Lipanshui belongs to Liupanshui city in Guizhou province.

Lipanshui, also known as Liangdu, prefecture-level city under the jurisdiction of Guizhou Province, is located in the western part of Guizhou, Wumeng Mountain area, the combination of Yunnan and Guizhou provinces, the Yangtze River, the upper reaches of the Pearl River Watershed, the Nanpanjiang River, Beipanjiang River Basin on both sides of the river, the Southwest, is one of the important railroad hub city and logistics distribution center.

Liupanshui has a cool, comfortable, moist and fresh climate with moderate ultraviolet radiation, and has been awarded the title of "Cool Capital of China" by the Chinese Meteorological Society, and is the city named after its climatic characteristics in China. Liupanshui has a long history, during the Spring and Autumn Period, it was a part of the Sheep Place State; during the Warring States Period, the city was a part of the Yelang State; and after the unification of China by the Qin Dynasty, it was a part of Hanyang County, Ba County.

As of 2020, the city has a total area of 9,914 square kilometers, with four county-level administrative districts and five provincial-level economic development zones under the jurisdiction of Liuzhi Special Administrative Region, Panzhou City, Shicheng District and Zhongshan District, and 87 townships (streets), and a resident population of 303,602 according to the seventh population census.
