2014 Anhui Provincial Games of the youth department competition regulations general rules

The thirteenth anhui province games youth department competition is held in order to test the province's youth athletes training results, show the province's youth athletes upward spirit, exercise, cultivate and select excellent sports reserve talents, consolidate the foundation of the development of competitive sports, accelerate the construction of sports province, promote the comprehensive and sustainable development of sports undertakings.

In order to ensure that the youth department of the competition activities standardized, orderly and smooth progress, specially formulated the general rules.

I. Competition time and place

2014 in Anqing City.

Second, the competition

Soccer, basketball, volleyball, handball, table tennis, tennis, badminton, track and field, swimming (diving), shooting, gymnastics (trampoline), wushu (set, sparring), international wrestling (classical wrestling, freestyle wrestling), taekwondo, boxing, weightlifting, judo, rowing, canoeing, fencing.

Third, the participating units

Hefei City, Huaibei City, Bozhou City, Suzhou City, Bengbu City, Fuyang City, Huainan City, Chuzhou City, Lu'an City, Ma'anshan City, Chaohu City, Wuhu City, Xuancheng City, Tongling City, Chizhou City, Anqing City, Huangshan City.

Four, athlete qualifications

1. With the household registration in Anhui Province, and by the medical department to check the physical health of young people.

2. All the participating athletes must be registered in the sports program management units under the provincial Sports Bureau in accordance with the regulations, and in line with the Provincial Sports Bureau on the 13th Provincial Games athlete qualification examination of the provisions, can represent the registered units to participate in the competition.

3. Approved by the Provincial Sports Bureau, the cities sent to the People's Liberation Army training has not yet been formally enlisted in the age of the athletes, after the announcement can be sent on behalf of the unit to participate in the competition.

4. 5. Athletes to participate in the provincial 13 Games on behalf of the unit registered during the 2013 registration period shall prevail.

6. Athletes of Group A shall participate in at least two provincial youth championships from 2011 to 2013 (subject to on-field participation), and athletes of other groups and soccer and volleyball shall participate in at least one provincial youth championship from 2012 to 2013 (subject to on-field participation) before they can participate in the competitions on behalf of their registered units.

7. Where athletes of more than two ages have appeared in previous provincial competitions, the unfavorable age shall prevail.

8. Municipalities are not allowed to introduce athletes from foreign provinces or cities to participate in the Games.

9. Athletes are required to undergo bone age testing and fingerprinting in accordance with the unified requirements of the Provincial Sports Bureau.

10. Athletes with the following conditions are not allowed to participate in the Games:

(1) Athletes formally employed by the provincial outstanding sports teams (including athletes sent to the People's Liberation Army by the province who have gone through the procedure of enlisting in the army).

(2) Athletes who do not implement the regulations of the Provincial Sports Bureau and refuse the decision of the Provincial Outstanding Sports Teams to gather, try out or select for recruitment.

(3) Athletes who register their youth in a foreign province or city or represent a foreign province or city (industry sports association) in the State General Administration of Sports without the consent of the Provincial Sports Bureau.

(4) Athletes representing foreign provinces and municipalities to participate in provincial and above provincial competitions without the consent of the Provincial Sports Bureau.

V. Participation Methods

1. Requirements for Reporting: Each participating unit must take part in at least 10 events. Each unit must report more than 6 (including 6) key development projects, less than 6, each underreporting a deduction of the delegation of the provincial 13 Games total of 3 gold medals, 39 points.

Participating in more than 16 (including 16) projects, must report more than 12 (including 12) key development projects and consolidation and strengthening projects; participating in 15-13 projects, must report more than 10 (including 10) key development projects and consolidation and strengthening projects; participating in 12-10 projects, must report more than 8 (including 8) key development projects and consolidation and strengthening projects.

Focused development projects: gymnastics (excluding trampoline), swimming, diving, shooting, weightlifting, fencing, track and field, rowing, canoeing, boxing, handball.

Consolidation and strengthening programs: international wrestling (classical wrestling, freestyle wrestling), judo, taekwondo, wushu (sets, sparring).

2. Athletes of the province's single reserve talent base announced by the Provincial Sports Bureau, two persons and two persons below the project by the delivery unit to enroll in the competition, the results obtained by 50% of the delivery unit and the training unit, respectively. Projects with more than two persons can be registered by the delivery unit or by the training unit, and the results obtained will not be double-counted.

3. An athlete can only participate in one group (Group A, Group B, Group C or Group D) of a major event, and may not apply for other major events across groups or at the same time.

4. The number of athletes enrolled in each event shall be in accordance with the rules and regulations of each event.

5. The number of delegation staff (including the head and deputy head) is as follows:

Four delegation staff members for each delegation with less than 50 athletes (including 50 athletes); six delegation staff members for each delegation with 51-100 athletes; and one delegation staff member for each delegation with more than 101 athletes (including 50 athletes). The number of staff members will be increased by 1 for each additional 50 athletes.

Heads and deputy heads of delegations: for delegations with less than 50 athletes, one head and one deputy head of delegation; for delegations with 51-100 athletes, one head and one deputy head of delegation; for delegations with 101-200 athletes, one head and one deputy head of delegation; for delegations with 201 athletes or more, one head and one deputy head of delegation. In addition, if the work of each delegation requires, there may be 1-4 additional deputy heads of delegation, who will not take up the quota of the delegation's staff and will be responsible for all expenses.

Sixth, the competition

1. Single competition in the implementation of the State General Administration of Sport finalized the latest competition rules and regulations issued by the Provincial Sports Bureau of the single competition.

2. All the projects in each group less than three units, the group will be canceled (except for soccer, basketball, volleyball, handball projects); a single entry for each sub-item of less than three athletes (boats, pairs, small groups, etc.), the cancellation of the project competition.

3. In addition to the rules of the competition, no ties are allowed. The scoring method for tied places shall be implemented according to the competition rules and individual regulations.

VII. Acceptance of rankings and incentives

2. Project team award acceptance and scoring method

Gymnastics, shooting, weightlifting, fencing, track and field, swimming, rowing, canoeing, boxing, handball, judo, international wrestling, taekwondo, wushu routine, wushu sparring and other sports have set up a team award. 3. Acceptance and scoring method for other events

Except for the above two categories of events, all other events will accept the top 8, according to 13, 11, 10, 9, 8, 7, 6, 5 scoring. If the number of entries (number of teams) in a single event is only 8 (teams) or less than 8 (teams), the number of entries will be reduced by one and scored according to the higher limit.

4. Major competitions above the national level to bring in gold medals, total points calculation

(1) athletes to participate in the 30th Summer Olympic Games to obtain results, will be counted as part of the total number of medals and total points of the delegation to which the athlete belongs, respectively. Calculated as follows: for every 1 ticket to the Olympic Games, 1 gold medal and 13 points will be credited to the delegation of the city of delivery. In addition, for each gold (silver, bronze) medal won in a single event, 16 (10, 8) gold medals and 208 (130, 104) points will be added to the total and 3 (3, 3, 2, 2) gold medals and 39 (39, 39, 26, 26) points will be added to the total for the 4th-8th place respectively. Scores earned in events with two (2) or more persons will be counted at 100%.

(2) The results obtained by athletes participating in the 12th National Games will be counted in the total number of medals and total points of the delegation to which the athletes belong. Calculated as follows: 6 (4, 3) gold medals and 78 (52, 39) points for each gold (silver, bronze) medal won in a solo event; 36, 32, 28, 24, 20 points for 4th-8th place respectively. The results obtained in the events of two or more persons shall be calculated according to 100%, if the same delegation has two or more athletes in the same event, the results obtained shall be calculated according to 100%; the collective events of ball games shall be brought into the gold medals and the total scores according to the actual rankings.

(3) The results obtained by athletes participating in the World Championships, the World Cup, the 16th Asian Games and the 2nd Youth Olympic Games between September 17, 2010 and one month before the Opening Ceremony of the 13th Provincial Games (hereinafter referred to as the current cycle) will be counted into the total number of medals and total scores of the delegation to which the athlete belongs, respectively. The calculation method is as follows: 6 (4, 3) gold medals and 78 (52, 39) points for each gold (silver, bronze) medal won in a single-player event; 36, 32, 28, 24, 20 points for 4th-8th place respectively. The results obtained in the events of two or more persons shall be counted as 50%, and if the same delegation has two or more athletes in the same event, the results obtained shall be counted as 100%.

(4) The results obtained by athletes participating in the highest level of national competitions (Championships, Championships or Finals) in the current cycle will be counted in the total number of medals and the total points of the delegation to which the athletes belong, respectively. Calculated as follows: 3, 2, 1 gold medal, 39 (26, 20 points) for each gold (silver, bronze) medal won in a solo event, and 18, 16, 14, 12, 10 points for 4th-8th place respectively. The results obtained in events with two or more persons are counted as 50%, if the same delegation has two or more athletes in the same event, the results obtained are counted as 100%.

(5) Athletes participating in the 7th National City Games and the results obtained will be counted into the total number of gold medals and total points of the delegation to which the athletes belong respectively. Calculated as follows: each single project won a gold (silver, bronze) medal counted 2 gold (silver, bronze) medals, 26 (22, 20 points), 4-8 were counted 18, 16, 14, 12, 10 points. The results obtained in events with two or more persons are calculated at 50%, while the results obtained in the same delegation with two or more athletes in the same event are calculated at 100%. The results obtained by athletes participating in the 7th National City Games across cities will be counted as 1:1 for the participating unit and the sending unit respectively.

The above competitions are only counted for the items of the 12th National Games, but Taekwondo, Wushu Sanshou and Women's Free Wrestling are counted according to the items set up for the Championships. The results achieved by athletes in non-National Games events in the 16th Asian Games are carried forward at 50%. If the same athlete achieves more than two results in the same event (including different weight classes) in the above events, only the highest result will be counted once. Athletes transported from the base will be carried over to the transporting unit and the training unit in the ratio of 0.5:0.5.

5. Conveyance of the provincial outstanding sports team to bring in gold medals, total points calculation

Cities from January 1, 2011 to September 30, 2014 conveyed to the provincial outstanding sports team officially employed, the People's Liberation Army (access to the National Twelfth National Games with the implementation of the province of the two scoring qualification) of the age of the athletes, the project finals a month before the team is still in the team, each conveyance of one person plus 1 gold medal, 13 points;

6. Athletes who have qualified for the final of the Provincial Games and cannot participate in the final of the Provincial Games (including athletes of the right age who are double-counted with the province) due to representing the country in major international competitions in 2014 or representing Anhui Province in important events above the national level, will be counted with 1 gold medal per person by the Provincial Sports Project Management Center for the Provincial Sports Bureau's examination and approval and 13 points will be counted in the delegation in which they are participating in the Provincial Games.

7. Broken (super) record gold medals, total points calculation

In the Provincial Games over a world record awards 8 gold medals and 104 points, over an Asian record or a national record awards 6 gold medals and 78 points, broken an adult record in Anhui Province awards 3 gold medals and 39 points, broken a record of the youth of Anhui Province awards 0.5 gold medals and 8 points.

VIII. Announcement of ranking and rewards

The specific method is: according to the total number of gold medals of each delegation's competition, gold medals brought in and record-breaking reward gold medals, the delegation's gold medal list will be arranged. Delegation gold medal rankings by the number of gold medals in the first place, the same number of gold medals, silver medals in the first place, and so on; the same situation in the ranking, ranking tied.

(3) Announcement of the total score list of the delegation of the Youth Division. The specific method is to arrange the total score list of each delegation according to the sum of the ranking points, carry-over points and record-breaking bonus points of each delegation. The total score of the delegation will be ranked by the one who has more points, the one who has more gold medals will be ranked by the one who has the same total score, and so on; if the situation is the same in each ranking, the rankings will be tied.

(4) Announcement of the county gold medal list of the youth department. The specific method is: according to the counties to send athletes (to the athletes domicile to decide to send the county) in the provincial 13 Games in the juvenile section of the number of gold medals won and the county track and field championships and basketball championships to bring in the number of gold medals in the statistics of the county gold medal list.

XII. Doping Control

Doping control will be conducted as needed during the competition. Doping controls and penalties will be carried out in accordance with the Anti-Doping Code and the relevant regulations of the General Administration of Sport of China and the Anti-Doping Committee of the Chinese Olympic Committee.

Thirteen, registration and check-in

1. First registration: report the major events. Delegations must be January 31, 2014 before the "Thirteenth Anhui Provincial Games to participate in the project report form" reported to the Provincial Sports Bureau for the record. Once the project is determined, in principle, no changes and adjustments. If a delegation withdraws without any reason, it will be disqualified from the selection of the Sports Ethics Award of the delegation.

2. Second registration: report the list of participating athletes and specific projects. According to the provisions of the competition regulations of each project, late registration is treated as a waiver. In principle, no change is allowed after the registration of each project is closed (except for the special provisions of the competition regulations and rules of each project).

3. Check-in: The check-in time for each delegation is to be determined; the sports teams of each sport will check in 2 days before the start of the competition of the sport, and leave the meeting 1 day after the end of the competition. The date of check-in for referees and arbitration members will be announced separately.

14. Delegation Flags

Delegations will provide their own flags with their own colors and specifications of 2m x 3m. The flag of the delegation shall not show any other symbols except the name of the participating organization (e.g. Hefei) as stipulated in the regulations.

Sixth 1986 September 7, held in Bengbu City. More than six thousand athletes from various regions and cities participated in 23 events, one person and two over the Asian record, over a world junior record, a national record each.

Seventh 1992 August 10 to September 29 in Hefei City. Set 12 items, each place, city and 28 industries and large enterprises **** 44 delegations, more than 5,000 athletes participated. 1 person over 1 weightlifting world record, 4 people over shooting 4 Asian records.

Eighth 1996 September 16 to 26 held in Maanshan City. Nearly 5,000 athletes from 42 delegations from various regions, cities and 26 industries (enterprises) competed in 23 events. One person broke one national junior record.

The Ninth 2000 October 18-28 in Hefei City. More than 5,000 athletes from 17 local and municipal delegations in the province competed in 401 events in 22 sports, and another 1,000 athletes competed in 5 performance events. The 10th 2002 was held from October 13 to October 19, 2002 in Wuhu City. Delegations from 17 cities in the province **** more than 6,000 people participated. There were 24 major events and 450 minor events in the session. ***3 people 3 times broke 3 provincial adult records, 27 people 62 times broke 45 provincial youth records.

The 11th 2006 was held from October 16 to October 25 in Hefei City.
