What does "spring comes to the world" mean?

"Spring comes to the world, and everything is known" comes from beginning of spring Encounter written by Zhang Wei in the Southern Song Dynasty. The whole poem is as follows:

There is little frost at the end of the year, and the vegetation knows spring.

I feel that the business is full and the east wind blows water and the green is uneven.
