VIII. Conditions for Athletes

(1) Athletes must be full-time students admitted by the province's universities and colleges in the unified enrollment examination (training students, evening students, correspondence students, adult college students, further training classes, distance learning students, international students and so on will not be enrolled).

(2) The nature of enrollment at the time of enrollment of students to determine the groups of participants.

(3) Athletes who are progressive in their thinking, abide by the Athletes' Code, pass the cultural examination, and are certified to be in good health by the hospital (they must hold a certificate of medical examination from a county or municipal hospital to participate in the competition).

(d) Athletes must formally fulfill the registration in the Provincial Student Athletic Association and obtain the Zhejiang Provincial Student Athletic Registration Certificate after examination.

X. Registration Regulations

(1) Each delegation shall report one head (who must be a school leader), one secretary-general and one staff member or team doctor;

(2) The delegation of Group A and B shall participate in at least five (including five) events, and the delegation of Group C shall participate in at least four (including four) events, otherwise, the total team score will not be counted;

(3) The delegation of each group shall participate in at least five (including five) events, otherwise, the total team score will not be counted;

(4) The delegation of each group shall participate in at least four (including four) events.

(2) Groups A, B and C are limited to one team, while Group D can report more than one team. Each group is limited to 20 male and female athletes per team***, of which no more than 12 people of a single sex (no more than 14 people of a single sex in Group D).

(3) Each person is limited to two events (and may also apply for the same relay); all-round athletes may not apply for other events (but may apply for the same relay).

2. Swimming

(1) Each team can report 1 leader, 1-2 coaches and 1 staff member or team doctor for each team.

(2) Each team is limited to 14 male and female athletes (of which no more than 9 shall be of a single gender).

(3) Each person is limited to 2 entries (except relay events).

3. Basketball, volleyball and soccer:

(1) Basketball and volleyball

Each team can report 1 leader, 1-2 coaches and 1 staff or team doctor.

There are 15 athletes (the number of participants to the district is 12).

(2) Boys Soccer

Each team may report 1 leader, 1-2 coaches, 1 staff member or team doctor.

There will be 30 athletes (the number of participants to the district will be 18).

4. Table Tennis

(1) Each team may report 1 leader, 1-2 coaches, 1 staff member or team doctor. There will be 5 male and 5 female players each.

(2) Please arrange the registered athletes in order of skill level from highest to lowest. 5 athletes each from men and women can register for all events, i.e.: men's and women's team events, men's and women's singles, men's and women's doubles and mixed doubles (limited to 2 pairs). No inter-school pairings are allowed in the doubles events.

5. Badminton

(1) Each team may report 1 leader, 1-2 coaches, 1 staff member or team doctor. There are 6 male and 6 female athletes each.

(2) Men's and women's singles are limited to 2 each, men's and women's doubles and mixed doubles are limited to 2 pairs, singles can be combined with one of the doubles, doubles can not be combined with mixed doubles. The doubles program may not be paired across schools.

6. Tennis

(1) Each team may have one leader, one or two coaches, and one staff member or team doctor. The number of players is limited to 8.

(2) In singles competition, each team can enroll 2 men and 2 women, 1 pair of men's doubles, 1 pair of women's doubles and 1 pair of mixed doubles; athletes who participate in the team competition can enroll in the singles competition as well. Doubles may not be paired across groups or schools.

7. Orienteering

Each team can report 1 leader, 1-2 coaches, 1 staff member or team doctor. Male and female athletes 4 each, there are sports faculties of ordinary colleges and universities can be reported at the same time group A and group C or group B and group C two teams. The results of the competition are both the results of the Zhejiang Province 13th College Games Orienteering Competition and the results of this year's Provincial Student Orienteering Championships.

8. Aerobics

Each team can report 1 leader, 1-2 coaches, 1 staff or team doctor. Competitive

Athletic gymnastics, popular gymnastics of the individual competitions and cheerleading, each unit is limited to one person (team) to participate in each event.

9. Wushu

(1) Each team can report 1 leader, 1-3 coaches, 1 staff member or team doctor. Each team may report 5 male and 5 female athletes for Group A and Group B; each team may report 4 male and 4 female athletes for Group C. The team may also report 2 male and 2 female athletes for Group B.

(2) Each athlete can apply for a maximum of 2 events, and can only apply for 1 event of the same kind.

XI. Competition Methods

(1) Athletics

1. The competition adopts the latest rules of athletics and related supplementary rules finalized by China Association of Athletics Federations.

2. If there are less than 3 applicants (teams), the competition will be canceled (the applicants will be notified in advance and allowed to change the registered items).

3. Only one race will be held for the track events above 800 meters (including 800 meters); if the number of applicants for each field event exceeds 30, there will be a qualifying round, and the top 12 will be admitted to the competition.

(2) Swimming

1. The latest swimming competition rules and related supplementary regulations finalized by the Chinese Swimming Association will be adopted for the competition.

2. The competition adopts the pre-final round. If the number of entries for a single event is less than 8 (including 8), a one-off final will be held (the same for relay events). If the number of entries for a single event is less than 3, the event will be changed or a test will be held. 200 meters and above will be held in a one-time final.

(C) Basketball, volleyball, soccer

1. Basketball, volleyball, soccer preliminaries, finals, respectively, the implementation of the Chinese Basketball Association, the Chinese Volleyball Association, the Chinese Football Association's latest review of the "Rules of Basketball Competition, Volleyball Competition Rules", "Rules of Soccer Competition" (special provisions to be announced).

2. Basketball

Phase 1: According to the number of teams, the game will be divided into groups using a single round-robin system to determine the ranking of each group. Stage 2: The ranking of each group will be decided according to the group situation (see the supplementary notice for each group).

3. Volleyball

(1) Depending on the number of registered teams, more than eight teams will be divided into groups for single round-robin first, and then cross-court matches will be held to determine the ranking. For teams of eight or less, a single round-robin will be held to determine the ranking. The matches will be organized according to the order of registration by the Beagle method. The game will be played in two out of three sets, with the first and second sets being 25 points, and the third set being a tiebreaker using a 15-point system.

(2) The men's team will play with hard volleyball; the women's team will play with soft volleyball.

4. Soccer: The tournament is based on the number of teams registered in each division.

(1) For teams with less than six (including six), a single round-robin system will be used to determine the ranking of each team;

(2) For teams with more than six teams, a group round-robin will be used first, followed by cross-elimination and additional matches, to determine the first to the eighth ranked teams.

(4) Table Tennis

1. The latest finalized Rules of Table Tennis Competition of the Chinese Table Tennis Association will be adopted.

2. The team competition will be held in two stages. The first stage will be a group round-robin tournament, and the second stage will be a knockout tournament with additional matches to determine the rankings.

3. All team matches will be played under the Swithin Cup system, with the order of play as follows:

1, A--X 2, B--Y 3, C--Z

4, A--Y 5, B--X

4. Single-elimination tournaments are used for all individual events.

5. All matches are played in a best-of-five, 11-point format.

6. Team competitions will be held first, followed by individual competitions.

(V) Badminton

1. The tournament adopts the latest "Badminton Competition Rules" finalized by China Badminton Association.

2. The team competition for each category will be held in two stages, with the first stage using group round-robin and the second stage using elimination plus additional matches to determine the 1-8th place.

3. The order of the men's and women's team competitions is: (1) singles (2) doubles (3) singles ;one athlete is allowed to play both singles and doubles in single or team competitions.

4. Single event competition in all categories are elimination rounds, the top eight additional rounds, such as a project to participate in the team (people) less, according to the actual number of applicants to determine the method of competition.

5. All matches will be played in three sets of two wins, with each set consisting of 21 points, each ball scoring system.

(F) Tennis

1. The tournament adopts the latest "Rules of Tennis Competition" finalized by the Chinese Tennis Association.

2. The system of team competition for each category is single round-robin when the participating teams are less than 5 teams; if there are more than 5 teams, the competition will be held in two phases, the first phase of group round-robin, and the second phase of crossover matches.

3. The single event competition adopts single elimination or round-robin system according to the number of entries.

4. The order of appearance in the team competition will be first singles, second singles and doubles; the list will be submitted 15 minutes before the competition, and the list cannot be changed once submitted.

5. All matches will be decided by a 6-set tie-break system, and the team matches will be decided by a 2 out of 3 system.

6. The venue is an outdoor hard court.

(VII) Orienteering Sports

1. The competition adopts the "Orienteering Sports Competition Rules (Trial)" finalized by China Orienteering Association.

2. Athletes start the way decided by the referee group, the order of departure by the computer random draw;

3. 100 meters of orienteering using the pre-decision of the way to start the form of the preliminaries using the interval of the departure, the finals of the collective departure.

(VIII) Aerobics

1. Competitive group competition to implement the FISA finalized "2009-2012 Competitive Aerobics Competition Rules", popularization group competition to implement the China Aerobics Association finalized "2009-2012 popularization group aerobics scoring guide", cheerleading competition to implement the "International All-Star Cheerleading Sports Scoring Rules" issued by the College Sports Association.

2. The order of appearance of athletes in the preliminaries and finals will be decided by the organizing committee by drawing lots before the competition;

3. Each individual event will be divided into two rounds of competitions (preliminaries and finals), with the top eight scores of the preliminaries in Groups A and B, and the top six scores of the preliminaries in Group C entering the finals; the one who scores the highest number of points in the finals will be ranked first; in case of the same score, the competition will be carried out in accordance with the rules;

(IX) Wushu

1. .The competition adopts the latest "Wushu Set Competition Rules" finalized by the Wushu Sports Management Center of the State General Administration of Sport and the relevant supplementary regulations of the tournament.

2. The Nanquan and Taijiquan, which are optional martial arts, are based on the Nanquan Competition Routine and the Forty-two-Style Taijiquan Competition Routine prepared by the Wushu Research Institute of the former State Sports Commission in 1989.

(10) For details of the competition methods, please refer to the competition regulations of each program and the relevant supplementary notices. In case of inconsistency between the competition regulations and the general rules of each event, the general rules of the competition regulations shall prevail.

Twelve, total team score

(1) total group:

1. total group A, B group admitted to the top 8, C group admitted to the top 6;

2. total group score, the delegation by group in the event of a total score in the competition in the group rankings, scores more than the ranking of the first. If the total team score is equal, then the first team score in each event will be the highest, and so on.

(2) each project group:

1. each project group A, B group are the top 8; group C are the top 6; group D track and field to take the top 3, other projects, the relevant associations can be determined according to the actual situation of the admissions rankings.

2. According to the characteristics of different sports, each single sports association and the organizer will consult with each other to determine whether to add men's and women's team scores.

3. The team score of each event, the team rankings by the total score of the team by group in each individual competition (track and field, swimming record-breaking points added to the team team score), the score more than the ranking of the first. Thirteen, scoring methods

(a) Group A, B, each item of the first eight, according to 9, 7, 6, 5, 4, 3, 2, 1; C, D, each item of the first six (less than six teams minus one admitted), according to 7, 5, 4, 3, 2, 1;

(b) Athletics of the relay and all-around, swimming relay, orientation sports, team competition, aerobics triathlon, and the team competition. Team Race, three-people and six-people races in aerobics, table tennis team race, badminton team race, tennis team race, all of which are scored by doubling the single score by group;

(c) Basketball, volleyball and men's soccer, all of which are scored by adding 5 times to the single score by group;

(d) Breaking the record of the NCAA Games is added with 18 points; and breaking the highest record of the provincial university students is added with 9 points. The same person (team) in the same single event no matter how many times the record is broken, only the highest points.

Fourteen, awards

(a) Group Prize: the delegation that achieves the top 8 of the total group of A and B, and the top 6 of the total group of C, will be awarded trophies; the top 8 of the total group scores of each item of A and B, and the top 6 of the total group scores of each item of C; and the top 3 of the total group scores of Group D (Athletics), including the total scores of the men's and women's groups, will be awarded medals.

(ii) Individual awards: medals will be awarded to the top three athletes in each individual event, and certificates of achievement will be issued to the top eight athletes in Groups A and B, and the top six athletes in Groups C and D.

Fifteen, sportsmanship award

(a) the selection and award of sportsmanship delegation, sportsmanship award sports teams (members), sportsmanship award coaches, referees, the specific method of another issue.

(2) In this year's University Games, on the basis of the selection of the "Sports Ethics Award", a number of "excellent coaches" and "excellent referees" will be selected according to the specific circumstances of each program, and the specific selection method will be announced separately. 16. Selection of technical representatives, arbitrators and referees

(1) The main referees such as arbitrators, technical representatives, technical officials, chief judges and referees shall be selected by the organizers.

(2) The referees of the competitions of each item are selected and assigned by the universities according to the needs of the competitions of different items, selected and transferred by the hosting schools and co-organizers, or negotiated with the relevant units. No referee task of the unit to pay the referee on behalf of the employment fee (each participating unit in the Universiade period as long as the selected referee was employed, there is no need to pay the referee on behalf of the employment fee. Units without refereeing duties are also required to pay the referee's substitute fee only once, amounting to 2,000 RMB).

(3) Any worker who is engaged as an arbitration member, technical representative, technical official, chief referee, head referee (umpire) and member of the Qualification and Disciplinary Supervision Committee of the Congress shall not be employed as a coach at the same time.

17. Qualification and Disciplinary Supervision Committee

(1) The members of the Qualification and Disciplinary Supervision Committee shall be selected by the organizer;

(2) The Qualification and Disciplinary Supervision Committee shall strictly follow the relevant regulations of the Games. Before, during and after the games, the qualifications of all registered athletes will be scrutinized strictly, and the sports teams (members) violating the regulations, falsifying and impersonating will be disqualified or admitted to the rankings of the games, and those with serious cases will be given disciplinary actions and notified to the whole province.

(3) is responsible for the disciplinary supervision of the participating delegations and sports teams (members).

Eighteen, competition deposit and appeals

(a) Competition deposit:

1. For each event, each team must pay a competition deposit of 3,000 yuan to the General Assembly upon check-in. The deposit as a representative team members concerned during the competition in violation of the General Assembly discipline, social security regulations and violations of the athlete's eligibility to participate in the issue of financial compensation and penalties. The deposit will be returned at the end of the competition if no violation of discipline is found

2. Any team that violates the discipline, social security regulations and the eligibility of athletes during the competition will not be refunded the original deposit, and will be required to re-pay the deposit before other athletes of the team will be allowed to continue to participate in the competition.

(2) Appeals:

1. Any objection to the qualification of athletes can be submitted to the "Qualification and Disciplinary Supervisory Committee"; if there is any objection to the decision during the competition, it can be submitted to the Arbitration Committee in accordance with the rules and regulations of the respective sports.

2. The appeal team must submit an appeal report signed by the secretary-general or the team leader, and at the same time pay an appeal fee of RMB 500 yuan to be accepted, and no appeal will be accepted without payment of the appeal fee.

Nineteen, funding

(a) In accordance with the current national sports competitions related to the implementation of the relevant provisions of the expenditure standards.

(2) Each delegation shall be responsible for its own transportation, accommodation and food expenses.

(c) The travel expenses of the arbitration members, technical representatives, technical officials, referees, and qualification and disciplinary committees selected by the organizers shall be borne by the Congress.

Twenty, other

(a) insurance: the delegation of officials, staff, athletes, coaches to participate in the Games must be in the local insurance company for each person for not less than 100,000 yuan of insurance, additional medical 10,000 yuan of "personal accident insurance," the date of the insurance covers the period of the round-trip journey, and The insurance documents should be submitted at the time of check-in. The insurance of the Organizing Committee members, technical officials and referees will be handled by the organizer.

(2) Flag: Each university will bring its own flag (3 meters x 2 meters).

(3) The competition regulations for each individual event will be issued separately.
