Article 38 Free baggage allowance for each passenger (including checked baggage and self-care baggage): 40 kg for first class passengers, 30 kg for business class passengers and 20 kg for economy class passengers with adult tickets or children tickets. Article 41 For the sake of transportation safety, the carrier may inspect the luggage together with the passengers. Article 42 A passenger's checked baggage shall be transported on the same plane as the passenger. If it is impossible to transport on the same plane under special circumstances, the carrier shall explain to the passengers and give priority to the follow-up flights.
Forty-third passengers can apply for baggage declaration value when the value of their checked baggage exceeds RMB 50 yuan per kilogram. If the amount exceeds the limit specified in the first paragraph of this article, the carrier shall charge a declared value surcharge of 5% of the declared value of the passenger. The amount is in yuan. The declared value of checked baggage cannot exceed the actual value of the baggage itself. The maximum declared value of each passenger's luggage is RMB 8000. If the carrier disagrees with the declared value and the passenger refuses to accept the inspection, the carrier has the right to refuse to accept the consignment.
Article 44 Small animals refer to cats, dogs or other small animals kept by families. The transportation of small animals shall be handled in accordance with the following provisions:
Passengers must book or purchase tickets and provide animal quarantine certificates, which can only be checked with the consent of the carrier. Passengers shall transport small animals to the airport for check-in at the time specified by the carrier on the day of flight. Containers for transporting small animals shall meet the following requirements:
(1) can prevent small animals from damaging, escaping and sticking out of the container to hurt passengers, luggage or goods.
(two) to ensure air circulation, not to suffocate small animals.
(3) It can prevent excreta from overflowing, so as not to pollute aircraft, onboard equipment and other items. Small animals carried by passengers are not allowed to be transported in the cabin unless approved by the carrier. The weight of small animals and their containers shall be charged separately according to the standard of overweight baggage.
Article 46 If a passenger carries prohibited articles, restricted articles or dangerous articles stipulated by the state in his checked baggage, self-care baggage and carry-on articles, the whole piece of luggage is called illegal luggage. Provisions for handling illegal baggage are as follows:
(1) If illegal luggage is found at the place of origin, it shall be refused to be collected and transported; If you have already carried it, cancel the transportation, or take out the illegally carried goods for transportation, and the excess baggage fee will not be refunded.
(2) If illegal baggage is found at the station, it shall be stopped immediately, and the excess baggage fee will not be refunded.
(3) The prohibited articles, restricted articles or dangerous articles stipulated by the state carried in illegal luggage shall be handed over to the relevant departments for handling.
Article 47 If it is necessary for the carrier to arrange passengers to take other flights, the mode of baggage transportation shall be changed accordingly with the passengers, and the excess baggage fee shall be refunded and the excess baggage fee charged shall be replenished; The declared value surcharge paid will not be refunded. The return of luggage shall be handled in accordance with the following provisions:
(1) Passengers who want to return their luggage at the place of origin must return their luggage before installing it. If the passenger cancels the ticket, the checked baggage must also be returned. All the above returns will refund the excess baggage fee.
(2) If passengers return their luggage at the stopover, the excess baggage fee charged for the unused flight segment will not be refunded.
(3) When the declared value baggage is returned, the declared value surcharge that has been delivered will be refunded at the place of origin, and the declared value surcharge that has been delivered will not be refunded at the stop.
Forty-eighth passengers should claim their luggage at the airport with the identification tag immediately after the flight arrives. If necessary, the ticket should be submitted for inspection. The carrier shall deliver the luggage with identification tag, and shall not be responsible for the losses and expenses caused by whether the person receiving the luggage is really the passenger himself. After the delayed arrival of the passenger's luggage, the carrier shall immediately notify the passenger to pick it up or deliver it directly to the passenger. Passengers who have lost their identification tags should report the loss to the carrier immediately. Article 49 If the undeliverable baggage remains unclaimed for more than 90 days from the day after the arrival of the baggage, the carrier may handle it in accordance with the relevant provisions on undeliverable baggage.
Article 50 If the baggage transportation is delayed, lost or damaged, the carrier or its agent at the stop or destination of the flight shall fill in the Luggage Transportation Accident Record together with the passengers, find out the situation and reasons as soon as possible, and reply the investigation results to the passengers and relevant units. Baggage compensation, if any, should be handled at the stop or destination. Due to the carrier's reasons, the luggage checked by passengers did not arrive on the same plane, which brought inconvenience to passengers' travel life. At the stop or destination, appropriate compensation should be given to the passengers' temporary daily necessities.
Article 51 The total or partial damage, loss and compensation of the passenger's checked baggage shall not exceed RMB 50 yuan per kilogram. If the value per kilogram of luggage is lower than that of 50 yuan, compensation shall be made according to the actual value. The excess baggage fee has been refunded. The weight of passengers' lost luggage is calculated according to the actual weight of checked baggage. In the case that the weight cannot be determined, each passenger's lost baggage can only be compensated according to the maximum amount of free baggage that the passenger enjoys. If the lost luggage has been declared, the passenger shall be compensated according to the declared value, and the declared value surcharge will not be refunded. If the declared value of luggage is higher than the actual value, compensation shall be made according to the actual value. When the luggage is damaged, compensate or bear the repair cost according to the reduced value of the luggage. In case of loss of passengers' self-care luggage and personal belongings due to incidents during boarding and disembarking, the maximum amount of compensation borne by the carrier shall not exceed RMB 2,000 per passenger. For the domestic leg that constitutes international transportation, baggage compensation shall be handled in accordance with the applicable provisions on baggage compensation for international transportation. After the luggage of the compensated passenger is lost, the carrier shall promptly notify the passenger to claim it, and the passenger shall take back the luggage and return all the compensation. Compensation for temporary daily necessities is non-refundable. If the passenger is found to have obvious fraud, the carrier has the right to recover all the compensation.
Article 52 If the checked baggage is lost or damaged, the passenger shall claim compensation from the carrier or agent within the statutory time limit, and attach the passenger ticket (or photocopy), the identification tag of the luggage tag, the baggage transportation accident record, the voucher to prove the content and price of the baggage and other relevant certificates.
