Liaoning Provincial Road Transportation Regulations

Chapter I General Provisions Article 1 In order to maintain the road transport market order, to protect the legitimate rights and interests of transport operators and their service recipients, and to promote the development of road transport, these regulations are hereby enacted. Article 3 All units, individuals and service users engaged in road transportation in the administrative area of the province must comply with these regulations. Article 4 The provincial, municipal and county (including county-level cities and districts, the same below) people's government department in charge of traffic administration is the competent authority of the road transport industry in this administrative region, and its road transport management agencies to perform specific management duties.

Article 5 The people's governments at all levels shall, according to the national economy and social development needs, in accordance with the requirements of the establishment of a unified, open, competitive and orderly transportation market, follow the principle of multiple operations, the coordinated development of a variety of economic components, to formulate the development of the road transport industry in this administrative region. The administrative departments of transportation at all levels shall strengthen macro-management in the capacity structure, capacity investment and vehicle maintenance outlets layout, etc., to the community to issue passenger and cargo flow, flow and vehicle demand information, to guide the healthy development of the road transport market. Article 6 road transport operators must operate in accordance with the law, quality service, to ensure the safety of passenger and cargo transportation. Units and individuals engaged in road transport must accept the inspection of road transport management personnel, and truthfully provide relevant information and data.

Road transport management personnel should be loyal to their duties, impartial and courteous. In carrying out supervision and inspection, must have the national or provincial provisions of the unified logo and law enforcement documents.

The traffic checkpoints set up on the roads approved by the provincial people's government may inspect the transportation vehicles in accordance with the law. (d) Hong Kong, Macao, Taiwan compatriots and foreign investors to invest in the province to operate road transport industry, must be examined by the municipal traffic department of the investment and the provincial administrative department of transportation, reported to the State Council administrative department of transportation for approval, with the approval of the documents to the foreign trade and economic cooperation department for business license.

Hong Kong, Macao, Taiwan compatriots and foreign investment in road transport industry should hold the foreign trade and economic cooperation departments issued by the business license to the administrative department for industry and commerce to apply for a business license. Article XI approved to engage in commercial road transport units and individuals to obtain a business license after six months are still not in business, the cancellation of its business qualifications, and must pay the regulations from the date of obtaining a business license to collect a variety of fees. Article XII road transport operators must engage in business activities within the approved scope. Road transport operators to close down their business, must be reported 30 days in advance to the original approval of the operation of the administrative department of transportation for approval.

Passenger transport operators shall not suspend business for more than one year.
