Four major industries, such as new energy automobile industry, are among them, aiming to form a new support for the future economic and social development of our city. Luoyang faces a great opportunity to develop new energy vehicles. At present, Luoyang vigorously develops the new energy automobile industry, which is consistent with the national plan on strategic emerging industries: among the seven strategic emerging industries in the Twelfth Five-Year Plan, new energy vehicles rank among them. As early as 200 1, China started the "863" major electric vehicle project; In 2006-2007, three kinds of new energy vehicles, pure electric, hybrid and fuel cell, were independently developed in China. It is planned that by 2020, the cumulative production and sales of new energy vehicles in China will reach 5 million, and more than 40 cities will list new energy vehicles as key development industries. Our province also lists new energy vehicles as one of the strategic emerging industries and a strategic leading industry with priority development. In 2009, the provincial government issued opinions on accelerating the development of electric vehicle industry. It is planned that by 20 15, the province will have an annual production capacity of 250,000 electric vehicles and build four bases, among which Luoyang and Xinxiang are identified as the core power battery and power system production bases. Luoyang has certain advantages in developing new energy vehicles. The essential difference between new energy vehicles and traditional fuel vehicles lies in the types of energy consumed. Large capacity lithium-ion power battery is the main bottleneck restricting new energy vehicles at present. Luoyang's research and development and manufacturing of key components with batteries as the core are in the forefront of the country, which is a big advantage of Luoyang. At present, the construction scale of AVIC lithium battery with an investment of 3.6 billion yuan is the largest in China, which fills the gap of domestic large-capacity power lithium battery production equipment. AVIC lithium battery is the core drafting unit of domestic power lithium battery system industry standard, and undertakes the important task of the national "863" plan. It is the only enterprise in China that has passed the national "863" plan-Electric Vehicle Power Battery Laboratory 100 ampere-hour lithium battery inspection. During the Shanghai World Expo, 23 of the 24 parade floats in the Expo Park used AVIC lithium batteries, which were put into operation in zero failure within six months. In addition, the Japanese electric car grand prix champion COSMOWAVE team and the German electric car street rally champion FTJ team also used the products of AVIC lithium batteries. In scientific research, Henan University of Science and Technology cooperated with AVIC Lithium Battery to establish the Key Laboratory of Automobile Energy Saving and New Energy in Henan Province. AVIC Lithium Battery also owns Henan High Capacity Lithium Battery and Component Engineering Technology Research Center. Suggestions for the development of Luoyang new energy automobile industry While seeing the advantages, the relevant person in charge of the Municipal Bureau of Industry and Information Technology believes that there are still obvious weak links in the development of electric vehicles in our city. The shortage of complete vehicles has led to the weak production of electric vehicles in our city. There are only 1 enterprises in CIMC Yu Ling, which is far from the situation that there are 4 complete vehicle enterprises and 23 product announcements in Zhengzhou. Mainly manifested in the small scale of the industry, the bottleneck of the core technology of key components, and the lag of application demonstration. From the aspect of industrial development planning, Luoyang should achieve four "adaptations", namely, adapting to the national industrial development situation and coordinating with the national industrial orientation; It is necessary to adapt to the development plan of the whole province and give full play to the advantages of leading battery industry development, complete vehicle types and good motor control foundation in the province; It is necessary to adapt to its own development level and make the plan feasible; Adapt to the city's industrial planning and layout, into the city's industrial system. Policy Orientation The development of an emerging industry must have a clear policy orientation. I hope to send a clear signal on industrial development planning and supporting fiscal and taxation policies. The development of new energy vehicles involves high initial operating investment and operating costs, as well as the construction of charging stations and parking stations, which need to be fully considered. On the one hand, cities should start demonstration operation projects as soon as possible to stimulate industrial development through projects; On the other hand, from the government level, we can try the strategy of "market for market" as a whole, that is, we can cooperate through an enterprise's superior products to stimulate the initial motivation of the enterprise, and then implement self-adjustment and development after the engine is started.
