General Provisions

Article 1 In order to ensure that the undergraduate enrollment work of Xiangtan University goes smoothly, and to effectively safeguard the legitimate rights and interests of the candidates and the university, this charter has been formulated in accordance with the Education Law of the People's Republic of China (PRC), the Higher Education Law of the People's Republic of China (PRC), and the Circular of Ministry of Education on the Enrollment of Ordinary Colleges and Universities in the Year of 2022 (Teaching 〔2022〕 No. 1), and other relevant documents on the admission and examination work. The regulations are formulated by combining the actual situation of Xiangtan University with other relevant documents of the examination work.

The second article of this charter refers to the main categories covered by the enrollment work: general college entrance examination enrollment, guaranteed enrollment, art enrollment, national special plan enrollment, local special plan enrollment, high-level sports team enrollment.

Chapter II

Organization and Responsibilities

Article 7: The leading group of enrollment work of the school shall be responsible for the implementation of the policies of the Ministry of Education and the enrollment departments of the relevant provinces (autonomous regions and municipalities directly under the central government) on enrollment, the implementation of the resolutions of the party committees and the administrations of the schools on enrollment, the study and formulation of policies on enrollment of the school, the leadership and supervision of the concrete implementation of the work, and the coordination and handling of enrollment The school shall study and formulate the school's policies on enrollment, lead and supervise the implementation of enrollment work, and coordinate and deal with major problems in enrollment work.

Chapter III

Enrollment plan

Chapter 4

Enrollment Staff

Article 16 The enrollment departments and staff shall strictly abide by the relevant disciplinary provisions of the Ministry of Education and related departments to ensure fairness and impartiality of the examination and enrollment.

Article 17 of the enrollment and admission staff shall abide by the confidentiality system, and shall not leak information related to the admission work to non-enrollment and admission staff.

Chapter 6

Entrance Examination

Article 18: High-level athletes who meet the requirements of the national policy and who intend to apply for separate enrollment in sports training, wushu and traditional national sports (referred to as "single enrollment in sports") are required to take part in the cultural examination for single enrollment in sports uniformly organized by the General Administration of Sport of the People's Republic of China, and the methods of examination and the form of admission are in accordance with the rules and regulations promulgated by the Ministry of Education, provincial college admission authorities and schools concerned in the places of origin. The relevant provisions of the Ministry of Education, the provincial college admissions department and the school; the rest of the candidates are required to participate in the national unified examination for enrollment in ordinary colleges and universities; the evaluation of the comprehensive quality of the candidates in the provinces and cities of the new college entrance examination reform is implemented in accordance with the relevant provisions of the Ministry of Education.

Article 19 of the school organization of high-level athletes sports special test. The specific requirements are subject to the enrollment brief of the high-level sports team of the year.

Chapter 7

Admission rules

If all the professional volunteers of the candidates can't be satisfied, if they obey the professional transfer, they will be transferred to the professional admission of the unfilled professional of the enrollment plan of the province of origin, otherwise, they will be withdrawn from the file. All the admitted and withdrawn candidates shall be subject to the list after examination and confirmation by the admission authority of the university in the place of origin. If it is not consistent with the sorting rules of the province of origin, it will be implemented according to the policy of the province of origin.

Article 24: The admission of students in the provinces where the comprehensive reform of the college entrance examination is implemented shall be carried out in accordance with the reform plan and relevant methods announced by the provinces (autonomous regions and municipalities directly under the central government). Article 29 of the candidates applying for our high-level sports team, must comply with the relevant provisions of the Ministry of Education and the candidate's province (autonomous regions and municipalities directly under the Central Government), and its level of athletic performance shall be recognized by the University of sports special test, the cultural test scores should meet the candidate's province (autonomous regions and municipalities directly under the Central Government) high-level sports team enrollment and admission requirements. Candidates applying for badminton and men's soccer shall participate in the national unified test of sports training, wushu and national sports organized by the State General Administration of Sports. The position or item in which the candidate takes the test shall be strictly the same as that in which he or she enrolls in the University. If the test does not distinguish between the position or item, or if it does not set up a position or item for enrollment in the University, the results of the test shall be valid only if the results of the test have been recognized and approved by the University.

Article 30: Admission of guaranteed students, national special programs, and local special programs shall be in accordance with the relevant policies of the State and the University.

Article 31: The university has established a system whereby the president of the university, as the legal representative of the university, issues or authorizes the issuance of admission notices. All the new students admitted to the university, the university issued by the president of the admissions notice, stamped with the seal of the university. New students shall report to the school within the specified time with the acceptance letter.

Article 32: After the enrollment of new students, the school will conduct a comprehensive review within three months. Failure to pass the review, the school will be dealt with under different circumstances, until the disqualification; suspected of serious fraud, impersonation, will be transferred to the relevant departments for investigation and handling. Students who are admitted through the National Unified Admission Examination for Colleges and Universities and meet the graduation requirements of their majors within the stipulated study period will be awarded the undergraduate diploma of Xiangtan University; those who meet the relevant regulations on the awarding of degrees of the university will be awarded the bachelor's degree certificate for undergraduates of general higher education.

Chapter 8

Tuition Standards and Measures to Help the Needy

Article 33 According to the principle of territorial management, the university will strictly follow the fee standards approved by the Development and Reform Commission of Hunan Province, the Department of Finance of Hunan Province, and the Department of Education of Hunan Province in the current year to implement the fees, and the specific fee standards will be announced in the admissions website of the university and on the admission instructions for new students.

Article 34 of the school for new students from economically disadvantaged families to enroll in the school has a "green channel", the construction of "awards, diligence, loans, grants, reductions, exemptions, supplements, and deferred" and other measures to complement each other, covering all the students of the financial aid incentive system, so as not to let any student drop out of school due to financial difficulties. No student will drop out of school due to financial difficulties.

Attachments

Article 35 of these regulations shall come into effect on the date of publication, and the original regulations shall be repealed at the same time.

Article 36 This charter shall be interpreted by the Office of Enrollment and Career Guidance of Xiangtan University.

Article 37 After the announcement of this charter, if the Ministry of Education and the province (autonomous regions and municipalities directly under the Central Government) college entrance examination enrollment policy adjustments, the University will formulate the corresponding enrollment policy, and announced separately. In the implementation of the process of revision, the revision will take effect from the date of revision.
