Article 2 The centralized scope and departments of the vehicle and cargo transportation plan:

(a) coal: coal mine unified distribution, centralized by the provincial coal department; Provincial coal mines, prefectural-level coal mines and township coal mines (including self-employed, the same below) are under the jurisdiction of provincial fuel companies.

(2) Coke (including coke powder): mechanical coke is managed by the provincial metallurgical department; Tujiao is under the jurisdiction of the provincial fuel company.

(3) Scrap metal: director of provincial metal recycling company.

(4) Wood, timber and semi-finished products (excluding wood and bamboo furniture, farm tools and handicrafts): under the jurisdiction of the Provincial Forestry Department.

(5) Grain, edible vegetable oil and rapeseed: centralized by the Provincial Grain Bureau.

(6) Urea, phosphate fertilizer and compound fertilizer: the part included in the planned distribution by the state is under the jurisdiction of the Provincial Department of Commerce; The rest are under the jurisdiction of the provincial chemical department and the provincial labor reform bureau respectively.

(7) Phosphate rock (including phosphate rock powder): enterprises that produce and operate phosphate rock in the chemical system, and Qianfu Mineral Joint Company and Qiannan Phosphating Company are under the jurisdiction of the Provincial Chemical Department; Phosphate ore in the reform-through-labour system is concentrated by the provincial reform-through-labour bureau; The phosphate rock of township enterprises is under the jurisdiction of the Provincial Bureau of Township Enterprises.

(8) Flue-cured tobacco and cigarettes (including cigars and cut tobacco): director of provincial tobacco companies.

(9) Where foreign trade export goods are involved in the above-mentioned centralized management scope, the relevant departments should actively support them and conduct centralized management with the consent of the centralized department of the Provincial Department of Foreign Trade and Economic Cooperation.

Other goods transportation outside the above-mentioned centralized scope shall be notified to the railway and relevant departments by the provincial economic commission when centralized management is needed according to the situation. Article 3 Measures for the submission of centralized transportation plans for vehicles and goods:

(2) The transportation of goods exceeding the flow direction shall be handled according to the relevant regulations of the Ministry of Railways and the central competent department. Article 4 The freight transportation plan for non-centralized vehicles shall be directly proposed by the production and business operation entities (self-employed) to the railway sub-bureau where the goods are loaded. Article 5 Measures for the transportation of LTL goods:
