Carbon integration policy

Legal analysis: NEV management system is a "carbon point" policy made by China following the "ZEV Plan" put forward by California. This "ZEV" was put forward at 1990, led by the American Air Resources Board (CARB), to prevent and control the emission of pollutants from motor vehicles. The regulations require car companies to obtain corresponding ZEV points by selling new energy vehicles. Enterprises that fail to meet the standards need to buy points or pay fines from other enterprises.

The management objects of this method include pure electric vehicles (EV), plug-in hybrid vehicles (PHEV) and fuel cell vehicles (FCV). Plan 20 17 began to be tried out, and 20 18 was officially implemented. The "Carbon Quota" method sets the annual carbon quota of enterprises according to the scale of enterprises and the annual sales volume of fuel vehicles. Enterprises produce carbon quotas by producing and importing new energy vehicles, or buy them from the carbon emission trading market. Finally, the method clarifies the participation of government regulation, that is, "after the subsidy policy retreats, the government buys some surplus carbon quotas of new energy vehicles from enterprises to adjust market prices and promote the development of new energy vehicles."
