Provisions on the Protection of Traditional Arts and Crafts in Hubei Province (revised 20 14)

Chapter I General Provisions Article 1 In order to inherit and carry forward the national traditional culture and arts, and to protect and develop the traditional arts and crafts of our province, these Provisions are formulated in accordance with the provisions of the Regulations on the Protection of Traditional Arts and Crafts of the State Council and in combination with the actual situation of this province. Article 2 The term "traditional arts and crafts" as mentioned in these Provisions refers to the traditional handicraft varieties and techniques with a long history, exquisite skills, handed down from generation to generation, complete craftsmanship, made of natural raw materials, unique national style and distinctive local characteristics. Handicraft varieties and skills that are innovated and developed on the basis of traditional arts and crafts and enjoy a good reputation at home and abroad can also be regarded as traditional arts and crafts.

The term "treasures of arts and crafts" as mentioned in these Provisions refers to works with exquisite craftsmanship, novel skills and high artistic value in traditional arts and crafts.

The term "master of arts and crafts" as mentioned in these Provisions refers to the designers and producers of traditional arts and crafts who have been engaged in the design and production of traditional arts and crafts for a long time, have the title of senior arts and crafts artist, or have mastered certain stunts. Article 3 These Provisions shall apply to the design, production, research, development, production, operation, protection and management of traditional arts and crafts within the administrative area of this province. Article 4 People's governments at or above the county level shall strengthen their leadership over the protection of traditional arts and crafts, formulate development plans for traditional arts and crafts industries, and take effective measures to promote the protection and development of traditional arts and crafts. Article 5 The departments in charge of traditional arts and crafts determined by the economic and information departments of the provincial people's government and the municipal and county people's governments are the departments in charge of the protection of traditional arts and crafts (hereinafter referred to as the departments in charge of the protection of traditional arts and crafts), and are responsible for the coordination, guidance, supervision and management of the protection of traditional arts and crafts within their respective administrative areas.

Other relevant departments of the people's governments at or above the county level shall do a good job in the protection of traditional arts and crafts within the scope of their respective duties. Article 6 The competent department for the protection of traditional arts and crafts may entrust the Arts and Crafts Association to handle the specific affairs for the protection of traditional arts and crafts. The Arts and Crafts Association is entrusted to do relevant work, and its main responsibilities are:

(a) the implementation of national and provincial laws, regulations, rules and policies on the protection of traditional arts and crafts;

(two) to collect and sort out the varieties and skills of traditional arts and crafts, and the relevant information of the masters of arts and crafts;

(three) to undertake the specific affairs of the varieties and skills of traditional arts and crafts in Hubei Province, the treasures of arts and crafts in Hubei Province, and the evaluation of masters of arts and crafts in Hubei Province;

(four) to declare the varieties and skills of traditional arts and crafts in China, the treasures of arts and crafts in China and the masters of arts and crafts in China;

(five) to undertake other matters entrusted by the competent department of traditional arts and crafts protection according to law. Seventh units and individuals that have made outstanding contributions to the protection and development of traditional arts and crafts shall be commended and rewarded by the people's governments at or above the county level. Chapter II Evaluation and Identification Article 8 Varieties and techniques of traditional arts and crafts in Hubei Province, treasures of arts and crafts in Hubei Province and masters of arts and crafts in Hubei Province shall be evaluated and identified once every four years. Master of Arts and Crafts in Hubei Province is reviewed every four years.

The competent department of economy and information technology of the provincial people's government shall establish a review expert database, and employ experts to form a traditional arts and crafts review committee (hereinafter referred to as the review committee), which is composed of China arts and crafts masters, Hubei arts and crafts masters, experts and scholars, and is responsible for the review of Hubei traditional arts and crafts varieties and skills, Hubei arts and crafts treasures and Hubei arts and crafts masters.

The varieties and skills of traditional arts and crafts in Hubei Province, the treasures of arts and crafts in Hubei Province and the masters of arts and crafts in Hubei Province that have passed the evaluation shall be recognized by the competent department of economy and information technology of the provincial people's government, and a notice of recognition shall be issued, and a certificate shall be issued to the applicant.

The specific measures for identification shall be formulated by the competent department of economy and informatization of the provincial people's government. Ninth to apply for the identification of traditional arts and crafts varieties and techniques in Hubei Province, the production units and individuals shall submit the following materials:

(1) Textual research materials with a history of more than 100 years, or proof materials of innovation and development on the basis of traditional technology;

(2) Relevant materials explaining its style and characteristics;

(3) Proof materials of using natural raw materials;

(4) representative works of representative figures in various historical periods;

(5) Honorary certificates obtained by participating in influential exhibitions at home and abroad. Tenth to apply for the identification of arts and crafts treasures in Hubei Province, the production units and individuals shall submit the following materials:

(1) Physical photos and certification materials made of unique, precious and rare raw materials;

(2) Explanations on the creativity and artistic value of the work;

(3) Honorary certificates obtained by participating in influential exhibitions at home and abroad. Article 11 The following materials shall be submitted to apply for the recognition of the masters of arts and crafts in Hubei Province:

(a) engaged in traditional arts and crafts professional and technical work experience and proof materials;

(2) Explanatory materials of representative works;

(3) Award-winning certificates of representative works of domestic and international competitions;

(four) professional skills or papers;

(five) certification materials with the title of senior arts and crafts artist.
