Article 18 The State establishes a system of land and space planning. Land space planning should adhere to ecological priority and green sustainable development, scientifically and orderly layout ecological, agricultural, urban and other functional spaces, optimize the structure and layout of land space, and improve the quality and efficiency of land space development and protection.

Land spatial planning approved according to law is the basic basis for all kinds of development, protection and construction activities. If the land spatial planning has been compiled, the overall land use planning and urban and rural planning will no longer be compiled.
