Main differences of SME policies

1. The main purpose of the traditional SME policy is to support SMEs at a competitive disadvantage (relative to large enterprises), and to reduce the operating costs and improve their productivity by giving direct financial support in tax trust, loans and insurance. The main purpose of entrepreneurship policy is to cultivate entrepreneurs for the society, and form a dynamic "entrepreneurial economy" through entrepreneurs' active entrepreneurship. Support means are mainly non-financial commercial means such as internet, education and consultation.

The main target of the traditional SME policy is the existing SMEs, while the entrepreneurship policy not only pays attention to the existing SMEs, but also pays attention to those potential entrepreneurs. This means that compared with the traditional SME policy that only focuses on one organizational level-enterprise level, entrepreneurship policy pays more attention to a changing process, which covers multiple organizations and analysis units, from individuals-enterprises-clusters or networks-industries or departments to spatial dimensions (such as a region, city, region or even the whole country).

3. The customer groups of traditional SME policies are easy to identify, and the target is mainly the existing "entrants" (that is, growing departments and enterprises). The new entrepreneurship policy is aimed at ordinary individuals or groups, who will give support in the early stage of entrepreneurship, thus encouraging more people to start businesses and gradually making start-ups grow and develop. These people are just ordinary individuals, which shows that it is difficult to see who is likely to become a future entrepreneur.

4. The traditional SME policy focuses on creating a good eco-business environment for enterprises, such as improving the tax system and simplifying complex business procedures. After years of construction and operation, the SME policy has a relatively perfect transmission system in the central and regional areas. The government has a special organization to manage the whole system, and a special association to consult related issues. The policy effect will bear fruit in the next four years. Comparatively speaking, the focus of the new entrepreneurial policy is to create a strong entrepreneurial scope, so that the entrepreneurial spirit can be implanted into the ideas of ordinary people, thus setting off an entrepreneurial upsurge in the whole society. At present, the entrepreneurial system is still in the initial stage of construction, and there is no special organization responsible for the implementation of specific work, and there is no extensive seminar to provide a professional platform for providing professional advice. Many new members have yet to be positioned, and it will take a long time to see the effect of the policy.
