Do I need a certificate to raise birds at home?

There are the following two cases that need a certificate:

Firstly, individuals raising birds do not need a certificate as long as they are not animals explicitly protected by the state, but those that are protected by the state's laws must get the relevant permits.

Second, if you want to raise national key wildlife or CITES Convention Appendix I or Appendix II species, including their domesticated breeding species. For example, red-collared green parrots, etc., pet lovers are required to first apply for a terrestrial wildlife breeding and domestication license and a captive breeding license.

Some of the traditional caged ornamental birds have been upgraded to national key wildlife protection, including: Grackles, Painted Eyebrows, Red-billed Acacia, Song Larks, Mongolian Larks, Skylarks, Aurora Crowfinches, Red-collared Embroidered Eyes, Silver-eared Acacia, Red-billed Acacia, Red-throated Songbird, Blue-throated Songbird, Xinjiang Songbird, Brown-headed Vermilion Flycatcher, Northern Vermilion Flycatcher, and Red-crossbill finch, etc. Species have been upgraded to National Key Wildlife Protection II. Parrots: Except for the peach-faced peony parrot, budgerigar and cockatoo, all other parrot species are national key wildlife. All of the above wild animals are national key wild animals, regardless of their wild populations or artificially bred populations. For breeding and ornamental animals, it is necessary to report to the wildlife authorities at all levels for approval and issuance of permits for artificial breeding of wild animals under the State Key Protection; for business use, it is necessary to obtain both artificial breeding permits and business use permits.

According to the provisions of the Law of the People's Republic of China on the Protection of Wild Animals, any unit or individual that breeds, raises, or operates and utilizes a species under the state's key protection must apply to the competent department of wild animals, and may continue to breed and raise the species only after obtaining approval. For this reason, any unit or individual without administrative authorization, shall not breed, business use of national key protection birds.
