Observation: How to break out of the county cross-border e-commerce?
Wen|Shi Rui
Cross-border e-commerce has boosted the economic development of counties with a high degree of dependence on foreign trade, and has provided an important guarantee for building a moderately affluent society in a comprehensive manner. However, the development of cross-border e-commerce in counties still has many problems, including cross-border payment, logistics and other constraints, as well as credit, capital security and other issues are relatively prominent.
Shi Rui Guangdong Institute of Finance teacher
In the new situation, China's economy in addition to facing the complex and changing international environment, but also to speed up the upgrading and transformation of the domestic economy, how to unswervingly comply with the development of economic globalization while promoting the rapid development of the domestic regional economy is an important economic issue in the new era. Only the rise of the regional economy in order to continue to develop and expand the domestic economy, in order to better achieve the goal of stable growth. So what is the pivot point for prying China's regional economic growth, and where is the difficulty of regional economic development? The answer is to tamp down China's county economy, transform the development mode, optimize the industrial structure, and develop a high-quality economy.
According to the decision-making deployment of the CPC Central Committee and State Council, the promotion of the county economy to get full development should be from the deepening of the reform, the development of elements, Internet +, cultural and tourism integration, ecological civilization and other five aspects of the thinking. Among them, the Internet economy can be said to be the engine of modern county economic development, a sharp weapon for poverty alleviation and rural revitalization.
For the implementation of the "Internet +" plan of action, now the society of all industries and fields are actively promoting, such as the coastal region has long been through the cross-border e-commerce products marketed all over the world, and in turn, the demand of the international market will promote the upgrading of the domestic production capacity and transformation to improve the quality of products. For the geographical location is not good but rich in natural resources of the county market, the Internet's biggest advantage is that you can trade without leaving home, the original closed market in the cloud has become more open, which gave birth to many "e-commerce towns". This has led to an effective and balanced development of the county economy. At the same time, developed mobile payment accelerates the successful implementation of this model. Many counties and cities have local characteristics of cash crops, agricultural products and light industrial products, in the battle against poverty, through the "Internet +" to solve the problem of these "local specialties" difficult to sell, the real realization of the " Teach a man to fish" to "teach a man to fish" metamorphosis.
The three status quo
At present, the development of cross-border e-commerce in the county mainly presents the following three major features:
First, the speed of development is accelerated, and the scale of the expanding. With the rise and wide application of Internet technology, e-commerce in China's counties is developing rapidly. In particular, the scale of rural e-tailing continues to maintain an accelerated growth trend. Data show that the national rural online retail sales in 2019 amounted to 1.7 trillion yuan, expanding 8.4 times compared with the scale of 180 billion yuan in 2014.
Second, the development gap between east and west of county cross-border e-commerce is large. Subject to the constraints of the special geographic environment, most of China's western inland areas, although the e-commerce development of the east wind to accelerate the optimization and upgrading of traditional industries, pioneering the development of new industries, and promote the innovation and development of modern service industry, but the overall comparison with the eastern region there is still a large gap. The China E-commerce Development Index Report (2018) shows that in 2018, the e-commerce development of provinces and cities as a whole presents three echelons, and the five eastern provinces and cities of Guangdong, Zhejiang, Beijing, Shanghai and Jiangsu have obvious advantages in e-commerce development, and belong to the leading provinces of China's e-commerce development.
Third, the county cross-border e-commerce development mode tends to be diversified. From the transaction mode, the new era of foreign trade under the new cross-border e-commerce trade model emerging, in the process of transition to the new trade, the role of cross-border B2B e-commerce platform will be more and more important. B2B mode is the main mode of operation of the traditional foreign trade, the mode of transaction volume is generally larger, stable cooperation, and able to avoid credit guarantees, such as the development of cross-border e-commerce, a number of obstacles to the development of many factors. bc retail mode has seen huge demand in recent years, but it needs to further address issues such as international logistics, payment and distribution. There is also the C2C model, this model order transaction amount is small, but favored by many domestic entrepreneurs, many self-employed entrepreneurs directly or indirectly through the domestic or foreign e-commerce platform to carry out cross-border e-commerce transactions, this model also has a relatively large space for development in the future.
Four challenges
The main body of the county economy is small and medium-sized enterprises (SMEs) and self-employed people, these groups are huge, how to guide them through the cross-border e-commerce to promote the sustained development of the county economy is also the development of the county economy needs to think about a problem. Compared with B2B, which is the main mode of cross-border e-commerce development, SMEs and self-employed people should develop B2C or C2C, which are two small cross-border e-commerce trade modes, from the actual situation. But no matter which way to take, there are still some hindering factors in the process.
First, the development of ideas is unclear, the lack of integrated planning. Along with the rapid promotion of e-commerce in the county, more and more small and medium-sized enterprises and individual operators involved in the field of e-commerce, but part of the regional government, enterprises and social public awareness of e-commerce, especially cross-border e-commerce is too one-sided, the development of the idea of lagging behind the lack of co-ordinated planning.
Second, there is a lack of talent and capital, and insufficient policy guidance. The operation of cross-border e-commerce requires a large number of professional and technical personnel to carry out professional design and operation work, but the current actual situation, the lack of e-commerce professionals has become a major problem restricting the development of cross-border e-commerce in the county, mainly due to the county-level areas of economic development is relatively backward, industrial parks are small in scale, the development of space is limited, and can not attract professional talents. In addition cross-border e-commerce foreign trade capital turnover cycle is generally longer, coupled with exchange rate fluctuations and other factors also make small and medium-sized enterprises and individual operators face greater financial risk.
Third, the infrastructure is weak, logistics and warehousing lag. With the rapid development of e-commerce, the domestic logistics industry has also developed rapidly in recent years, but the international logistics due to geographical constraints have not yet made substantial breakthroughs and development. Small and medium-sized enterprises and individual operators engaged in cross-border e-commerce, most of them are mainly in the form of group container or international express transportation, etc. In addition to the high cost of these modes, other problems, including the inability to guarantee the safety of goods, the inability to track the information of the goods, and the inconvenience of return and exchange services, have also frequently appeared.
Fourth, the industry is relatively low-end and the industrial chain extension is insufficient. The development of cross-border e-commerce in counties mostly started late, and the economic development of many counties is actually based on the over-development of resources, and some of them are still low-end, high-consumption and high-pollution industries, while others have the potential to comply with the national industrial development policy, including the development of high-tech industries, modern tourism and service industries, which are relatively lagging behind. At the same time, the low-end industry will in turn constrain the extension of the county industry chain, ultimately resulting in the entire county's economic value-added is low, the driving effect is poor, the development of county industrial parks lagging behind, the degree of industrial agglomeration, etc. These constraints on the development of e-commerce in the county's shortcomings.
Policy Recommendations
The author believes that the development of cross-border e-commerce in the county should be based on the rural characteristics of the resources, service system construction as the basis for the construction of the financial security system focusing on the construction of the demonstration-driven breakthroughs, supported by the platform construction, e-commerce application of human resources training as a safeguard, and vigorously promote e-commerce into the countryside, to open the product of the domestic and foreign sales channels in both directions, and to promote economic development. The first step is to make sure that you are able to get the best out of it.
First of all, we need to innovate the concept of development and clarify the development of ideas. As the government authorities to solve the problem is to let the county area of enterprises and operators know the cross-border e-commerce industry. Through the publicity of "Internet +" thinking, so that people in the county area to recognize the "Internet +" and the development of e-commerce on the county industry to support the role of driving, should focus on the dissemination of e-commerce ideas, to identify the focus of e-commerce development and cultivation of e-commerce talents. The first step is to develop the e-commerce development direction according to the characteristics of the local traditional industries.
Secondly, it is important to localize and realize the development of characteristics. Specifically to rely on local natural resources to expand the characteristics of the industry and the development of high-quality resources, and actively create local local characteristics of the brand industry, while extending the industrial chain, to promote local characteristics of resources based on the "green production - grading, processing - multi-dimensional sales" model of e-commerce development, to realize the "e-commerce development model", to realize the "e-commerce development model". E-commerce development model, to achieve "one county, one product" "one village, one product" diversified differentiated development strategy, to maximize the satisfaction of domestic and foreign consumer demand, to build core competitiveness, for the county cross-border e-commerce in the fierce market competition to lay the foundation for the rapid development of the county.
Once again, it is necessary to strengthen the synergy of the main body and establish a synergistic mechanism. In order to realize the new mode of development of cross-border e-commerce in the county new breakthroughs, it is necessary to government, business, business, school and the market are closely integrated, effective convergence, in-depth cooperation, clear their respective responsibilities, the implementation of synergistic development strategy. In this regard, the government should play a leading role, such as the establishment of e-commerce work special leading group, "a hand" as the leader, give full play to the government's role in guiding and directing the application of e-commerce to create e-commerce, the development of a good environment and atmosphere for the development of e-commerce to provide organizational security.
Finally, we need to strengthen the industrial base and promote the development of clusters. The development of industrial clusters can effectively enhance the ability of rural e-commerce applications, value-added efficiency, while enhancing the collective competitiveness of farmers' e-commerce applications.
