At all levels of grass-roots government departments in China, the personnel structure is very complicated. Generally speaking, grass-roots government departments include three types of personnel, namely, formal personnel, temporary employees and public welfare posts. In terms of responsibilities, these two types of personnel have certain differences in grass-roots governments. Civil servants are generally responsible for administrative management, and personnel of public institutions are mainly responsible for some administrative auxiliary work and professional work. Of course, in the grass-roots government departments, especially at the county and township levels, the mixing of civil servants and institutions is very prominent, and many people can't distinguish it. There are also differences in terms of treatment. The treatment of staff in general institutions will be lower than that of civil servants. Generally speaking, there are a large number of such personnel, their wages are low and their quality is uneven, which leads to their work being often concerned by the public. In fact, they have no actual power in their hands. They mainly cooperate with our regular employees to do some auxiliary work. Of course, it does not rule out that some units really have no staff to let these temporary staff work. For example, when our police enforce the law, sometimes there are no formal personnel.

The third category: public welfare posts. In fact, there are many people in grass-roots governments, mainly concentrated in township stations and urban community workers, many of whom are public welfare posts. In fact, public welfare posts are not formal posts, but subsidy policies and excessive policies for people with employment difficulties. Let people with employment difficulties achieve stable employment in a certain period of time. The salary of people in public welfare posts is relatively low, which is generally implemented with reference to local minimum wage standards, and there is no establishment and identity. Moreover, public welfare posts can only work for three years at most, and after three years, they can no longer enjoy the subsidies for public welfare posts. After three years, you can only receive unemployment benefits, but you can't get the dismissal allowance stipulated in the labor law.
