Chapter I General Provisions Article 1 These Provisions are formulated in order to strengthen the leadership and management of national student sports competitions, improve the level and efficiency of student sports competitions, and gradually institutionalize and standardize the competition work. Article 2 National student sports competitions refer to national comprehensive or individual sports competitions. The national student sports competition is sponsored by the State Education Commission and relevant departments, and undertaken by individual branches authorized by China University Sports Association or China Middle School Sports Association and China University Sports Association. Article 3 Holding national student sports competitions should aim at educating people, highlight educational characteristics, stress comprehensive benefits, and embody the spirit of "unity, forge ahead, civilization and educating people". Through competitions, cultural life can be enlivened, the health level of young students can be improved, outstanding sports talents can be discovered and cultivated, the extracurricular training level of schools can be tested and improved, and the development of school sports can be promoted. Article 4 The National College Students' and Middle School Students' Games shall be co-sponsored by the State Education Commission, the State Sports Commission and the Central Committee of the Communist Youth League, and assisted by the China College Students' Sports Association or the China Middle School Students' Sports Association.

The Universiade is held every four years; The National Middle School Sports Meeting is held every three years. In case of special circumstances, it can be held in advance or postponed. Article 5 Individual clubs authorized by China University Sports Association and China University Sports Association may hold one or two national university individual sports competitions every year. Sixth China Middle School Sports Association can hold two or three individual competitions every year according to the situation. Article 7 In the year when the National University Games and the National Middle School Games are held, individual events will not be arranged for the items that have been included in the Games. Chapter II Bid for Competitions and Competitions Article 8 The sports events set up by the national sports clubs for college and middle school students shall be selected and determined according to the principles of strong foundation, wide popularization and certain traditions, and it is not advisable to set too many sports events in each sports club.

According to the actual situation at this stage, the National Universiade can set up 6-8 events, among which the specified events are: track and field, swimming, basketball, football and table tennis. In addition, you can choose 1-2 popular mass sports, such as martial arts, aerobics, badminton and tennis.

The national comprehensive sports meeting for middle school students can generally set up 5-7 events, among which the specified events are: track and field, swimming, basketball, volleyball and football. In addition, you can choose 1-2 popular mass sports, such as table tennis and martial arts. Ninth units and regions that undertake the national comprehensive sports meeting for college and middle school students shall put forward the sports meeting plan, which shall be formally included in the competition rules after being examined and approved by the organizer. Article 10 Provinces, autonomous regions and municipalities directly under the Central Government that meet the following conditions may apply for hosting the National University Games or the National Middle School Games:

1. The host city is a large and medium-sized city with relatively developed economic, cultural and educational levels;

2. The host city and school must have good stadiums and facilities that meet the technical requirements and other conditions of the competition;

3. In addition to the national financial allocation, there must be sufficient economic strength to ensure the smooth progress of the sports meeting;

The organizer must follow the rules and regulations formulated by the organizer to ensure the completion of the preparation, convening and summary of the sports meeting. Article 11 To apply for hosting the National University Games and the National Middle School Games, an application report shall be submitted to the organizer before the last Games, and the following documents shall be attached:

1, written reply from the local people's government;

2. Letter of intent to undertake the work;

3. Budget and financial guarantee. Twelfth individual clubs authorized by China University Sports Association shall submit the annual competition plan to China University Sports Association and provide the following materials:

1, name of the organizer;

2. The name of the competition;

3. Date and place of the competition;

4. Number of teams;

5. Competition rules;

6. Financial situation. Thirteenth colleges and universities that have the conditions to undertake the national college students' individual sports competitions may, after obtaining the consent of the local education administrative department, submit a written application to the individual branch of the College Students' Sports Association. After being audited by the individual branch of the University Sports Association, it shall be submitted to the China University Sports Association for approval in writing one year before the end of the competition 1 1, and it can only be held after approval.

The application for holding the national middle school students' individual competition shall be approved by the China Middle School Students' Sports Association. Chapter III Competition Organization Article 14 The organizer shall, under the guidance of the organizer, set up a preparatory committee or a preparatory work leading group to be fully responsible for all preparatory work, formulate competition rules and submit them to the organizer for examination and approval. Article 15 The competition rules shall include the following contents: the name of the competition, the organizer, the co-organizer, the participating units, the date and place of the competition, the conditions for sports teams and athletes to participate in the competition, the competition mode, the admission ranking, the reward method, the qualification examination, the evaluation of sports ethics and fashion awards, the referees and the funding conditions. Article 16 The organizer shall submit the plan for the establishment of the organizing committee to the organizer before the start of the competition, and the organizing committee will be formally established after being approved by the organizer.

The Organizing Committee is fully responsible for the leadership and aftermath during the competition, handling major or urgent matters and ensuring the fair, orderly and smooth progress of the competition. Submit a written summary to the organizer within one month after all competitions.
