(a) hanging basket rental units (including rental units and users who purchase hanging baskets) are responsible for the quality of hanging basket products provided. It is forbidden to rent unqualified or homemade hanging baskets. Hanging basket should have product certificate, product inspection report, instruction manual and corresponding management records, all safety insurance and limit devices are complete and effective, and the product nameplate is clearly visible. The components and accessories used in the hanging basket should be the products of the same manufacturer.

It is strictly forbidden to rent and use the following hanging baskets:

1. The state explicitly eliminated or prohibited it;

2. Exceeding the service life stipulated by safety technical standards, manufacturers and relevant requirements;

3. Failing to meet the requirements of national and industrial safety technical standards after inspection;

4. There is no complete and effective safety protection device.

The safety lock of hanging basket must be tested and calibrated by qualified testing institutions or manufacturers according to the requirements of national standards before it can be used. The validity period of testing and calibration shall not be greater than 1 year (the new safety lock shall be valid within 12 months from the factory date). The detection and calibration marks shall be fixed in the obvious position of the safety lock, and the detection and calibration reports shall be filed in the safety management data.

Hanging basket rental units shall obtain business licenses according to law, formulate various safety production management systems and operating procedures, establish and improve the management records of special installation, use and maintenance of hanging baskets, and the installation and disassembly personnel shall hold the operation qualification certificates of special operators issued by the construction administrative department.

When leasing a hanging basket, the hanging basket leasing unit shall sign a lease contract and a safety management agreement with the user unit to clarify their respective safety responsibilities. The lease contract shall specify the specific time, responsible person and maintenance inspection items for regular maintenance. The rental unit shall be responsible for the installation and disassembly (including secondary displacement) of the hanging basket. It is strictly forbidden to use the unit to install or remove the hanging basket without authorization.
