2. It is necessary to establish an open, equal and standardized access system for the aged care service industry, actively support the establishment of the aged care service industry in various ways, such as public construction and private operation, government subsidies and purchase of services, and encourage social funds to establish the aged care service industry in the form of sole proprietorship, joint venture, cooperation, joint venture and equity participation.
