Regulations of Jilin Province on the Protection of Intangible Cultural Heritage
(1) traditional oral literature and the language as its carrier;
(2) Traditional arts, calligraphy, music, dance, drama, folk art and acrobatics;
(3) Traditional skills, medicine and calendars;
(4) Traditional etiquette, festivals and other folk customs;
(5) Traditional sports and entertainment;
(6) Other intangible cultural heritage. Article 4 The people's governments at or above the county level shall incorporate the protection and preservation of intangible cultural heritage within their respective administrative areas into the national economic and social development plan at the corresponding level, and include the funds for the protection and preservation of intangible cultural heritage in the fiscal budget at the corresponding level. Article 5 The competent cultural department of the people's government at or above the county level shall be responsible for the protection and preservation of intangible cultural heritage within its administrative area and perform the following duties:
(a) publicity and implementation of laws and regulations on the protection of intangible cultural heritage;
(two) to formulate and organize the implementation of intangible cultural heritage protection planning;
(3) Organizing the general survey, appraisal, recording and establishment of archives of intangible cultural heritage;
(four) to organize and coordinate the collection and storage of intangible cultural heritage related objects;
(5) Organizing the identification and recommendation of representative projects of intangible cultural heritage, and identifying representative inheritors;
(six) to supervise and inspect the protection, management and utilization of intangible cultural heritage;
(seven) to carry out other work for the protection of intangible cultural heritage. Article 6 The departments of development and reform, finance, auditing, education, sports, tourism, ethnic and religious affairs, housing and urban and rural construction, land resources and environmental protection of the people's governments at or above the county level shall, within their respective functions and duties, do a good job in the protection and preservation of intangible cultural heritage. Seventh people's governments at or above the county level shall strengthen the publicity of the protection of intangible cultural heritage and raise the awareness of the whole society to protect intangible cultural heritage.
Encourage and support social groups, research institutions, universities, enterprises, institutions, individuals and other social forces and private capital to participate in the research, publicity, protection, inheritance and development and utilization of intangible cultural heritage. Chapter II Protection of Intangible Cultural Heritage Projects Article 8 The competent cultural department of the people's government at or above the county level shall organize the identification of representative intangible cultural heritage projects at the corresponding level (hereinafter referred to as representative projects), and establish and improve the catalogue and data system of representative projects at the corresponding level. Article 9 Citizens, legal persons or other organizations may declare representative projects to the competent cultural department of the people's government at the county level, and units that meet the corresponding conditions in accordance with relevant regulations may declare representative projects to the competent cultural department of the people's government at the provincial level; The application materials shall be true and complete; The competent cultural department shall organize expert review and publicity in accordance with the relevant provisions of the People's Republic of China (PRC) Intangible Cultural Heritage Law, and report to the people's government at the same level for confirmation and publication.
The competent department of culture of the people's government of a city or county with districts may recommend representative projects at the same level to the competent department of culture of the people's government at the next higher level, which will be included in the list of representative projects at the next higher level after being recognized by the people's government at the next higher level. Tenth representative projects shall meet the following conditions:
It has historical, literary, artistic and scientific value;
(two) the typical and representative of excellent traditional culture;
(3) It has the characteristics of being handed down from generation to generation in a certain group or region;
(four) with regional or ethnic characteristics, which has a great influence in the administrative area. Eleventh intangible cultural heritage included in the list of representative projects shall be clearly protected by the competent cultural department of the people's government at the same level.
Representative project protection units shall perform the following duties:
(a) to formulate and implement the project protection and inheritance plan;
(two) a comprehensive collection of physical objects and information related to the project, and filing;
(three) to ensure that the project does not lose the traditional crafts, skills or characteristics as intangible cultural heritage protection, and carry out activities such as inheritance, display, performance, training and academic exchanges;
(four) to provide the necessary conditions for the project inheritance and related activities;
(five) the use of protection funds in accordance with the provisions;
(six) report to the competent department of culture protection, inheritance and other work. Article 12 The competent cultural departments of the people's governments at or above the county level shall implement classified protection for representative projects, adopt different protection measures and methods for representative projects such as endangered, well-preserved, prolific and ethnic minorities, and formulate corresponding protection plans. Article 13 The people's governments at or above the county level shall protect the areas with relatively concentrated representative projects as a whole, carry out the construction of cultural and ecological protection experimental areas in a planned way, and protect the original appearance of famous towns, old streets and traditional villages and the lifestyle of indigenous people.
