How to solve the three traditional problems of party building

Improving the scientific level of Party building is an important task put forward by the 18th CPC National Congress. First, clarify the functional orientation and solve the "two skins" problem of party building work and business work.

The report of the 18th National Congress of the Communist Party of China puts forward the requirement of building a service-oriented Marxist ruling party for the first time, which embodies the new orientation of the Party's functions under the new historical conditions and provides a fundamental way to solve the traditional problem of "two skins" in party building and business work. The financial department's business work is heavy, time is tight and requirements are high. The problem of "two skins" has long plagued the party building work in government organs. Guided by the spirit of the 18th National Congress of the Communist Party of China, we should actively explore the characteristics and laws of party building work in government organs under the new situation, and organically integrate the functions of party building work in government organs into all aspects of financial work in accordance with the requirements of building a service-oriented political party, so as to further promote the leading role of the party group of the Ministry and the implementation of the central deployment, promote the efficient development of business work in various departments and units, promote leading comrades to lead cadres with teams, and improve the working level and quality of life of cadres and workers. Specifically, we should earnestly perform the "four functions":

Auxiliary decision-making function. Closely cooperate with the work arrangement of the party group of the Ministry, and earnestly implement "what the party group thinks, the party Committee of the organ will grasp" and "what the party group grasps, the party Committee of the organ will implement"; Break through the framework of grasping party building, consciously put party building work into the overall situation of financial work to think and plan, and grasp and expand in deepening the reform of fiscal and taxation system; According to the characteristics and task requirements of financial work, we should go deep into the grassroots, investigate and study, form ideas, and be a good staff assistant for scientific decision-making of the party group.

Second, improve the evaluation system and solve the same problem of doing or not doing.

In the party building work of government organs, it is a traditional problem to do or not to do, to do well or poorly, to do actively or passively, and to respond passively to reform and innovation. The reason lies in the lack of a perfect assessment mechanism. Even if there is an assessment, it is often superficial and formal, lacking due constraints and effective incentives. Under the guidance of the spirit of the 18th National Congress of the Communist Party of China, we should put system construction in a prominent position, establish and improve the evaluation system of party building in government organs, and do something different, do something different, do something different, do something different, do something different, do something different, do something different. Improve the index-oriented system. Improve the public supervision system. Unswervingly follow the mass line, improve the participation of the masses, ensure the scientific and democratic evaluation work with the diversification of evaluation subjects, set corresponding weights according to the relevance and knowledge of evaluation objects and evaluation subjects, and expand the scope of discussion and evaluation as much as possible; For some specific contents, social authoritative evaluation institutions are entrusted to evaluate, and internal evaluation is combined with external evaluation.

The report of the 18th National Congress of the Communist Party of China proposes to support people's organizations such as trade unions, the Communist Youth League and women's federations to give full play to the role of bridges and ties, better reflect the voices of the masses and safeguard their legitimate rights and interests. As a mass organization under the leadership of the Party, the organizations of government workers, young women and workers have always had the problems that there are not many ways to play their role and the effect is not strong. Guided by the spirit of the 18th National Congress of the Communist Party of China, we should take the initiative to lead, further strengthen the guidance and support for government organizations and mass organizations, promote the comprehensive and balanced development of government party building and mass organizations, deepen the relationship between cadres and the masses, and implement the Party's mass line. Specifically, we should strive to realize the "four drives":

Drive organization. In accordance with the principle that it is conducive to the Party organizations to strengthen their leadership over the work of group organizations and give full play to their role, we will incorporate the objectives of group organization construction into the target management of party organization construction, expand the coverage of group organizations, improve the scientific level of group organization construction, and realize the convergence of group organization construction content and group organization construction, the coordination of steps, and the unified and synchronous development of goals.

Drive the team. Take the group organization as an important base for the party to train young cadres, and increase the selection, training and use of group organization cadres; Give full play to the advantages of party organizations, provide a platform for the growth and progress of outstanding league cadres and activists, and timely discover and select outstanding young cadres to business leadership positions.

Promote activities. Integrate the position resources between the Party and the masses, establish and improve the comprehensive position platform for the activities of the Party and the masses, guide organs and mass organizations to design activity carriers according to the requirements of "uniting with the masses, guiding the masses, focusing on the center and serving the overall situation", stress activity skills and expand the content of activities, so that organs and mass organizations can truly become the positions for the party to contact and serve the masses.

Driving mechanism. Improve the target responsibility system, realize the unified deployment planning, unified deployment of strength, unified inspection and guidance, unified assessment and acceptance of party building and group building, and realize the reasonable connection between party building and group building; Improve the evaluation mechanism, and regard organ construction as an important content of organ party building evaluation; Improve the selection mechanism of advanced and excellent trees, take the lead of the Party Committee, cultivate and establish advanced models of party building by groups, improve the overall level of organization and construction of government agencies and groups, and form the overall synergy of group building work.
