Any child or young person between the ages of 6 and 14 who is willing to join the Young Pioneers and abide by the Pioneers' Charter, and who applies to his or her school's Young Pioneers' organization, and is approved, becomes a member of the Pioneers.

Before a member joins the team, he or she has to do a good deed for the people. An initiation ceremony is to be held.
