Low-income security

China's exploration of a rural low-income security system actually predates that of the cities. In 2003, the Ministry of Civil Affairs (MCA) began redeploying its efforts to build a rural low income security system, following a major breakthrough in the urban system.

One of the most important initiatives was the decision, on the basis of a comprehensive mapping of the number of rural special hardship case families, to establish a system of assistance for rural special hardship case families in areas where the rural low income security system had not yet been implemented, thus creating a "dual-track" system of rural low income security and assistance for rural special hardship case families in a wide range of rural areas in China.
