Chapter I General Provisions Article 1 In order to strengthen the management of security service companies and ensure the healthy development of the security service industry, these provisions are formulated in accordance with the relevant provisions of the state and the actual situation of our province. Article 2 A security service company is a service-oriented enterprise that undertakes the task of public security prevention, operating independently, accounting independently and taking responsibility for its own profits and losses. Its main task is to provide personal and property safety services for units and individuals, provide design, installation, consultation and maintenance services for security technology prevention, and operate security equipment such as anti-theft and alarm related to security services. Article 3 The ownership nature of security service companies shall be determined by the people's governments at all levels according to their needs and possibilities. However, it advocates encouraging the development of security service companies under collective ownership. Article 4 Security service companies within this province shall implement these Provisions. Article 5 A security service company shall provide security services in accordance with the principle of voluntary compensation, with the aim of customer first, reputation first, abiding by contracts, safety and high quality. Article 6 The competent department of a security service company is the public security organ, and its business activities are under the guidance and supervision of the public security organ. Article 7 When providing security services to customers, a security service company shall sign a contract to clarify the rights and obligations of both parties. Chapter II Organization Article 8 Security service companies may be established in provinces, cities, counties, railways and forestry systems according to needs. However, a city or county can only set up one security service company, and cities with districts can also set up district security service companies. Article 9 The establishment of a security service company shall have a certain registered capital. The registered capital can be allocated by the competent department or solved by itself. Tenth counties (cities, districts) to set up security service companies, should be approved by the city (region) public security organs, submitted to the provincial public security department for approval; The establishment of a security service company in a city under the jurisdiction of the province shall be directly reported to the provincial public security department for examination and approval, and it shall be registered with the local administrative department for industry and commerce with the approval documents, obtain a business license, and register with the tax authorities before it can start business. Eleventh security service companies at all levels shall have managers and deputy managers, and implement the manager responsibility system. The manager is the legal representative of the enterprise. The manager is appointed by the competent public security organ. Article 12 The establishment of the internal organization of a security service company and the person in charge of the department shall be decided by the manager. Chapter III Security Personnel Article 13 The security personnel of a security service company owned by the whole people implement the national contract system, and can be selected from qualified on-the-job personnel or veterans, and the insufficient part can be openly recruited for the society. The recruitment method shall be implemented in accordance with the relevant provisions of the state and the province. Collective ownership security service companies can openly recruit to the society. The recruitment method can refer to the recruitment method of the national contract system. Fourteenth security personnel should meet the following conditions:

(a) politically reliable, decent style, love of security services;

(2) Having a high school education;

(three) aged between eighteen and thirty-five;

(4) Good health, regular facial features and clear articulation. The height of men is over 70 meters, and that of women is over 60 meters.

(5) No criminal record. Article 15 A security service company shall sign a contract with the hired security personnel, clarify the rights and obligations of both parties, and go to the local public security organ for the record, and go through the relevant formalities at the labor department. Sixteenth security personnel should wear uniform clothing, uniform signs, uniform identity documents and uniform defense equipment when performing tasks. Seventeenth security personnel must comply with the following provisions:

(a) strictly abide by and implement laws, regulations and policies;

(2) Keeping state secrets and security service secrets;

(3) Obeying the leadership and command;

(four) stick to their posts, be vigilant and perform their duties;

(5) Dress neatly and behave in a dignified manner, and it is not allowed to go out in work clothes after work;

(six) civilized duty, polite to others, it is forbidden to hit people, call names, insult personality;

(seven) found that the problem on duty should be reported in a timely manner;

(eight) are not allowed to exercise the functions and powers of public security personnel on duty, are not allowed to drink, gamble or use their work for personal gain;

(nine) are not allowed to use the property of customers. Eighteenth newly recruited security personnel should receive education and training for one to three months before taking up their posts, and can only perform security tasks after passing the examination.

Education and training shall be uniformly arranged by the competent public security organ. During the training period, students will be provided with accommodation. Article 19 A security service company shall conduct job rotation training for security personnel once a year to continuously improve their political and professional qualities. Chapter IV Rights and Obligations of Security Personnel Article 20 No unit or individual may interfere with or obstruct the activities of security personnel to maintain social order and protect people's lives and property in accordance with the contract. Twenty-first security personnel performing tasks may use the prescribed defense equipment to defend themselves when they are physically attacked by violence, but they should be limited to subduing the other side. Twenty-second security personnel in the performance of their duties, found illegal and criminal acts, should be stopped in time, and handed over to the public security organs. However, it is not allowed to detain, imprison, search, interrogate or confiscate property under any pretext. Twenty-third public security personnel should cooperate with the public security organs to protect the scene, maintain order, and actively provide clues, but they should not investigate and deal with them.
