports and inland transportation hub cities. C concentrate on the advantages of environmental resources such as rich environmental protection resources and industrial base, and give priority to places with serious pollution and large room for growth in resource utilization.

Industrial orientation: develop high-tech industries and high-end producer services. Develop strategic emerging industries and producer services. Develop circular economy industry, green industry and new energy industry.

Enterprise selection: A are mostly high-tech enterprises and private technology enterprises. B production and export enterprises mainly operated by foreign-funded enterprises. C are mostly garbage disposal enterprises and new energy development enterprises in related fields.
