Procurement management system and procurement process
I. Management system
Establish supplier information management (spreadsheet) and after-sales service management table. Establish and improve the price comparison system to ensure the quality and affordability of purchased products.
At the end of the month, summarize the payment, arrears and bills owed in key months, and put forward the payment plan for next month. After the signing of the purchase contract, all the information about the delivery of the goods should be obtained. If the goods cannot be delivered on time, the applicant or purchaser shall be informed two days in advance.
All goods should be open for acceptance. If problems are found, contact suppliers in time and solve them as soon as possible. After acceptance, the warehousing formalities shall be completed within one working day.
Second, the procurement process
Purchase demand-purchase plan-finding suppliers-inquiry, price, negotiation-purchase negotiation-signing contract (determining payment terms, delivery method and after-sales service)-delivery acceptance (warehouse management)-quality inspection (return of unqualified products)-income adjustment-financial settlement.
Purchasing principle
Procurement decision-making should be based on correct business orientation, reflect cross-functional methods, and aim at improving the company's procurement bottom line cost. Purchasing decisions cannot be made in isolation, nor can they only aim at the optimization of purchasing performance. When making purchasing decisions, we should consider the impact of these decisions on other major activities.
Therefore, making purchasing decisions needs to be based on balancing all total costs. For example, to buy a new packaging assembly line, we should not only consider the initial investment, but also consider the cost of purchasing auxiliary equipment, spare parts and services in the future.
