The goal of water conservancy planning

The basic objectives of water conservancy planning stipulated by the state, including economic, social and environmental objectives, are collectively referred to as planning objectives. It is the embodiment of the state's attention in each period and the highest criterion for planning the overall arrangement. These goals are achieved by effectively solving various specific development and management tasks such as flood control, waterlogging elimination, irrigation, soil salinization control, hydropower generation, inland navigation, industrial and urban water supply, logging, tourism, soil and water conservation, aquaculture and water resources protection.

Its basic task is to study the present situation and characteristics of water conservancy, explore the laws of nature and economy, put forward the direction, tasks, main measures and implementation steps in stages, arrange the comprehensive and long-term planning of water conservancy construction, and guide the design and management of water conservancy projects.
