Measures of Jiangsu Province for the Administration of Price Monitoring and Early Warning

Article 1 In order to scientifically and effectively organize and standardize price monitoring and early warning, ensure the authenticity, accuracy and timeliness of price monitoring data, give play to the important role of price monitoring and early warning in macro-control and price management, correctly guide production, circulation and consumption, and maintain the basic stability of the overall market price level, these Measures are formulated in accordance with the Price Law of People's Republic of China (PRC) and other laws and regulations, combined with the actual situation of this province. Article 2 The term "price monitoring and early warning" as mentioned in these Measures refers to the activities of the competent price department of the government to collect, analyze, predict, report and release early warning information on the price, cost, market supply and demand of important commodities and services according to the needs of macro-control, social development and price management. Article 3 These Measures shall apply to price monitoring and early warning activities within the administrative area of this province. Article 4 The competent price departments of local people's governments at or above the county level shall be responsible for price monitoring and early warning within their respective administrative areas.

Other relevant departments of the local people's governments at or above the county level shall, within the scope of their respective duties, cooperate with the competent price departments to do a good job in price monitoring and early warning. Article 5 Local people's governments at or above the county level shall strengthen their leadership in price monitoring and early warning, and support the construction of infrastructure for price monitoring and early warning. The funds required for price monitoring and early warning shall be included in the fiscal budget at the same level. Article 6 The main responsibilities of price monitoring and early warning are: organizing the implementation of the price monitoring and reporting system; To monitor and analyze the changes in prices, related costs and market supply and demand of important commodities and services within their respective administrative areas; Track the reflection of important economic policies and measures in the price field; Implement price forecasting and early warning, and put forward policy suggestions in time; Release price monitoring information. Article 7 A reporting system shall be implemented for price monitoring, including regular reports and alarm reports from designated price monitoring units and price departments.

The provincial price department shall, in accordance with the provisions of the national price monitoring and reporting system, formulate the price monitoring and reporting system of this province in combination with the actual situation of economic activities in this province and the needs of price control.

The competent price department of a city or county (city) divided into districts shall, according to the requirements of the provincial price monitoring and reporting system, formulate a price monitoring and reporting system in combination with local conditions, but it shall not conflict with the price monitoring and reporting system formulated by the state and the province. The price monitoring report system formulated by the competent price department of the city or county (city) with districts shall be submitted to the competent price department of the province for the record. Article 8 Price monitoring and early warning shall be based on fixed-point price monitoring and regular price monitoring reports, and special investigations shall be conducted on key and hot price issues; In case of major disasters or other unforeseen circumstances, carry out non-fixed price monitoring or temporary price investigation. Article 9 The competent pricing department shall strengthen the construction of price monitoring information channels and network systems, and timely discover and report the incipient and tendentious problems that may cause abnormal price fluctuations. Article 10 When the prices of important commodities and services show signs of abnormal fluctuations or have experienced abnormal fluctuations, the competent price department shall immediately report the price fluctuation alarm to the people's government at the corresponding level and the competent price department at a higher level, and carry out emergency price monitoring. Eleventh price departments should formulate emergency monitoring plans to deal with abnormal fluctuations in market prices, and orderly carry out emergency price monitoring arranged by the people's government at the same level and the higher price departments. Article 12 The competent price department shall, in accordance with the provisions of the price monitoring report system, designate relevant administrative organs, enterprises, institutions or other organizations within its administrative region as designated units for price monitoring, and issue signboards in accordance with the relevant provisions of the state.

If the designated price monitoring unit is unable to provide timely and accurate price monitoring data due to the adjustment of production and business varieties or other reasons, the competent price department shall make timely adjustment, recover the mark of the designated price monitoring unit and designate the designated price monitoring unit separately.

Non-price monitoring designated units and individuals have the obligation to cooperate with the price monitoring and early warning investigation of the competent price department. Thirteenth designated price monitoring units determined by the competent price department shall meet the following requirements:

(a) the selection of designated units for price monitoring should be representative, and the monitoring data submitted by them should reflect the price level of local similar goods or services;

(two) the competent price department shall, in accordance with the prescribed scope of management and division of labor, determine the designated price monitoring units within its jurisdiction, and shall not specify them repeatedly;

(3) Once the designated units for price monitoring are determined, they shall not be replaced or adjusted at will to ensure the continuity and comparability of monitoring data. Fourteenth price monitoring designated units shall enjoy the following rights:

(a) to ask the competent price department to inform the contents and procedures of price monitoring and investigation;

(two) require the competent price department to provide training and guidance on the work of price monitoring information;

(three) to require the competent price department to provide the local average price data of the goods or services submitted by it free of charge. Fifteenth designated price monitoring units shall perform the following obligations:

(a) to accept and cooperate with the price monitoring and early warning investigation by the competent price department;

(two) in accordance with the provisions of the price monitoring report system, accurately and timely submit the price monitoring data audited by the person in charge of the unit to the competent price department, and shall not falsely report, conceal, forge or tamper with the price monitoring data;

(3) Establish an internal management system for price monitoring, and designate personnel to be responsible for the collection, collation and reporting of price monitoring data of the unit.
