Currently, China is actively and steadily promoting carbon peak carbon neutral, and is setting off a systematic green change in various economic and social fields. As a fundamental work, carbon accounting for different fields, industries, categories and technical products, how to calculate the right data? To promote energy saving and carbon reduction and clean energy utilization, how to calculate how much carbon is emitted and how much carbon is reduced? To answer these questions can not be separated from the harmonization of standards. The National Standards Commission and other 11 departments recently jointly issued the "carbon peak carbon neutral standard system construction guidelines", further refine the standard system, a clear focus on standardization.

According to statistics, there are more than 1,800 national standards and 2,300 industry standards that directly support the "double carbon", involving carbon emission accounting and verification, energy conservation, non-fossil energy, new power systems, clean use of fossil energy, resource recycling, carbon sinks and other aspects of the elimination of backward production capacity, energy saving, differential tariffs, carbon emissions, and so on. It provides strong support for the implementation of policies such as elimination of outdated production capacity, energy-saving review, differential tariffs and carbon emissions trading. However, compared with the needs of realizing the "dual carbon" goal, there is still a big gap in the standardization work of "dual carbon". For example, the field and scope of standards need to be further expanded, the quantity and quality of standards need to be improved, and coordination and promotion efforts need to be increased.

To realize the goal of "dual-carbon", it is necessary to build a "dual-carbon" standard system with a reasonable structure and a clear hierarchy, which is adapted to the high-quality development of the economy and society. The Construction Guidelines help key industries and fields such as energy, industry, transportation, urban and rural construction, agriculture and rural areas, forestry and grassland, finance, public **** institutions, and residents' lives to realize green and low-carbon development, which is a timely complementary measure of great significance in realizing the efficient use of resources, the green and low-carbon development of energy, and the in-depth adjustment of the industrial structure.

The "Construction Guide" draws a "construction plan" for the next three years for the preparation and revision of "dual-carbon" standards. That is, by 2025, the preparation and revision of not less than 1,000 national standards and industry standards (including foreign language versions), and international standards to significantly improve the degree of consistency, the main industry carbon accounting and verification to achieve full coverage of the standard, the key industries and products energy consumption and energy efficiency standard indicators steadily improved. In this regard, it must be sobering to see that, compared with the proposed goals, effective implementation is more critical. Should adhere to the overall coordination, strengthen the implementation of the task, the organization of various industry associations, standardization technical committees, etc. in accordance with the standard system to accelerate the construction of content, to ensure that the "construction plan" on the ground to see the effect of the support of China's various industries to accelerate the energy transition, and promote the realization of the carbon peak carbon and make a fundamental contribution to the goal.
