Do loaches need to sink to the bottom to catch snakeheads?

From common sense, snakehead belongs to benthic predatory fish, hiding in underwater crevices, stumps and other debris rooms, and fishing for snakehead requires fishing for the bottom. But in fact, snakehead belongs to low-light fish, and all water layers in low-light waters are active, so it is right for loach to catch snakehead. More importantly, the loach should be kept fresh and all water layers can be caught!
