What is the "three transformations" in Gansu Province?

Integration of institutionalization, standardization and proceduralization. Generally speaking, the system, norms and procedures answered the questions of "what to do", "what standard to reach" and "in what order" respectively.

The three are interdependent and interrelated, forming an organic whole. Institutionalization is the premise and foundation of the existence of norms and procedures; Standardization is a means, which embodies the orderly rules and procedures of the system; Procedural is the guarantee, which ensures the seriousness of the system and the effectiveness of the norms. At the same time, the three elements permeate and interact with each other, each with its own emphasis, and cannot be neglected.

Legal basis: Article 1 of the Notice of Gansu Provincial Department of Industry and Information Technology on Further Defining the Key Points of the Transformation of "Three Kinds of Agriculture" further improved the understanding of the transformation of "three kinds of agriculture".

In 20 19, the provincial government issued the Implementation Plan of Green Informatization and Intelligent Transformation to Promote the Transformation and Upgrading of Traditional Industries in Gansu Province (20 19-2022) (hereinafter referred to as the Implementation Plan). Based on the full analysis of the industrial structure and the development status of traditional advantageous industries in our province, the Implementation Plan puts forward the green, information and intelligent transformation of traditional industries such as petrochemical, metallurgy, non-ferrous metals, coal, building materials, thermal power generation, equipment manufacturing, agricultural (livestock) product processing and logistics. From the implementation situation, the transformation of "three-oriented" has played an active and effective role in the transformation and development of traditional industries in our province.

The Fifth Plenary Session of the 19th CPC Central Committee "Proposal on Formulating the 14th Five-year Plan for National Economic and Social Development and the Long-term Target in 2035" clearly put forward that it is necessary to "forge the long board of industrial chain supply chain, base on the advantages of China's industrial scale, supporting advantages and first-Mover advantages in some fields, build emerging industrial chains, promote high-end, intelligent and green traditional industries, and develop service-oriented manufacturing industries." This has pointed out the direction for our province to further promote the transformation and upgrading of traditional industries. In order to thoroughly implement the spirit of the Fifth Plenary Session of the 19th Central Committee, implement the national strategic deployment, and facilitate the overall coordination of policies, funds and projects, the transformation of traditional industries in our province has been further defined as "high-end, intelligent and green".
