Western Henan includes Luoyang, Sanmenxia, Xisi County of Zhengzhou, Pingdingshan except Yexian and Wugang, and Yuzhou of Xuchang.

Eastern Henan includes Kaifeng, Shangqiu, Zhoukou, Luohe, Zhumadian (except Biyang accident), Zhengzhou and Dong Er county, and Xuchang (except Yuzhou).
