Non-genetic inheritor application process
1. Eligible citizens can apply for or be recommended as representative inheritors of national intangible cultural heritage projects, and the inheritors of the application shall provide relevant materials to local cultural administrative departments at or above the county level.
Two, the administrative department of culture after receiving the application materials or recommended materials, organize experts to review and report step by step.
Three, the provincial administrative department of culture after receiving the above materials, organize the provincial committee of experts to review, combined with the distribution of projects within their respective administrative areas, put forward a list of recommendations and audit opinions, together with the original application materials and expert review opinions submitted to the administrative department of culture of the State Council.
4. After receiving the application materials submitted by the provincial cultural administrative department, the cultural administrative department of the State Council shall organize an expert group in this project area to conduct a preliminary evaluation, and the expert group shall put forward preliminary evaluation opinions.
Five, the the State Council municipal administrative department of culture set up a national intangible cultural heritage project representative inheritor review committee. The review committee will review the preliminary opinions of each expert group and put forward the recommended list of representative inheritors of national intangible heritage projects.
VI. The cultural administrative department of the State Council will recommend the list to the society, and the publicity period will be 15 days.
Seven, the State Council cultural administrative departments according to the results of publicity, examination and approval of national intangible heritage representative inheritors list, and to be published.
Legal basis: Article 10 of the Opinions of the General Office of the State Council on Strengthening the Protection of Intangible Cultural Heritage in China, the applicant shall submit the following materials:
(a) application report: a brief description of the project name, applicant, application purpose and significance.
(2) Project declaration: a description of the history, present situation, value and endangered status of the declared project.
(3) Protection planning: explain the protection objectives, measures, steps and management mechanism in the next decade.
(four) other necessary materials to help explain the declared project.
