People's governments of provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions of the State Council, and institutions directly under the Central Government: Since the implementation of the new round of reform of the medical and health system, significant results have been achieved at a milestone, with the realization of universal health care, the initial establishment of a basic medical and health system, and the people's people have received obvious benefits, and good conditions have been created for accelerating the development of the health service industry. In order to realize the goal of basic medical and health services for all, and to meet the growing demand for health services among the people, it is necessary to continue to implement the Opinions of the Central Government of the People's Republic of China on Deepening the Reform of the Medical and Health System (Zhongfa [2009] No. 6), unswervingly deepen the reform of the medical and health system, and adhere to the core concept of making the basic medical and health system available to all people as a public **** product. In accordance with the basic principles of preserving the basics, strengthening the grassroots, and building a mechanism, we will accelerate the improvement of the universal health insurance system, consolidate and improve the basic drug system and the new mechanism for grassroots operation, actively promote reform of public hospitals, and comprehensively push forward reform in related areas such as the equalization of basic public ****sanitary services. At the same time, it is necessary to widely mobilize social forces and take multiple measures to develop the health service industry.  The health service industry aims to maintain and promote the physical and mental health of the people, mainly including medical services, health management and promotion, health insurance and related services, involving pharmaceuticals, medical devices, health care products, health food, fitness products and other supporting industries, with a wide coverage and a long industrial chain. Accelerate the development of health services, is to deepen the medical reform, improve people's livelihood, enhance the quality of health of all the people's inevitable requirements, is to further expand domestic demand, promote employment, change the mode of economic development is an important measure, on stabilizing growth, adjusting the structure, promoting reforms, benefiting people's livelihood, and comprehensively build a moderately prosperous society is of great significance. In order to promote the development of health services, the following views are put forward: First, the overall requirements (a) Guiding ideology.  Deng Xiaoping Theory, the "Three Represents" important thought, the scientific concept of development as a guide, in order to effectively protect the people's basic medical and health service needs on the basis of transforming the functions of the government, strengthen the policy guidance, and fully mobilize the enthusiasm and creativity of the social forces, and vigorously introduce social capital, and focus on expanding the supply of innovative service models, Improve consumption capacity, and constantly meet the people's multi-level and diversified health service needs, inject new impetus for economic and social transformation and development, and create the necessary conditions for the promotion of comprehensive human development.  (ii) Basic principles.  Adhere to the people-oriented, integrated promotion. Enhance the quality and level of health of all people as the fundamental starting point for the development of health services, and effectively safeguard the health rights and interests of the people. Distinguish between basic and non-basic health services and realize their coordinated development. Integrate the allocation of urban and rural and regional health service resources and promote balanced development.  Adhere to government guidance and market drive. Strengthen the government's responsibilities in system construction, planning and policy formulation, and supervision. Give full play to the fundamental role of the market in resource allocation, stimulate social vitality, continuously increase the supply of health services, and improve service quality and efficiency.  Insist on deepening reform and innovative development. Strengthen scientific and technological support, expand the scope of services, encourage the development of new types of business, enhance the standardization and professionalization of health services, and establish a health service industry institutional mechanism that meets national conditions and sustainable development.  (III) Development Goals.  By 2020, a health service industry system covering the whole life cycle, rich in connotation and reasonable in structure will be basically established, a number of famous brands and benign-cycle health service industry clusters will be created, and a certain degree of international competitiveness will be formed, so as to basically satisfy the health service needs of the general public. The total scale of the health service industry will reach more than 8 trillion yuan, becoming an important force in promoting sustainable economic and social development.  -Medical service capacity will be greatly improved. The medical and health service system has become more complete, forming a pluralistic pattern of running medical services with non-profit medical institutions as the mainstay and for-profit medical institutions as supplements, and public medical institutions as the dominant and non-public medical institutions **** with the development. Rehabilitation, nursing and other services are growing rapidly. The service quality of various types of medical and healthcare institutions has been further improved.  --The level of health management and promotion services has been significantly improved. Diversified health services such as Chinese medicine and health care, health care for the elderly, and health checkups, consultation and management, physical fitness, sports and fitness, and health care tourism have been developed to a large extent.  --Health insurance services have been further improved. Commercial health insurance products have been enriched, the number of insured people has increased significantly, the proportion of commercial health insurance expenditure in the total cost of health has increased significantly, and a more comprehensive health insurance mechanism has been formed.  --The scale of health service-related support industries has expanded significantly. The R&D and manufacturing technology level of medicines, medical devices, rehabilitation aids, healthcare products and fitness products has been greatly improved, the market share of products with independent intellectual property rights has been greatly increased, and the related distribution industry has developed in an orderly manner.  --The environment for the development of the health service industry has been optimized. Health service industry policies and regulations to establish a sound system, industry norms, standards more scientific and perfect, industry management and supervision more effective, the people's health awareness and literacy improved significantly, the formation of the whole society to participate in, support the development of health services, a good environment.  Second, the main tasks (a) vigorously develop medical services.  Accelerate the formation of a diversified pattern of running medical services. Effectively implement the government's responsibility for running medical services, rationally formulate regional health planning and planning for the establishment of medical institutions, clearly define the number, scale and layout of public medical institutions, and adhere to the dominant position of public medical institutions in providing basic medical services for urban and rural residents. At the same time, enterprises, charitable organizations, foundations, commercial insurance institutions, etc. are encouraged to invest in the medical service industry in a variety of forms, such as funding new construction, participation in restructuring, trusteeship, and public-private partnership. Strongly support social capital to organize non-profit medical institutions and provide basic medical and health services. Further relax the conditions for Chinese-foreign joint ventures and cooperation in running medical institutions, and gradually expand the conditions for foreign capital to set up wholly-owned medical institutions. All localities should clean up and abolish unreasonable regulations, and accelerate the implementation of policies that provide equal treatment for non-public and public medical institutions in terms of market access, social insurance designation, the construction of key specialties, the evaluation of titles, academic status, grade assessment, and technical access. The upstream and downstream industrial chain projects of non-public economic entities that have funded and organized non-profit medical institutions are given priority support in accordance with relevant industrial policies. Encourage localities to intensify reform and innovation, and conduct early and pilot tests in running medical care in society, and the state selects conditional areas and key projects as contact points for promoting social medical care.  Optimize the allocation of medical service resources. Cities with abundant public hospital resources should accelerate the restructuring of medical institutions run by state-owned enterprises on a pilot basis; the State has identified some areas for pilot restructuring of public hospitals. Guide non-public medical institutions to a high level, the direction of scale development, encourage the development of professional hospital management group. Tests in medical institutions above the second level are open to all medical institutions, and mutual recognition of test results among medical institutions is being promoted. Governments at all levels should continue to take measures such as improving institutional mechanisms, purchasing social services, strengthening the construction of facilities, and reinforcing the construction of human resources and information technology, so as to promote the extension of high-quality resources to impoverished areas and rural areas. All localities should encourage the rational layout and active development of rehabilitation hospitals, geriatric hospitals, nursing homes, hospice hospitals and other medical institutions in a variety of ways, such as the transformation of urban secondary hospitals and the construction of new hospitals.  Promote the development of professional and standardized nursing services. Promote price adjustments for clinical nursing services to better reflect service costs and the value of nursing staff's skilled labor. Strengthen the management of clinical nursing job responsibilities, improve the quality evaluation mechanism, strengthen training and assessment, improve the quality of nursing care, and establish a long-term mechanism for stabilizing the nursing workforce. Scientific evaluation of nursing titles should be carried out, with evaluation criteria focusing on the quantity and quality of clinical nursing services, patient satisfaction and medical ethics. Increase policy support, encourage the development of rehabilitation care, elderly care, home care and other nursing services to meet the needs of different populations, and improve the level of standardized services.  (ii) Accelerating the development of health care services for the elderly.  Promote enhanced cooperation between medical institutions and elderly care organizations and others. The concept of health is fully integrated into elderly care services, and the support of medical and health services is strengthened. Establishing and improving the business collaboration mechanism between medical institutions and nursing institutions, encouraging the opening of green channels for booking medical appointments between nursing institutions and medical institutions, and collaborating on the management of chronic diseases and rehabilitation care for the elderly. Enhancing the ability of medical institutions to provide convenient, prioritized and preferential medical services for the elderly. Referrals and cooperation between hospitals above the second level and geriatric hospitals, nursing homes for the elderly, and rehabilitation and convalescent institutions are being promoted. Localities should coordinate medical services and elderly care resources, and rationally arrange elderly care institutions with geriatric hospitals, nursing homes for the elderly and rehabilitation and convalescent institutions, so as to form a health and elderly care service network that is appropriate in scale, complementary in function, safe and convenient.  Developing community health care services for the elderly. Improve the ability of communities to provide daily care, chronic disease management, rehabilitation, health education and counseling, and traditional Chinese medicine and health care services for the elderly, and encourage medical institutions to extend care services to residents' homes. Encouraging the development of various forms of elderly care services, such as day care, full-time care and half-time care, gradually enriching and improving the content of services, and doing a good job of extending health services such as door-to-door medical rounds.  (c) Actively developing health insurance.  Enriching commercial health insurance products. On the basis of improving the basic medical insurance system and steadily raising the level of basic medical insurance, commercial insurance companies are encouraged to provide diversified, multi-level and standardized products and services. It encourages the development of commercial health insurance that is linked to basic medical insurance, and promotes commercial insurance companies to undertake major disease insurance for urban and rural residents, so as to expand the coverage of the population. It is actively developing long-term care commercial insurance and commercial health insurance products related to health management, pension and other services. Medical liability insurance, medical accident insurance and other forms of medical practice insurance are being promoted.  Developing diversified health insurance services. Establish a mechanism for cooperation between commercial insurance companies and medical, medical check-up and nursing institutions to strengthen the supervision of medical practices and control of medical costs, promote the standardization of medical service behaviors, provide health risk assessment, health risk intervention and other services for insured persons, and explore new organizational forms such as health management organizations on this basis. Encouragement is given to entrusting qualified commercial insurance organizations to carry out all kinds of medical insurance administration services in the form of government-purchased services.  (d) Comprehensively develop Chinese medicine healthcare services.  Enhance the health service capacity of traditional Chinese medicine. Give full play to the advantages of Chinese medicine and preventive health care, enhance the capacity of grass-roots Chinese medicine services, and strive to make all community health service organizations, township health centers and 70% of village health offices have the capacity to provide Chinese medicine services. Medical institutions will be promoted to carry out TCM medical and preventive healthcare services, and retail pharmacies will be encouraged to provide TCM clinic services. Develop Chinese medicine diagnosis and treatment, Chinese medicine health care instruments and equipment.  Promote scientific and standardized Chinese medicine health care knowledge and products. Strengthen the cultivation of Chinese herbal medicines used in medicine and food, as well as the research, development and application of such products, and develop health care products that are suitable for the local environment and living habits. Publicize and popularize knowledge of Chinese medicine health care, promote scientific and effective Chinese medicine health care and health care services, and encourage qualified Chinese medicine practitioners to provide health care consulting and conditioning services in health care institutions. Encourage and support outstanding Chinese medicine organizations to set up Chinese medicine hospitals and clinic chains outside China, and cultivate internationally renowned Chinese medicine brands and service organizations.  (v) Supporting the development of diversified health services.  Develop health checkups, consultations and other health services. Guiding medical check-up organizations to improve their service level and develop chain operations. Accelerate the development of mental health services, and cultivate specialized and standardized psychological consultation and counseling institutions. Standardize the development of mother and child care services. Pushing forward the pilot reform of the service model and incentive mechanism of general practitioners, and exploring contracted services for residents and families. Vigorously carry out health counseling and disease prevention, and promote a shift from treatment-oriented to prevention-oriented.  Developing sports and fitness for all. Further develop the national fitness campaign, publicize and popularize scientific fitness knowledge, raise people's awareness of sports and fitness, and guide consumption of sports and fitness. To strengthen the construction of multifunctional mass fitness facilities at the grassroots level, by 2020, more than 80% of cities (prefecture) and counties (cities and districts) will have "national fitness activity centers", and more than 70% of streets (townships) and communities (administrative villages) will have convenient and practical sports and fitness facilities. Measures have been taken to promote the opening of stadiums and school sports facilities to the public. Support and guide social forces to participate in the construction and operation and management of stadiums. Encourage the development of various forms of sports and fitness clubs and sports and fitness organizations, as well as sports and fitness training, fitness guidance and consultation services. Strongly support youth and children's physical fitness, and encourage the development of physical fitness services suitable for their growth characteristics.  Developing health culture and tourism. Support the development of health knowledge dissemination organizations and cultivate the health culture industry. Encourage regions with conditions to face the international and domestic markets, integrate local advantageous medical resources, Chinese medicine and other special health care resources, green ecological tourism resources, and develop health care, sports and medical health tourism.  (vi) Cultivating health service-related support industries.  Support the R&D, manufacturing and application of medicines, medical devices and other related health products with independent intellectual property rights. Continue to support the research, development and industrialization of innovative drugs, medical devices and new biomedical materials through relevant scientific and technological and construction special funds and industrial funds, support the imitation of expired patented drugs, and support the research, development and production of special healthcare products for the elderly and the disabled, as well as rehabilitation aids. Support the research and development of digitalized medical products and health testing, monitoring and health Internet of Things applicable to individuals and families. Increase policy support to improve the domestic market share and international competitiveness of medical equipment, materials and healthcare products with independent intellectual property rights.  Vigorously develop third-party services. Guide the development of professional medical testing centers and imaging centers. Support the development of third-party medical service evaluation, health management service evaluation, as well as health market survey and consulting services. Treat social forces fairly in providing food and drug testing services. Encourage the outsourcing of biomedical R&D services such as pharmacy research and clinical trials. Improve the science and technology intermediary system, and vigorously develop specialized and market-oriented services for the transformation of pharmaceutical scientific and technological achievements.  Support the development of health service industry clusters. Encourage localities to combine local realities and characteristic advantages, rational positioning, scientific planning, policy support and inclination in land planning, municipal support, institutional access, talent introduction, practice environment, etc., to create health service industry clusters and explore institutional innovation. We should cultivate a number of key industries such as medical care, pharmaceuticals, medical devices, Chinese medicine, etc., and create a number of famous brands with international influence by increasing scientific and technological support, deepening the reform of the administrative approval system, and guiding industrial policies and other comprehensive measures.  (vii) Improve the human resources protection mechanism.  Increase the cultivation of talents and vocational training. Support institutions of higher learning and secondary vocational schools to open health service industry-related disciplines and specialties, and guide the relevant universities to reasonably determine the scale of training of relevant professionals. Encourage social capital to organize vocational colleges and universities to standardize and accelerate the training of nurses, elderly care workers, pharmacists, dietitians, baby-sitters, massage therapists, rehabilitation therapists, health managers, fitness instructors, social sports instructors and other practitioners. Subsidies will be given to those who participate in relevant vocational training and vocational skills appraisal in accordance with the regulations if they meet the conditions. Establish and improve the continuing education system for health service industry practitioners. Each region shall closely integrate the development of the health service industry with the implementation of various employment and entrepreneurship support policies, and give full play to the role of the health service industry in absorbing employment.  Promote the mobility of talents. Accelerate the promotion of standardized multi-practice of physicians. Encourage localities to explore the establishment of a mechanism for the full and orderly flow of regional medical and healthcare talents. Continuously deepen the reform of the personnel system in public hospitals, promote the socialized management of medical personnel security, and gradually change status management to position management. Exploring cooperation mechanisms between public medical institutions and non-public medical institutions in areas such as technology and talent, and providing support for the cultivation, training and further education of talent in non-public medical institutions. Healthcare personnel with practicing qualifications serving in nursing institutions enjoy the same treatment as healthcare personnel in medical institutions in terms of title evaluation, professional and technical training, and continuing medical education. In-depth implementation of talent programs in the field of medicine and health, to attract high-level medical and health care personnel to return to serve.  (viii) Strengthening the foundation for the development of the health service industry.  Promote the informatization of health services. It has formulated relevant information and data standards, strengthened the construction of information management systems for hospitals and medical insurance, and made full use of existing information and network facilities to realize the *** enjoyment of information on medical insurance, medical services and health management as soon as possible. Actively developing health services such as online booking and registration, online consultation, and communication and interaction. Telemedicine is being developed with remote image diagnosis, remote consultation, remote monitoring and guidance, remote surgical guidance, and remote education for grassroots, remote and underdeveloped areas as the main content. Explore the development of e-commerce platforms for medicines and medical devices that are open and transparent, with standardized operation and equal competition. Supporting the development and promotion of low-cost digital health equipment and information systems adapted to the needs of the majority of townships and rural areas. Gradually expand the provision of digital medical equipment, explore the development of portable health data collection equipment, integrate with the Internet of Things and mobile Internet, and continuously improve the level of automated and intelligent health information services.  Strengthen the construction of integrity system. Guiding enterprises and related practitioners to enhance their sense of integrity, consciously carry out integrity services, strengthen industry self-discipline and social supervision, and accelerate the construction of an integrity service system. Give full play to the roles of industry associations and societies in industry coordination, industry development, monitoring and research, as well as standardization, practitioners' code of practice behavior, and maintenance of industry reputation. To establish and improve the record system of bad practice, punishment for breach of trust and compulsory withdrawal mechanism, and incorporate the integrity of health service organizations and their practitioners into the unified credit information platform. Strengthen the statistical monitoring work, accelerate the improvement of the statistical survey methodology and index system of the health service industry, and improve the relevant information release system.  III. Policy Measures (I) Liberalize market access. Establish an open, transparent, equal and standardized access system for the health service industry, and open up to social capital in all fields that are not explicitly prohibited by laws and regulations, and continuously expand the areas of opening up; and open up to foreign capital in all fields that are open to local capital. Privately-run non-profit organizations enjoy the same treatment as publicly-run organizations in the same industry. Chain management of service enterprises to implement corporate headquarters unified business registration procedures. All localities shall further standardize and make public the basic standards and approval procedures for the establishment of medical institutions, strictly control the time limit for approval, decentralize the authority for approval, release timely information on the setting up of institutions and the adjustment of the planning and layout of institutions, and encourage localities with the necessary conditions to adopt bidding and other means to determine the main body of the organization or operation. Simplifying the approval procedures for projects, start-ups, licenses and medical insurance designations for rehabilitation hospitals, geriatric hospitals, children's hospitals, nursing homes and other shortage-type medical institutions. Studying the abolition of unreasonable pre-approval matters. Relax the restrictions on the number, scale and layout of for-profit hospitals and the allocation of large-scale medical equipment.  (ii) Strengthen the planning layout and land use protection. Governments at all levels shall take into account the development needs of the health service industry in the overall land use planning and urban and rural planning, expand the supply of land for the health service industry, and prioritize the guarantee of land for non-profit institutions. Newly-built residential areas and communities shall, in accordance with relevant regulations, guarantee the support of healthcare, culture and sports, community services and other health service industry-related facilities in public ****service facilities. Supporting the use of the stock of property acquired by means of allocation and the original land to run the health service industry, the land use and the owner of the right of use can be temporarily not changed. Health service projects that have operated continuously for more than one year and are in line with the land allocation catalog can go through the land use procedures according to the land allocation; those that are not in line with the land allocation catalog can go through the land use procedures by way of agreement.  (C) Optimize investment and financing guidance policies. Encourage financial institutions to increase support for the health service industry in accordance with the principles of risk-controllable and commercially sustainable, innovate financial products and service methods suitable for the characteristics of the health service industry, and expand the scale of business. Actively support qualified health service enterprises to go public for financing and issue bonds. Encourage various types of venture capital organizations and financial guarantee institutions to carry out business with innovative new industries and small and micro-enterprises in the field of health services. The government guides and promotes the establishment of health industry investment funds financed by financial and industrial capital*** together. Innovative ways of utilizing foreign capital in the health service industry, effective use of overseas direct investment, international organizations and foreign government preferential loans, international commercial loans. Vigorously introduce overseas professionals, management technology and business models to improve the knowledge and technology level of international cooperation in the health services industry.  (d) Improve fiscal, tax and pricing policies. Establish and improve the mechanism for the government to purchase social services, and the public **** products of health services that the government is responsible for guaranteeing can be provided through the purchase of services, gradually increasing the categories and quantities of government procurement. Innovative ways of using financial funds are being used to guide and encourage financial guarantee organizations and other institutions to support the development of the health service industry. The health service industry will be included in the scope of support for service industry development guidance funds and increase support. Non-public medical institutions that meet the conditions and provide basic medical and healthcare services will have their specialty construction, equipment purchase, and talent team construction included in the scope of financial special fund support. Improve the government investment subsidy policy, through the public-private, privately-run and other ways to support social capital to organize non-profit health service institutions. Pharmaceutical enterprises recognized as high-tech enterprises, according to law to enjoy the tax incentives for high-tech enterprises. Donations made by enterprises and individuals to non-profit medical institutions through public welfare social organizations or people's governments and their departments at or above the county level shall be deducted before tax in accordance with the provisions of the tax law and relevant tax policies. Utilizing the role of price in promoting the development of the health service industry. Non-public medical institutions shall implement the policy of equalizing the price of water, electricity, gas and heat with that of public medical institutions. All localities will exempt the construction of non-profit medical institutions from the levy of relevant administrative fees, and reduce by half the levy of relevant administrative fees for the construction of for-profit medical institutions. Cleaning up and canceling illegal and unreasonable administrative charges on health service organizations. Correct discriminatory pricing policies introduced by localities on their own. Explore the establishment of a new mechanism for the formation of medicine prices. The prices of medical services in non-public medical institutions are subject to market-regulated prices.  (v) Guiding and safeguarding the sustainable growth of health consumption. The government is further increasing its investment in health services, with a tilt toward low-income groups. Measures to guide insured persons to utilize primary medical care and rehabilitation medical services have been improved. Efforts are being made to establish a sound system of work injury insurance that combines prevention, compensation and rehabilitation for work injuries. Localities are encouraged to explore, in the light of actual practice, specific forms of direct subsidies for public health consumption, such as subsidies for the elderly, those living alone, and those who are incapacitated and in financial difficulty. Supplementary medical insurance premiums paid by enterprises for their employees in accordance with relevant national policies will be deducted before enterprise income tax in accordance with tax policy regulations. Drawing on foreign experience and combining it with China's national conditions, the relevant tax policies on health insurance will be improved and perfected.  (vi) Improving health service regulations, standards and supervision. Promote the formulation and revision of relevant laws and administrative regulations to promote the development of the health service industry. With the core of regulating service behavior, improving service quality and upgrading service level, improve the service standard system, strengthen the implementation of standards and raise the standardization level of the health service industry. In emerging health service areas, leading enterprises, local and industry associations are encouraged to participate in the formulation of service standards. In the health service industry that cannot implement standardization for the time being, the system of service commitment, service convention and service specification will be widely implemented. Improve the supervision mechanism, innovative regulatory approach, the implementation of localized management, regulate the practice of health service agencies in accordance with the law, strengthen the quality of service supervision and daily supervision of the market, and seriously investigate and deal with illegal business practices.  (vii) Create a favorable social atmosphere. Make full use of radio and television, print media and the Internet and other emerging media to publicize in-depth health knowledge, encourage the opening of special health channels or programs, advocate healthy lifestyles, and form a social atmosphere in the whole society that values and promotes health. Through extensive publicity and typical reports, the social status of health service practitioners has been continuously enhanced. It has regulated the release of advertisements and related information on medicines, health food and medical institutions, cracked down on false propaganda and inaccurate reports, and actively created a favorable atmosphere for health consumption.  All regions and departments should attach great importance to the development of the health service industry, put it in an important position, strengthen communication and coordination, and closely collaborate and cooperate to form a synergy of work. All relevant departments should take up their own responsibilities according to the requirements of this opinion, and urgently formulate relevant supporting documents according to the division of responsibilities to ensure the implementation of the tasks and measures in place. Provincial people's governments should formulate specific programs, plans or special action plans to promote the orderly and rapid development of the health service industry in the region. The Development and Reform Commission, in conjunction with relevant departments, shall supervise, inspect and track and analyze the implementation of this opinion, and report to the State Council in a timely manner on major situations and problems. The State Council will organize special inspections in due course.
