Regulations of Jiangxi Province on the Administration of Public Security in Special Industries

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws, regulations and policies of the state and in light of the actual situation of this province in order to strengthen the public security management of special industries, maintain social order, promote the healthy development of special industries and ensure the smooth progress of socialist modernization. Article 2 These Regulations shall apply to the units and individuals engaged in hotel industry, lettering industry, printing industry and secondhand goods industry in this province.

These regulations shall not apply to the business activities of the industries listed in the preceding paragraph that do not belong to special industries. Article 3 The people's governments at all levels and regional administrative offices shall be responsible for organizing the implementation of these Regulations. Public security organs are responsible for the public security management of special industries. Other relevant departments shall, in accordance with their respective responsibilities, closely cooperate with the public security organs to do a good job in the public security management of special industries. Article 4 Public security organs must adhere to the principle of managing public security in special trades according to law, protect the legitimate rights and interests of trades, stop and ban illegal business operations, and prevent and crack down on all kinds of illegal and criminal activities. Article 5 Units engaged in business activities in special industries shall formulate and implement various safety systems according to actual conditions; Strengthen the training and education of employees, improve the ability to prevent, detect and control illegal and criminal activities, accept the inspection and supervision of public security organs according to law, and coordinate and investigate all kinds of illegal and criminal cases. Chapter II Examination and Approval for Business Opening Article 6 Whoever engages in special trades (except individual lettering and second-hand transactions without purchasing scrap metal) must apply to the public security organ of the local people's government at or above the county level for a "Special Trade License" with the certificate of the competent department of the trade or the consent of the competent department, and the public security organ shall handle it within seven days from the date of accepting the application.

If other formalities are required by laws and regulations, they shall be handled according to law. Those with incomplete licenses may not engage in special industries.

The Special Trade License is inspected once a year. Article 7 To apply for a special trade license, the following conditions shall be met:

(1) Having a fixed place for production and business operation;

(2) Having safety, public security and financial management systems;

(three) the person in charge of the unit and individual employees must hold the resident ID card of the People's Republic of China and the resident ID card of the People's Republic of China. Foreigners also need to apply for accommodation and temporary residence permits. Article 8 Where a special industry closes down, closes down, changes jobs, merges, moves, changes its name, legal representative, business projects or subcontracts for any reason, it shall apply to the original issuing authority for registration of change or verification of relevant licenses before 10. Chapter III Hotel Industry Article 10 The hotel industry must register with the identity cards of China residents and China residents or other documents that can prove their identity; The reception of overseas passengers must be registered with valid legal documents. Article 11 A hotel shall set up a storage room or safe deposit box or cabinet for passengers' property and cash, which shall be managed by a special person and go through strict entry and exit procedures.

Articles left by passengers should be properly kept and claimed by public announcement. Three months unclaimed, register, transferred to the public security organs according to law.

Guns and ammunition carried by passengers shall be registered with guns, and passengers shall be urged to keep them properly.

Flammable, explosive, toxic, corrosive and radioactive dangerous goods are strictly prohibited in the hotel. Article 12 When hotel staff find illegal and criminal activities, suspicious persons, criminals wanted by public security organs and prohibited items, they shall take measures to stop the current crimes, control the illegal and criminal personnel and prohibited items, and immediately report to the local public security organs, and shall not indulge in crimes or conceal them. Thirteenth activities such as prostitution, whoring, gambling, drug abuse, and dissemination of obscene articles are strictly prohibited in hotels. Chapter IV Engraving Industry Article 14 Engraving enterprises may engrave the following seals with the engraving notice issued by the public security organ:

(a) the seals of organs, institutions and their internal subordinate institutions (including steel seals);

(2) Seal of social organization;

(three) the seal of the enterprise and the seal of the individual industrial and commercial households;

(4) seals for overprinting.

The document's masthead is engraved with the certificate of the unit.

Individual lettering industry is not allowed to engrave official seals. Fifteenth public security organs shall issue a notice of publication and engraving with the following documents:

(a) the approval documents for the establishment of the organ and the letter of introduction from the unit;

(two) the social organization registration certificate and the letter of introduction from the civil affairs department;

(3) Business license;

(4) unit certificate.

If the seals of organs, social organizations, enterprises and institutions and the business seals of individual industrial and commercial households are lost and need to be re-engraved, a notice of publication and engraving can only be issued if there is a certificate of invalidation in the newspaper. Sixteenth engraving industry should establish and improve the management system of undertaking, registration, production, inspection, sales, storage and delivery.

Engraving seals must be made in strict accordance with the relevant provisions of the state, and the font and specifications of seals shall not be changed at will. The contractor shall not keep or copy samples; Suspicious personnel who find private engraving, forgery or imitation of seals shall report to the public security organ in time. Chapter V Printing Industry Article 17 A printing enterprise that prints books, newspapers and periodicals shall be audited by the administrative department of press and publication (culture) of the local people's government at the county level, approved by the provincial public security department, issued with a printing license for books, newspapers and periodicals, and filed with the public security organ of the local people's government at the county level before engaging in the printing business of books, newspapers and periodicals.
