Main differences of SME policies

1. The main purpose of the traditional SME policy is to support SMEs at a competitive disadvantage (relative to large enterprises), and to reduce the operating costs and improve their productivity by giving direct financial support in tax trust, loans and insurance. The main purpose of entrepreneurship policy is to cultivate entrepreneurs for the society, and form a dynamic "entrepreneurial economy" through entrepreneurs' active entrepreneurship. The government has a special organization to manage the whole system, and a special association to consult related issues. The policy effect will bear fruit in the next four years. Comparatively speaking, the focus of the new entrepreneurial policy is to create a strong entrepreneurial scope, so that the entrepreneurial spirit can be implanted into the ideas of ordinary people, thus setting off an entrepreneurial upsurge in the whole society.
