Article 17 The establishment of a company shall apply for pre-approval of its name. Article 18 The establishment of a limited liability company, shall be designated by all shareholders on behalf of or *** with the commissioned agent to apply for pre-approval of the name of the company registration authority; the establishment of a joint stock limited company, shall be designated by all the promoters on behalf of or *** with the commissioned agent to apply for pre-approval of the name of the company registration authority. Application for pre-approval of the name, the following documents should be submitted: (a) all shareholders of a limited liability company or joint-stock limited company of all the sponsors signed the application for pre-approval of the company's name; (b) all the shareholders or the sponsors of the designated representative or * * * with the commissioned agent's certificate; (c) the State Administration for Industry and Commerce required to submit other documents.

Article 19 The retention period of the pre-approved company name is six months. During the retention period, the pre-approved company name may not be used to engage in business activities and may not be transferred.

Article 20 For the establishment of a limited liability company, a representative designated by all the shareholders or **** the same delegated agent shall apply to the company registration authority for registration of the establishment. The establishment of a wholly state-owned company shall be authorized by the State Council or the local people's government of the people's government at this level of state-owned assets supervision and management agency as the applicant, apply for the establishment of registration.
